BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 17, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 17, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody and Ron Shriner. *Audio was not audible until 2 minutes, 14 seconds* Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the October 10, 2023 regular meeting. Mrs. Murray seconded. Passed. Mr. Rody abstained. BID OPENING Sagamore Parkway Trail President Henriott stated that Addendum #4 was issued and the new Bid Opening Date will be October 24, 2023 at 9:00am. NEW BUSINESS Engineering Change Order #1-S. 24th Street Concrete Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1 for the S. 24th Street Concrete Project with Dixon Construction. The change order includes removal and replacement of damaged curb. The change order is an increase in the amount of $1,500.00 which brings the revised contract amount to $50,842.50. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Change Order #1-Miscellaneous Concrete Projects-1 Mr. Grenard presented to the Board and recommended approval of Change Order #1 for the Miscellaneous Concrete Project-1 with Dixon Construction. The change order includes additional ramps and sidewalk transition. The change order is an increase in the amount of $2,796.00 which brings the revised contract amount to $39,485.00. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. 2023 Paving Loop Replacement Contract with Midwestern Electric Mr. Grenard presented to the Board and recommended approval of the 2023 Paving Loop Replacement Contract with Midwestern Electric. The scope of the work is to install loops and signal detector housing for the annual paving project with the majority of these on Main Street from 5 Points to Sagamore Parkway. The contract is in Board of Public Works and Safety October 17, 2023 Page 2 the amount of $58,550.00 with Midwestern Electric. Mr. Grenard stated that five (5) companies were solicited for this project that include Hawk Enterprises, James H. Drew, Michiana Contracting, Hoosier Company; and Midwestern Electric. Discussion ensued regarding the quote and bid processes. Mrs. Murray moved for approval. Mr. Rody seconded. Passed. Purchasing Resolution 01-2023 A Resolution Authorizing the Purchase of a Surplus Police Vehicle from the Town of Otterbein, Indiana Dave Payne, Purchasing Director, presented to the Board and recommended approval of Resolution 01-2023 A Resolution Authorizing the Purchase of a Surplus Police Vehicle from the Town of Otterbein, Indiana. The vehicle is a 2016 Ford Police Interceptor with 37,911 miles in the amount of $9,500.00. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Declaration of Surplus Property-Lafayette Renew Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property that includes a 2014 Tymco/Isuzu Street Sweeper Model #435 VIN #JALE5W169E7900504 City Id #31153-1 Sweeper Serial #201412SNC45510. Mr. Payne stated that the item will be traded in on an upcoming purchase of a new street sweeper. Mrs. Murray moved for approval. Mr. Rody seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $770,378.38. Mrs. Murray asked a question on Page 11 regarding the Advance Repair & Machine Inc Invoice for Wood Platform for Grey Training Towers at the Training Center. Mr. Diehl stated that is at the Fire Department Training Center on VMP. Discussion ensued. President Henriott asked a question on Page 9 regarding the Osburn Associates Inc for Green Sheeting. Mr. Diehl stated that he will get back to the Board with an answer. President Henriott asked a question on Page 9 regarding the Motorola Solutions Inc for Radios and Device Programming. Mr. Diehl stated that the radios are renewed annually. This a purchase funded by some of the township money that was received from Fairfield and Perry Townships. Discussion ensued. Mr. Rody moved for approval. Mr. Shriner seconded. Passed.
