BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 28, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 28, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Ron Shriner, Amy Moulton, and Norm Childress Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the February 21, 2023 regular meeting. Mrs. Murray seconded. Passed. BID OPENING 4th Street Sewer Realignment Project This being the time set to open bids for the 4th Street Sewer Realignment Project and the following bids were received and opened: Bowen Engineering Indianapolis, Indiana Base Bid: $849,096.00 Alternate #1: deduct of -$15,500.00 Atlas Excavating West Lafayette, Indiana Base Bid: $892,646.00 Alternate #1: deduct of -$37,886.00 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed. NEW BUSINESS Purchasing Recommendation for Award-Recommendation for Award-Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride and Sodium Fluoride Dave Payne, Purchasing Director, presented to the Board and recommended approval of the Recommendation for Award for Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride and Sodium Fluoride to the following: Supplier Chemical Price per U/M Brenntag Mid-South Sodium Bisulfite $1.783/gal. Board of Public Works and Safety February 28, 2023 Page 2 Brenntag Mid-South & Alexander Chemical Hydrochloric Acid $169.00/drum Spear Corporation Buffered Muriatic Acid $230.72/drum Kemira Water Solutions Ferric Chloride $2.33/gal. Water Solutions Unlimited Sodium Fluoride $1.85/lb. No bids were received for Sodium Chloride. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Recommendation for Award-Recommendation for Award-Sodium Hypochlorite Mr. Payne presented to the Board and recommended approval of the Recommendation for Award for Sodium Hypochlorite to Alexander Chemical for $2.159/gal. Mr. Payne stated that JCI Jones offered a bid of $2.09 for Sodium Hypochlorite and included a Bid Cover Letter explaining that the cost of raw materials has been increasing over the past 2 years and they have to pass that increase along and cannot honor the bid price. We have been a customer for this product during that period and have experienced those price increases. Alexander Chemical has stated that they will honor their bid price of $2.159 for the period of this contract. Alexander Chemical also has lead times of 3-4 days ARO as opposed to JCI Jones 5-7 days. The bid package does clearly state that the bid pricing must be firm for the contract period of one year. For these reasons, this recommendation is to award Alexander Chemical. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Recommendation for Award-Recommendation for Award-Ammonium Sulfate Mr. Payne presented to the Board and recommended approval of the Recommendation for Award for Ammonium Sulfate to Water Solution Unlimited for $.65/lb. Mr. Payne stated Brenntag Mid-South offered a bid of $.63/lb and they have been the supplier for the past year. The product they have delivered during the past year is not acceptable. Initially, it created dust all over the room where it was stored. That was corrected and the product being delivered since then is hardened and has to be broken up in order to be used. Over a couple of months’ time the product creates so much sludge in the feeder system that the pumping station has to be taken offline for cleaning to remove the sludge. WSU has provided a superior product in the past and has stated that they will provide that product under this contract for $.65/lb. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Parks Department Permission to Advertise- RFP for Proposals for Construction Manager as Constructor (CMc) Services Claudine Laufman, Park Superintendent, presented to the Board and recommended approval of a Permission to Advertise for the RFP for Proposals for Construction Manager as a Constructor (CMc) Services for the upcoming projects at Columbian Park Zoo. These improvements include a new primate multi-species exhibit area and primate management building, improvements to the North American river otter exhibit, and improvements to the bald eagle exhibit. This advertisement will be published March 3, 2023 and March 10, 2023. Proposals for these services will be opened for these projects on March 21, 2023. Discussion ensued regarding the benefits for using a CMc versus and General Contractor. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety February 28, 2023 Page 3 CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $4,141,920.55. President Henriott asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
