BOARD OF PUBLIC WORKS AND SAFETY MINUTES January 23, 2024 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, January 23, 2024 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody and Ron Shriner. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the January 16, 2024 regular meeting. Mrs. Moulton seconded. Passed. NEW BUSINESS Lafayette Renew Permission to Advertise-Request for Proposal/Qualifications for Service Area 11B Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Permission to Advertise the Request for Proposal/Qualifications for Service Area 11B. The publications are set to run on January 26th and February 2nd, 2024 with the bid opening on February 20th, 2024. Mr. Talley stated that the project includes the construction of a new regional lift station, force mains, gravity sewers, and water mains to provide utility service to Service Area 11B. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Certificate of Substantial Completion-Miscellaneous Wastewater Treatment Plant Upgrades Project Mr. Talley presented to the Board and recommended approval of a Certificate of Substantial Completion for the Miscellaneous Wastewater Treatment Plant Upgrades Project. The work performed under this contract with Bowen Engineering has been reviewed and found to be substantially complete. The date of substantial completion was established on November 24, 2023. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Water Works Contract-Glick Wellfield Improvements Project Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Contract for the Glick Wellfield Improvements Project with Reynolds Construction in the amount of $4,270,000.00. The project includes electrical upgrades and chemical feed improvements to the City’s Glick Wellfield and Treatment Building. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety January 23, 2024 Page 2 Notice to Proceed-Glick Wellfield Improvements Project Mr. Moore presented to the Board and recommended approval of a Notice to Proceed for the Glick Wellfield Improvements Project. The project is set to start today. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. Task Order #13 with Wessler Engineering for Meter Pit Investigations Mr. Moore presented to the Board and recommended approval of Task Order #13 with Wessler Engineering for the Meter Pit Investigations where the water service line materials are unknown or suspected to be lead or galvanized steel. The City has determined that the number of unknowns is approximately 6,700. Wessler Engineering will be accompanied by a Water Works staff member to investigate as many meter pits as possible in 3 months of time. The results of the investigations will be incorporated into the City’s Preliminary Engineering Report for Lead Service Line Replacement. The fee associated with this agreement will be paid by a grant the City received from the Indiana Finance Authority for Type II Lead Service Line Inventory efforts. The task order is in the amount of $75,000.00. Discussion ensued. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Task Order #14 with Wessler Engineering for Completion of Water Loss Audit and Validation Mr. Moore presented to the Board and recommended approval of Task Order #14 with Wessler Engineering for Completion of Water Loss Audit and Validation for the City’s water system data for last year. As required by Indiana Code, August 1, 2024 is the deadline for Indiana drinking water utilities to submit their next validated water loss audit to the Indiana Finance Authority. The requirement applies to all Community Water Systems that supply water to their users via meters. The task order is in the amount of $4,000.00. Discussion ensued. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $887,366.72. Mrs. Murray asked a question on Page 11 regarding the Everything Parking invoice for Crossing Guard Services Weeks: 11/27/23-12/25/23. Mr. Diehl stated that is for those service dates indicated during the school year. Mr. Rody asked a follow-up question to Everything Parking, Inc vendor and the services they provide. Mr. Diehl confirmed that the City moved to a contractual agreement in 2023 for all crossing guards. President Henriott asked a question on Page 9 regarding the St. Vincent Health Wellness and Preventative Care invoice to Med Exams-Fire. Mr. Diehl stated that this is an annual exam for all Fire Department employees. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Banner Request-Boy Scouts of America President Henriott presented to the Board and recommended to the Board and recommended approval of a Banner Request to be hung on Columbia Street from March 5-19, 2024. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Mr. Rody thanked Mr. Moore and Mr. Talley for their time and input during a meeting with them regarding the daily operations of their departments.
