BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
October 25, 2022
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 25, 2022 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Amy
Moulton. Absent: Norm Childress
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the October 18, 2022 regular meeting. Mrs. Murray
seconded. Passed.
BID OPENING
Proposals: Guaranteed Savings Contract for Solar Array at WWTP
This being the time set to open proposals for the Proposals: Guaranteed Savings Contract for Solar Array at
WWTP and the following proposals were received and opened:
Veregy
Indianapolis, Indiana
Mr. Shriner moved to take the proposal under advisement for further review. Mrs. Moulton seconded. Passed.
NEW BUSINESS
Engineering
Contract-N. 10th Street Curb, Sidewalk and Ramp Project
Jeremy Grenard, Public Works Director, presented to the Board and recommended approval of a Contract for the
N. 10th Street Curb, Sidewalk and Ramp Project with Dixon Construction in the amount of $22,442.50. Mr.
Grenard stated that the Engineering Office received three (3) quotes. The first is from Dixon Construction in the
amount of $22,442.50, the second is from Heartland Excavating in the amount of $41,655.00 and the third is from
Milestone Contractors in the amount of $72,285.00. Mrs. Moulton moved for approval. Mr. Shriner seconded.
Passed.
Notice to Proceed- N. 10th Street Curb, Sidewalk and Ramp Project
Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the N. 10th Street Curb,
Sidewalk and Ramp Project is state today. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.

Contract-9th Street and 18th Street Traffic Signal Loops II
Mr. Grenard presented to the Board and recommended approval of a Contract for the 9th Street and 18th Street
Traffic Signal Loops II with HAWK Enterprises in the amount of $28,050.00. Mr. Grenard stated that the
Engineering Office received two (2) quotes. The first is from HAWK Enterprises in the amount of $28,050.00 and
the seconded if from Hoosier Company in the amount of $43,560.00. Mrs. Murray moved for approval. Mrs.
Moulton seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $3,800,305.84. President
Henriott asked a question on Page 17 regarding the Nugent Inc. invoice for New Services Inventory. Mr. Diehl
start that is for 144 residential water meters for future installation. Mr. Shriner moved for approval. Mrs. Moulton
seconded. Passed.
