BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 12, 2024 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 12, 2024 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Amy Moulton. Absent: Eric Rody Jacque Chosnek, City Attorney, was present at the meeting. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the November 5, 2024 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Lead Service Line Replacements, Phase 1 This being the time set to open bids for the Board of Public Works and Safety for the Lead Service Line Replacements, Phase 1 the following bids were received and opened: Five Star Energy Services, LLC Waukesha, Wisconsin Base Bid: $6,493,150.00 National Industrial Maintenance, Inc. East Chicago, Indiana Base Bid: $7,571,450.00 Inliner Solutions/Murphy Pipeline Contractors Jacksonville, Florida Base Bid: $7,494,000.00 NPL Construction Co. Detroit, Michigan Base Bid: Not Determined-Total Not Completed Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed. Structure Demolition at 11 N. 13th Street This being the time set to open bids for the Board of Public Works and Safety for the Structure Demolition at 11 N. 13th Street the following bids were received and opened: Sky Impact Construction, LLC Jones, Oklahoma Base Bid: $140,000.00 Covered Construction Concepts, LLC Indianapolis, Indiana Base Bid: $206,000.00 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed. BIDS UNDER ADVISEMENT 2025 Landscape Maintenance President Henriott stated that this item will remain under advisement. NEW BUSINESS Water Works Bill of Sale-Duke Energy Indiana Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Bill of Sale for Duke Energy Indiana. Mr. Moore stated that this is for the sale of electrical distribution facilities that includes 2 utility poles and approximately 5,800 feet of medium voltage electrical cable located between the Glick Water Treatment Building and the Glick Wellfield. The purpose of this project is to provide backup power to the Board of Public Works and Safety November 12, 2024 Page 3 wellfield and treatment building to provide a reliable supply of water to the City’s customers even in the event of a power outage. The bill of sale is in the amount of $48,500.00. Discussion ensued regarding the details of the project. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $1,882,350.12. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Ms. Chosnek stated that the Board will take a brief recess before the Public Hearing and the meeting reconvenes. Time: 9:15 a.m. Public Hearing-Preliminary Engineering Report for Assistance from the Drinking Water State Revolving Fund Loan Program Ms. Chosnek stated that now is the time set for the Public Hearing on the Preliminary Engineering Report for Assistance from the Drinking Water State Revolving Fund Loan Program. Ms. Chosnek stated that there was no public comment.
