BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
March 19, 2024
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, March 19, 2024 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Eric Rody and
Amy Moulton.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the March 12, 2024 regular meeting. Mr. Shriner seconded.
Passed.
NEW BUSINESS
Lafayette Renew
Significant Industrial User Permit-Subaru of Indiana (SIA)
Josh Terry, Renew, presented to the Board and recommended approval of a Significant Industrial User Permit for
Subaru of Indiana (SIA). Mr. Terry stated SIA is permitted through the pretreatment program with a 4-year permit
renewal. Mr. Terry stated that there were slight changes in the limits for Chromium, Silver, and TTO as a result of
limit calculations and local limitations review. Mr. Terry answered questions from the Board. Mrs. Moulton
moved for approval. Mr. Rody seconded. Passed.
General Industrial User Permit-KAG Specialty Products Group, LLC (Formerly Transport Services)
Mr. Terry presented to the Board and recommended approval of a General Industrial User Permit for KAG
Specialty Products Group, LLC (Formerly Transport Services). Mr. Terry stated KAG is permitted through the
pretreatment program with a 4-year permit renewal. Mr. Terry stated that there were slight changes that include
minor changes for “Foam” was added to the list of Prohibited Substances on page 6; “Dilution Water”,
“Interference”, and “Passthrough” were added to the definitions section on page 14. Mr. Rody moved for
approval. Mr. Shriner seconded. Passed.
Economic Development
Historic Demolition Permit-1214 Cincinnati Street
John Collier, Economic Development, presented to the Board and recommended approval of a Historic
Demolition Permit for 1214 Cincinnati Street. Mr. Collier stated that the property is within the Old Jefferson
National Historic District. Mr. Collier stated that Dann Keiser, Lafayette Historic Preservation Officer,
determined that the loss of the house would advisedly affect the character of the national historic district and
recommended upholding the 60-day waiting period. Ms. Chosnek stated that this property went before the
Lafayette Hearing Authority in January 2024 with an order to be demolished because of significant safety

concerns. From a public safety aspect Ms. Chosnek recommended waiving the 60-day waiting period due to the
demolition order being put into place in January 2024. Discussion ensued. Mrs. Murray moved to waive the 60-
day waiting period. Mrs. Moulton seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented to the Board approval of Claims in the amount of $908,425.24. President
Henriott asked why there are so many Duke Energy bills. Mr. Diehl stated that Duke Energy changed their billing
format, and this is what it will look like going forward. President Henriott asked a question on Page 35 regarding
the Greeley and Hansen LLC invoice for the CSO Long Term Control Plan Phase II-D. Mr. Diehl stated that the
project is 6.5% complete at this time. Brad Talley, Renew Superintendent, stated that the deign work is set for
2024 and the construction work is set for 2025. Mr. Rody moved for approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-The Living Way of the Cross
Virginia del Real OCampo, Event Representative, presented to the Board and recommended approval of a Special
Event Request for The Living Way of the Cross to be held on March 28-29, 2024 from 5:00pm (6/28)-6:00pm
(3/29) located on North Street between 8th and 9th Streets. Mr. Shriner moved for approval. Mr. Rody seconded.
Passed.
Special Event Request-The Salvation Army Easter Candy Cruise
Marguerite Carless, Event Representative, presented to the Board and recommended approval of a Special Event
Request for The Salvation Army Easter Candy Cruise to be held on March 23, 2024 from 3:00pm-6:00pm located
on 13th Street between Union and Elizabeth Streets. Discussion ensued regarding the details of the event. Mrs.
Moulton moved for approval. Mrs. Murray seconded. Passed.
Special Event Request-Summer on the Square
Nolan Willhite, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Summer on the Square to be held on June 29, 2024 from 6:30am-3:00pm located on Main Street
between 4th and 5th Streets. Mr. Willhite stated that the Good Neighbor Letter that was submitted to the Board has
the wrong event date noted but ensured the Board that the corrected letter was handed out to the neighbors. Mr.
Shriner moved for approval. Mr. Rody seconded. Passed.
Special Event Request-A Merry Main Street Market
Mr. Willhite presented to the Board and recommended approval of a Special Event Request for A Merry Main
Street Market to be held on December 14, 2024 from 11:00am-7:00pm located on Main Street between 5th and 8th
Streets. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
Banner Request-Tippecanoe County CASA
President Henriott presented to the Board and recommended approval of a Banner Request for Tippecanoe
County CASA to be hung on Columbia Street from April 2-16, 2024. Mr. Rody moved for approval. Mrs.
Moulton seconded. Passed.

Taxicab Permits
Police Chief Scott Galloway presented to the Board and recommended approval of a Taxicab Permit for Christine
Young. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed.
