BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 8, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 8, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the November 1, 2022 regular meeting. Mrs. Moulton seconded. Passed. BIDS UNDER ADVISEMENT Proposals: Guaranteed Savings Contract for Solar Array at WWTP President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Contract-2023 Pedestrian Bridge Inspection with VS Engineering Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Contract for the 2023 Pedestrian Bridge Inspection with VS Engineering. The contract is for the Pedestrian Bridge Inspection 2023 Project. These inspections are preventative in nature. All bridges will be inspected in accordance with National Bridge Inspection Standards, and a Load Rating will be developed for each of the bridges that does not currently have a known load rating. The contract is in the amount of $196,400.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Contract-9th & Kossuth Streets Northwest Corner Repair Mr. Grenard presented to the Board and recommended approval of a Contract from the 9th & Kossuth Streets Northwest Corner Repair. The scope of work includes closing the southbound through-lane of 9th Street, sawcut and remove the concrete header curb, remove the brick pavers, wreck a new header, install new paver base, mill a butt-joint; and pave the through lane to match new header curb. The contract is in the amount of $40,430.00 with Milestone contractors. Mr. Grenard stated that three (3) companies were asked for quotes. Rieth-Riley and Midwest Paving were too busy to provide a quote. Discussion ensued regarding the project. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety November 8, 2022 Page 2 Change Order #1-9th Street and 18th Street Loop Replacement Project II Mr. Grenard presented to the Board and recommended approval of Change Order #1 for the 9th Street and 18th Street Loop Replacement Project II with HAWK Enterprises. The change order is an increase in the amount of $2,550.00 which brings the revised contract amount to $30,600.00. The change order includes an addition by the City of six (6) loops to contract at $425.00 per loop. This was found an additional 6 loops that were impacted by the milling operation. Mr. Grenard stated that change of scope percentage of 4.1% is actually reflected as a change in scope of 9.1%. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Purchasing Declaration of Surplus Property-Police Department (3 Vehicles) Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department that includes three (3) vehicles: 2011 Chevrolet Malibu VIN#1G1ZB5E1XBF376181 City ID#11-204, a 2011 Ford Fusion VIN#3FAHPOHAXBR109277 City ID#11- 184, and a 2009 Dodge Dakota VIN#1B7FL26X4YS614292 City ID#99-1. Mr. Payne stated that these vehicles will be used as trade-ins on an upcoming vehicle purchase. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Declaration of Surplus Property-Purchasing Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Purchasing Department that includes a list of eight (8) iPhone and two (2) iPads. Mr. Payne stated that these devices have been replaced with newer equipment and will be sold. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Declaration of Surplus Property-Police Department (iPhone Cases) Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department that includes 34 Otterbox Symmetry clear iPhone cases for iPhone XR and iPhone 11. Mr. Payne stated that these are new and in original sealed boxes and will be sold. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Permission to Advertise-McAllister Center Tuckpointing and Brick Replacement Mr. Payne presented to the Board and recommended approval of a Permission to Advertise for the McAllister Center Tuckpointing and Brick Replacement. The publications are set to run on November 18th and 25th, 2022 with a bid opening schedule on December 6th, 2022. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $3,567,841.25. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety November 8, 2022 Page 3 MISCELLANEOUS Special Event Request-Salvation Army Downhome Kettle Kickoff Stacey Quick, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Salvation Army Downhome Kettle Kickoff to be held on December 3, 2022 from 10:00am- 3:00pm located on 10th Street from Main Street to Columbia Street. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
