BOARD OF PUBLIC WORKS AND SAFETY MINUTES January 9, 2024 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, January 9, 2024 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Amy Moulton, Eric Rody and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. Election of Board President Mrs. Moulton nominated Gary Henriott as Board President for 2024. Mr. Shriner seconded. Passed. MINUTES Mr. Rody moved for approval of the minutes from the December 19, 2023 regular meeting. Mr. Shriner seconded. Passed. BIDS UNDER ADVISEMENT Utility Emergency Repairs Program 2024 Mrs. Murray stated that this item will remain under advisement. NEW BUSINESS Purchasing Permission to Advertise-Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Permission to Advertise-Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt). The publications are set to run on January 19 & 26, 2024 with a bid opening date of February 6, 2024. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Permission to Participate (City of West Lafyette)- Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) Mr. Payne presented to the Board and recommended approval of a Permission to Participate with the City of West Lafayette for Sodium Hypochlorite and Sodium Bisulfite. Declaration of Surplus Property-Police Department Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department that includes: Item Dimensions 5 drawer metal file cabinet unknown make 58.5” x 28.5” x 15” 5 drawer metal file cabinet unknown make 64” x 28.5” x 15” Mr. Payne stated that the items will be listed on GovDeals.com. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Lafayette Renew Contract with Wessler Engineering for the Prairie Oaks Sanitary Sewer Rehabilitation Angela Andrews, Renew Assistant Superintendent, presented to the Board and recommended approval of a Contract with Wessler Engineering for the Prairie Oaks Sanitary Sewer Rehabilitation Project. The contract includes professional services for expedited design, quote, and construction services for an emergency rehabilitation project on the sewer downstream of the Prairie Oaks Lift Station’s force main discharge. The project will include lining approximately 1,000 LF of 30” sewer and 1,120 LF of 36” sewer to prevent further sewer failures. The contract is a not-to-exceed amount of $45,000.00. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Water Works Amendment #1 with Wessler Engineering for the City’s Water System Master Plan Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of Amendment #1 with Wessler Engineering for the City’ Water System Master Plan. The amendment adds scope for additional hydrogeological evaluation by Wessler and their hydrogeologist subconsultant, Eagon & Associates. This includes drilling an additional test well within the A. Ross Watershed property and coordination with the City’s well driller for the installation of the test production well, test pumping, and water quality. The amendment is in the amount of $233,600.00. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Contract with Wessler Engineering for the Design of New Groundwater Productions Wells at Canal and Glick Wellfields Mr. Moore presented to the Board and recommended approval of a Contract with Wessler Engineering for the Design of New Groundwater Productions Wells at Canal and Glick Wellfields. The purpose of the new wells is to Board of Public Works and Safety January 9, 2024 Page 4 provide redundancy when existing production wells need to be taken out of service for maintenance or repair. The contract is in the amount of $336,400.00 and includes providing professional services including test production well coordination, survey, design, permitting, and bidding assistance. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $13,185,644.18. Mrs. Murray asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. MISCELLANEOUS Banner Request-Civic Theatre Mrs. Murray presented to the Board and recommended approval of a Banner Request for the Civic Theatre to be hung on Columbia Street from April16-23, 2024. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed.
