BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 26, 2024 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 26, 2024 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Amy Moulton. Absent: Eric Rody and Ron Shriner Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the March 19, 2024 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Board of Public Works and Safety to Offer Certain Real Estate for Sale to an Abutting Landowner (1st Street) This being the time set to open bids for the Board of Public Works and Safety to Offer Certain Real Estate for Sale to an Abutting Landowner (1st Street) and the following bids were received and opened: John Purdue Block Partners, LLC Indianapolis, Indiana Base Bid: $2,500.00 Mrs. Murray moved to take the bids under advisement for further review. NEW BUSINESS Engineering Permission to Advertise-2024 Tecumseh Addition CDBG Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the 2024 Tecumseh Addition CDBG Project. The publications are set to run on March 29 and April 5, 2024 with the bid opening on April 16, 2024. Mr. Grenard stated that the purpose of the project is to add 52 curb ramps throughout the neighborhood. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety March 26, 2024 Page 2 Economic Development Professional Services Agreement-Lafayette CoC Paperwork 2024 Adam Murphy, Economic Development, presented to the Board and recommended approval of a Professional Services Agreement for Lafayette CoC Paperwork 2024 with City Consultants and Research, LLC. The agreement is in the amount of $16,000.00 and includes administrative services for the City of Lafayette Permanent Supportive Housing contract with the Indiana Housing and Community Development (IHCDA) using funding already allocated for this grant. These services will help in meeting compliance standards for the grant and will not require any additional funds beyond what the city has already received from IHCDA. Mrs. Murray moved for approval. Lafayette Renew Significant Industrial User Permit-Tate and Lyle Solutions, LLC Josh Terry, Renew, presented to the Board and recommended approval of a Significant Industrial User Permit for Tate and Lyle Solutions, LLC that is permitted through the pretreatment program with a 4-year permit renewal. CLAIMS Jeremy Diehl, Controller, presented to the Board approval of Claims in the amount of $921,448.18. President Henriott asked a question on Page 1 regarding the St. Vincent Health Wellness and Preventative Care invoice for Indiana PERF Exams (5) and Repeat Testing. Mr. Diehl stated that this is for 1 individual for one element of the exam. President Henriott asked a question on Page 7 regarding the Lafayette Structural Steel LLC invoice for Field Measuring for Canceled Railing Project. Mr. Diehl stated that he would get back to the Board with an answer for that. President Henriott asked a question on Page 9 regarding the Chastin & Associates LLC invoice for 26th Street Guardrail Engineering & Surveying Services. Mr. Grenard stated that the guardrail is located at 26th Street that curves into State Street near Arconic that needs redesigned and replaced. Mrs. Moulton moved for approval. Mrs. Murray seconded. Special Event Request-Hunger Hike Josh Prokopy, Event Representative, presented to the Board and recommended approval of a Special Event Request for Hunger Hike to be held on September 22, 2024 from 6:30am-3:00pm located at Riehle Plaza and the John T. Spring Hydrant Flushing Schedule Steve Moore, Water Works Superintendent, announced to the Board that the Spring Fire Hydrant Flushing begins on March 31, 2024 for two weeks from 10:00pm-6:00am. Should any customer experience issues regarding this flushing please contact the Water Works Plant or the Utility Billing Office.
