MINUTES
March 7, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, March 7, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Norm Childress and Amy
Moulton. Absent: Ron Shriner
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the February 28, 2023 regular meeting. Mrs. Murray
seconded. Passed.
BID OPENING
Valley Forge Concrete Replacement Project
This being the time set to open bids for the Valley Forge Concrete Replacement Project and the following bids
were received and opened:

Mr. Childress moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed.

President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Certificate of Completion-Columbian Park Parking Lot
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Certificate of
Completion for the Columbian Park Parking Lot Renovation. Mr. Grenard stated that the city inspectors have
ensured that all punch list items have been addressed. The certificate sets the beginning of the 1-year warranty
period on January 9, 2023. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Legal Counsel
Amendment #1-Agreement for Animal Sheltering and Disposal for Almost Home Humane Society
Ms. Chosnek presented to the Board and recommended approval of Amendment #1 for the Agreement for Animal
Sheltering and Disposal from the Almost Home Humane Society. The amendment extends the contract expiration
date from July 31, 2023 to July 31, 2024. Ms. Chosnek explained that the new animal shelter will not be complete
by July 31, 2023 therefore the extension is set in place to cover Tippecanoe County until the new shelter opens in
2024. The original contract was in the monthly amount of $20,200.00 and this amendment raises that monthly
amount to $25,000.00. Ms. Chosnek stated that there is a 90-day early termination provision in the event that the
shelter is completed before July 2024. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
Lafayette Renew
Contract with Butler, Fairman and Seufert for GIS Catchup Collection
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Contract with Butler,
Fairman and Seufert for the GIS Catchup Collection. Mr. Talley stated that this contract comprises of survey
collection and updating of the city’s sanitary and storm GIS utility mapping. This work will not exceed
$40,000.00. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Amendment #2-for Raineybrook Lift Station Design with American Structurepoint
Mr. Talley presented to the Board and recommended approval of Amendment #2 for the Raineybrook Lift Station
Design with American Structurepoint. This amendment will provide right-of-way acquisition services that include
project management, appraisal, appraisal review, negotiation/buying, relocation services if applicable, and
recording. This work will not exceed $59,045.00. Mrs. Moulton moved for approval. Mr. Childress seconded.

Substantial Completion-40 & 8 Lift Station and Force Main Project
Mr. Talley presented to the Board and recommended approval of a Substantial Completion for the 40 & 8 Lift
Station and Force Main Project with Bowen Engineering. The work performed has been found substantially
completed. The certificate sets the beginning of the 1-year warranty period on January 10, 2023. Mr. Talley stated
that the punch list items will be complete by Spring 2023. Mrs. Moulton moved for approval. Mrs. Murray
seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $2,417,784.22. Mr. Childress
asked a question on Page 20 regarding the Sara Goans invoice for Per Diem for AC Training. Mr. Diehl stated
that this is for Animal Control Officers. Mr. Childress asked a question on Page 19 regarding the NJ Criminal
Interdiction, LLC invoice to 2023 Street Cop Training Conference (5 Officers). Mr. Diehl stated that this is for
upcoming training for 5 officers is April 2023. President Henriott asked a question on Page 25 regarding the
Indiana Department Environmental Management invoice for Annual PWS Fee-Water. Mr. Diehl stated that this is
for Public Water System annual fee for administration and monitoring by IDEM. Mrs. Murray moved for
approval. Mr. Childress seconded. Passed.
MISCELLANEOUS
Special Event Request-2nd Annual 0.1K Race
Ken McCammon, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the 2nd Annual 0.1K Race to held on March 18, 2023 from 10:00am-4:00pm located on Main Street
between 6th and 8th Streets. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Banner Request-Bach Chorale Singers/Lafayette Master Chorale
President Henriott presented to the Board and recommended approval of a Banner Request for the Lafayette
Master Chorale Singers to be hung on Columbia Street from April 18 to May 2, 2023. Mr. Childress moved for
approval. Mrs. Murray seconded. Passed.
Proclamation-Nutrition and Dietetics Technician, Registered Day 2023
Mayor Roswarski read the following proclamation:
WHEREAS, Nutrition and Dietetics Technicians, Registered, are trained in food and nutrition and are an integral
part of the healthcare and foodservice management teams.; and
WHEREAS, Nutrition and Dietetics Technicians, Registered have earned an associate’s or bachelor’s degree and
specific curriculum requirements and passed an examination; and
WHEREAS, Nutrition and Dietetics Technicians, Registered use their nutrition knowledge to help individuals
make positive lifestyle changes and support their nutrition team; and
WHEREAS, Nutrition and Dietetics Technicians, Registered work throughout the community in areas such as
hospitals, public health clinics, nursing homes and more; and
WHEREAS, Nutrition and Dietetics Technicians, Registered are advocates for advancing the nutritional status of
Americans and people around the world.

