BOARD OF PUBLIC WORKS AND SAFETY MINUTES January 10, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, January 10, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the December 20, 2022 regular meeting. Mrs. Murray seconded. Passed. ELECTION OF OFFICERS Mrs. Murray moved to nominate Gary Henriott as 2023 Board of Public Works and Safety President. Mr. Shriner seconded. Motion Carried. NEW BUSINESS Purchasing Recommendation for Award-2023 Downtown Waste Removal Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Recommendation for Award for the 2023 Downtown Waste Removal with Trash Kans, LLC. Mr. Payne stated that Trash Kans was the lowest responsive and responsible bid received. The bid is in the amount of $45 per can per month with an estimated amount for 2023 being $41,580.00. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Contract-2023 Downtown Waste Removal Mr. Payne presented to the Board and recommended approval of a Contract for the 2023 Downtown Waste Removal with Trash Kans, LLC. The bid is in the amount of $45 per can per month with an estimated amount for 2023 being $41,580.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) Mr. Payne presented to the Board and recommended approval of a Permission to Advertise for the Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) bid. The publications are set for January 27 and February 3, 2023 with a bid opening on February 14, 2023. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety January 10, 2023 Page 2 Permission to Participate-Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) Mr. Payne presented to the Board and recommended approval of a Permission to Participate for the Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) with the City of West Lafayette Water Resource Recovery Facility. Mr. Payne stated that the City of West Lafayette desires to participate in the sealed bidding process and to purchase their chemicals from the vendors awarded the contract in 2023 for Sodium Hypochlorite and Sodium Bisulfite. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Declaration of Surplus Property-Engineering Department Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Engineering Department that includes a Hewlett-Packard ProBook 650 G1 Serial Number CNU416CJPD. Mr. Payne stated that this equipment has been replaced with newer equipment and will be sold on GovDelas.com. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Engineering Contract with Christopher Burke Engineering for Plan Review Service 2023 Dave Griffee, Engineering, presented to the Board and recommended approval of a Contract with Christopher B. Burke Engineering for the Plan Review Service 2023. Mr. Griffee stated that this is a continuation of an existing agreement and the purpose of this proposal is to update the hourly rate schedule that was last updated in 2017. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Park Department Contract with Alt & Witzig Engineering for McCaw Park Improvements Project Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Contract with Alt & Witzig Engineering for the McCaw Park Improvements Project. These services include soil borings and geotechnical recommendation for the areas where the future construction of the restroom building, parking lot expansion, and pickleball will be located. Mrs. Laufman stated that the amount of this contract is a lump sum of $4,400.00 with work to begin on January 10, 2023 and an anticipated completion date of February 10, 2023. Mrs. Murray moved for approval. Mrs. Moulton seconded Passed. Water Works Substantial Completion-Murdock Park Booster Station Project Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Substantial Completion for the Murdock Park Booster Station Project with Wessler Engineering. Mrs. Chosnek stated that the warranty period began on August 26, 22 for a 1-year period. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety January 10, 2023 Page 3 CLAIMS Mr. Diehl presented for Board approval, Claims in the amount of $14,977,272.45. President Henriott asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Taxi Cab Permits Scott Galloway, Police Chief, presented to the Board and recommended approval of Taxi Cab Permits for Lester Chaney, Patrick Refroe, Marvin Sparger and Scott Sheidler. Chief Galloway stated that they all passed their background check and have a valid Driver’s License. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.
