MINUTES
November 14, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 14, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were: Cindy Murray, Amy Moulton, and Ron Shriner.
Absent: Gary Henriott and Eric Rody
Jacque Chosnek, City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the November 7, 2023 regular meeting. Mr. Shriner
seconded. Passed.
BIDS UNDER ADVISEMENT
Glick Wellfield Improvements
Mrs. Murray stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Recommendation for Award- Sagamore Parkway Trail
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a
Recommendation for Award for the Sagamore Parkway Trail with White Construction with a Base Bid in the
amount of $3,698,000.00 and Alternate #1 in the amount of $237,000.00 for a total bid of $3,935,000.00. Mr.
Grenard answered questions from the Board. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
Old Landfill Delineation Contract with Wessler Engineering
Mr. Grenard presented to the Board and recommended approval of the Old Landfill Delineation Contract with
Wessler Engineering in the amount of $64,000.00. This contract is for surveying and managing a geotechnical
firm that will perform soil borings and to delineate an old landfill along Canal Road and the Wabash River. Mrs.
Moulton moved for approval. Mr. Shriner seconded. Passed.
On-Call Design Contract with Chastain and Associates
Mr. Grenard presented to the Board and recommended approval of a On-Call Design Contract with Chastain and
Associates for the Annual Professional Services Agreement on a task-by-task basis under $50,000.00. Mr. Shriner
moved for approval. Mrs. Moulton seconded. Passed.
Task Order #1-26th Street Guardrail Design with Chastain and Associates

Mr. Grenard presented to the Board and recommended approval of Task Order #1 for the 26th Street Guardrail
Design with Chastain and Associates in the amount of $15,635.00. Mr. Grenard stated that there is a long segment
of guardrail at the curve of 26th Street going into State Street. The segment was recently hit and destroyed. Mr.
Grenard answered questions from the Board. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
Police Department
Contract with Flock Safety for Lafayette Police Department
Scott Galloway, Police Chief, presented to the Board and recommended approval of a Contract with Flock Safety
and the Lafayette Police Department for license plate cameras for the Lafayette Area. The contract will add 10
additional cameras for a total of 20 cameras. This is the 3rd year with Flock Safety for this contract. Mrs. Moulton
moved for approval. Mr. Shriner seconded. Passed.
Lafayette Housing Authority
Release of Mortgage-744 S. 26th Street, Lafayette Indiana
Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage
for 744 S. 26th Street, Lafayette Indiana. Mrs. Oakley stated that the 15-year period of affordability has expired.
Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
Release of Covenant for Deed Restrictions-744 S. 26th Street, Lafayette Indiana
Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions
for 744 S. 26th Street, Lafayette Indiana. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
Lafayette Renew
General Industrial User Permit-Southwire
Josh Terry, Lafayette Renew, presented to the Board and recommended approval of a General Industrial User
Permit for Southwire. Mr. Terry stated that this is a 4-year permit renewal through the pre-treatment program and
is in good standing. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $968,288.91. Mrs. Murray
asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr. Shriner
seconded. Passed.
MISCELLANEOUS
Special Event Request-Holiday Market A Merry Main Street Market
Nolan Willhite, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Holiday Market A Merry Main Street Market to be held on December 9, 2023 from 2:00pm-

7:00pm on Main Street from 5th Street to 8th Street and 6th Street from Main Street to Ferry Street. Mr. Willhite
briefly described the event closure needs to the Board and the logistics of the closure. Mrs. Moulton moved for
approval. Mr. Shriner seconded. Passed.
Proclamation-National Hunger and Homelessness Awareness Week 2023
Mayor Roswarski read the following proclamation:
WHEREAS, for many years the Homeless Prevention and Intervention Network has conducted
activities to commemorate National Hunger and Homelessness Awareness Week
sponsored by the National Coalition for the Homeless and National Student Campaign
Against Hunger and Homelessness; and
WHEREAS, the purpose of this proclamation is to support the efforts of the Homeless Prevention and
Intervention Network to educate the public about the many reasons why very low income
residents are hungry and homeless in Tippecanoe County; and
WHEREAS, there are many organizations committed to sheltering and providing supportive services
as well as meals and food to the homeless including all of the members of the
Homelessness Prevention and Intervention Network; and
WHEREAS, the community recognizes that hunger and homelessness continues to be a serious
problem for many individuals and families in Tippecanoe County, particularly with the
impact of rising food, fuel and housing costs.
Now, Therefore, be it resolved that I, Tony Roswarski, Mayor of the City of Lafayette; and I, John Dennis, Mayor
of the City of West Lafayette; and I, Tracy Brown, President of the Tippecanoe County Commissioners, do
hereby proclaim November 11-18, 2023, as National Hunger and Homelessness Awareness Week. Be it further
resolved that we encourage all citizens to recognize that many people do not have housing or enough food and
need support from citizens, and private/public non-profit service entities.
IN WITNESS WHEREOF, we have here unto set our hand and caused the seal of our offices to be affixed this
14th day of November, Two Thousand Twenty-Three.