NOW, THEREFORE I, Tony Roswarski, Mayor of Lafayette DO HEREBY PROCLAIM Thursday, March 9,
2023, Nutrition and Dietetics Technician, Registered Day in Lafayette, Indiana, and I encourage all citizens to
recognize the contributions of Nutrition and Dietetics Technicians, Registered and express appreciation for their
commitment to promoting science-based nutrition in the hope of achieving optimum health for both today and
tomorrow.
Dinah Dalder RDN thanked that Mayor and the Board for their support and recognition of this important topic.
Proclamation-Disability Awareness Month
Mayor Roswarski read the following proclamation:
WHEREAS, the month of March, 2023, has been designated as “Disability Awareness Month” to
celebrate and recognize people with disabilities by the Governor of the State of Indiana;
and
WHEREAS, disability is a natural part of the human experience and in no way diminishes the right of
individuals with disabilities to live independently, enjoy self-determination, make
choices, contribute to society and experience full in the economic, political, social,
cultural and educational mainstream of American society; and
WHEREAS, family members, friends and members of the community can play a central role in
enhancing the lives of people with disabilities especially when the family and community
are provided with necessary support services; and public and private employers are aware
of the capabilities of people with disabilities to be engaged in competitive work in
inclusive settings; and
WHEREAS, the goals of this city and state properly include providing individuals with disabilities the
opportunities and support to make informed choices and decisions; live in homes and
communities where such individuals can exercise their full rights and responsibilities as
citizens; pursue meaningful and productive lives; contribute to their family, community,
State and Nation; have interdependent friendships and relationships with others; and
achieve full inclusion in society.
NOW, THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, do hereby proclaim the month of
March, 2023 as DISABILITY AWARENESS MONTH in the City of Lafayette, and call upon citizens of
Lafayette, to observe the month with appropriate programs and activities; furthermore, I encourage the citizens of
Lafayette to seek counsel and input from any person or group with knowledge and expertise in matters concerning
disabilities.

nutrition into practical solutions for healthy living; and
WHEREAS, Registered Dietitian Nutritionists have degrees in nutrition, dietetics, public health or a related field
from well-respected, accredited colleges and universities, completed an internship and passed an examination; and
WHEREAS, Registered Dietitian Nutritionists use their nutrition expertise to help individuals make unique,
positive lifestyle changes; and
WHEREAS, Registered Dietitian Nutritionists work throughout the community in hospitals, schools, public
health clinics, nursing homes, fitness centers, food management, food industry, universities, research, and private
practice; and
WHEREAS, Registered Dietitian Nutritionists are advocates for advancing the nutritional status of Americans
and people around the world.
NOW, THEREFORE I, Tony Roswarski, Mayor of Lafayette DO HEREBY PROCLAIM Wednesday, March
8, 2023, Registered Dietitian Nutritionist Day in Lafayette, Indiana, and I encourage all citizens to recognize the

Proclamation-National Nutrition Month 2023
Mayor Roswarski read the following proclamation:
WHEREAS, food is the substance by which life is sustained; and
WHEREAS, the type, quality, and amount of food that individuals consume each day play a vital role in their
overall health and physical fitness; and
WHEREAS, there is a need for continuing nutrition education and a wide-scale effort to enhance healthy eating
practices.
NOW, THEREFORE I, Tony Roswarski, Mayor of Lafayette DO HEREBY PROCLAIM the month of March
NATIONAL NUTRITION MONTH® in Lafayette, Indiana, and I encourage all citizens to join the campaign
and become concerned about their nutrition and the nutrition of others in the hope of achieving optimum health
for both today and tomorrow.
