MINUTES
April 16, 2024
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 16, 2024 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody
and Ron Shriner.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the April 9, 2024 regular meeting. Mrs. Murray seconded.
Passed.
BID OPENING
2024 Tecumseh Addition CDBG Project
This being the time set to open bids for the Board of Public Works and Safety for 2024 Tecumseh Addition
CDBG Project the following bids were received and opened:

Mr. Shriner moved to take the bids under advisement for further review. Mr. Rody seconded. Passed.

President Henriott stated that this item will remain under advisement.

President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Economic Development
Permission to Advertise-3rd and 4th Street Conversion-Concrete Scope
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to
Advertise for the 3rd & 4th Street Conversion Concrete Scope to be published on April 19 & 26, 2024 with a bid
opening on May 7, 2024. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Lafayette Housing Authority
Agreement between the Lafayette Housing Consortium and Snowy Owl Commons LP/Area IV Development 2023
Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between the
Lafayette Housing Consortium and Snowy Owl Commons LP/Area IV Development 2023. The project consists of
50 2-bedroom units in 11 one-story buildings, a community room, fitness center, pickle ball court, fenced dog park,
accessible raised patios, and an outdoor pavilion. The development is utilizing HOME Funds and will include 5 of
the 50 units under this agreement. The Lafayette Housing Consortium was awarded $400,000 of PY 2023 HOME
funds to assist with the project construction costs of the $13.6 million dollar project. The HOME assistance will be
connected to 5 units occupied by households with income at or below 30% of the area median income and forgiven
after a twenty-year compliance period has been satisfied. Mr. Shriner moved for approval. Mr. Rody seconded.
Passed.
Release of Mortgage-6913 Attica Street, Stockwell Indiana
Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 6913 Attica Street in
Stockwell, Indiana. Mrs. Oakley stated that this was a Habitat Home assisted project that has been sold and the
balance has been repaid. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
CLAIMS
Paula King, Controller’s Office, presented to the Board approval of Claims in the amount of $1,629,101.08.
President Henriott asked if there were any further questions and there were none. Mr. Rody moved for approval.
Mr. Shriner seconded. Passed.

MISCELLANEOUS
Special Event Request-Taste of Tippecanoe
Lizzy Lewis, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Taste of Tippecanoe to be held on June 15, 2024 from 6:00pm-12:00midnight located in
Downtown Lafayette. Discussion ensued regarding the details of the event. Mr. Rody moved for approval. Mrs.
Moulton seconded. Passed.
