BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 28, 2024 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 28, 2024 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Eric Rody and Amy Moulton Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the May 21, 2024 regular meeting. Mrs. Moulton seconded. Passed. BIDS UNDER ADVISEMENT 2024 Micro-Surface Project President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Recommendation for Award- Veterans Memorial Parkway Resurface and Shoulder Reconstruction US 52 to SR 38 Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for Veterans Memorial Parkway Resurface and Shoulder Reconstruction US 52 to SR 38 with Milestone Contractors. All necessary documents and information were submitted. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Contract-Veterans Memorial Parkway Resurface and Shoulder Reconstruction US 52 to SR 38 Mr. Grenard presented to the Board and recommended approval of a Contract for the Veterans Memorial Parkway Resurface and Shoulder Reconstruction US 52 to SR 38 with Milestone Contractors in the amount of $3,197,000.00. Mr. Grenard went over the details of the project. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Notice to Proceed- Veterans Memorial Parkway Resurface and Shoulder Reconstruction US 52 to SR 38 Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the Veterans Memorial Parkway Resurface and Shoulder Reconstruction US 52 to SR 38. The project is set to start today. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety May 28, 2024 Page 2 Utility Service Agreement-LH Industrial Supplies (Haggerty Lane) Mr. Grenard presented to the Board and recommended approval of a Utility Service Agreement for LH Industrial Supplies (Haggerty Lane). This is a new agreement for approximately 10-acre site in Service Area 6 located in the northeast corner of Haggerty Lane and County Road 500 East inside the city limits. Both sanitary and water service will be provided. The necessary fee payment has been submitted for the first phase. Mr. Grenard answered questions from the Board. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Subdivision Variance Request-John Purdue Block Subdivision Mr. Grenard presented to the Board and recommended approval of a Subdivision Variance Request for John Purdue Block Subdivision located on the west aide of N. 2nd Street between South Street and Columbia Street. The Area Plan Commission Staff have determined that the required half right-of-way width for this portion of N. 2nd Street is 40-feet. The existing half right-of-way is 30-feet. To move forward, the APC Staff is requiring a Subdivision Variance that grants relief from the requirement to dedicate 10-feet of additional right-of-way. Mr. Grenard answered questions from the Board. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Economic Development Historic Demolition Permit-520 S. 9th Street (Garage Only) John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 520 S. 9th Street Garage Only. Mr. Collier stated that Dann Keiser, Lafayette Historic Preservation Officer, stated that the loss of the garage would adversely affect the character of the historic district and recommended upholding the 60-day waiting period. Mr. Rody moved to uphold the 60-day waiting period. Mr. Shriner moved for approval. Passed. Lafayette Housing Authority Amendment #1-Agreement Between Lafayette Housing Consortium and YWCA of Greater Lafayette Program Year 2021 Fresh Start Program Tenant Based Rental Assistance Valerie Oakley, Project Manager, presented to the Board and recommended approval of Amendment #1-Agreement Between Lafayette Housing Consortium and YWCA of Greater Lafayette Program Year 2021 Fresh Start Program Tenant Based Rental Assistance funded through HOME Funds. This amendment extends the ending timeframe for the Program Year 2021 program to April 30, 2025. The final two leases under this program will expire at the end of January 2025 and the closeout paperwork will be compete by the end of April. This amendment also allows for budgeted program delivery costs to be used for rent assistance or utility costs as needed. Discussion ensued. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette Fresh Start Program Tenant Based Rental Assistance 2022 Mrs. Oakley presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette Fresh Start Program Tenant Based Rental Assistance 2022 funded through HOME Funds. This agreement is for the Program year 2022 award of $66,000.00 to serve up to 6 new participants but the funds are expected to actually serve 4-5. Four participants have already been identified for this program year and the funding is expected to be committed to leases in the newt few months. Mrs. Oakley stated Board of Public Works and Safety May 28, 2024 Page 3 that this is an ongoing program. Discussion ensued regarding the funding. Mrs. Murray moved for approval. Mr. Rody seconded. Passed. Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette Fresh Start Program Tenant Based Rental Assistance 2023 Mrs. Oakley presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette Fresh Start Program Tenant Based Rental Assistance 2023 funded through HOME Funds. This agreement is for Program Year 2023 award of $66,000.00 to serve up to 6 new participants. A potential participant for this program year has been identify is expected to be ready for funding in the next few months. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Water Works Task Order #13-Wessler Engineering for Meter Pit Investigations Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of Task Order #13 with Wessler Engineering for Meter Pit Investigations. Mr. Moore stated that this is Amendment #1/Task Order #13 is to add additional funds for continuing meter pit investigations where the water service line materials are unknown or suspected to be lead or galvanized steel. This amendment/task order will add $75,00.00 to the original contract. Mr. Moore stated that this is being paid by a grant the City received from the Indiana Finance Authority for Type III Lead Service Line Inventory efforts. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $1,322,196.73. President Henriott asked if there were any further questions and there were none. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-St. Lawrence Church Eucharistic Procession President Henriott presented to the Board and recommended approval of a Special Event Request for the St. Lawrence Church Eucharistic Procession to be held on June 12, 2024 from 12:15pm-1:00pm on the streets surrounding St. Lawrence Church and School. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-Drug Free Coalition Overdose Awareness Amanda Ferguson, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Drug Free Coalition Overdose Awareness to be held on August 25, 2024 from 11:00am-3:00pm at Riehle Plaza Bridge. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
