BOARD OF PUBLIC WORKS AND SAFETY MINUTES April 22, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, April 22, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Eric Rody and Amy Moulton. Absent: Ron Shriner President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the April 15, 2025 regular meeting. Mrs. Murray seconded. Passed. Mr. Rody abstained. NEW BUSINESS Lafayette Housing Authority Release of Mortgage-1019 & 1019 ½ Hartford Street, Lafayette Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage for 1019 & 1019 ½ Harford Street, Lafayette. Mrs. Oakley stated that this is an old LHNS HOME Start loan that had a small balance on it. This will clear the title. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. Release of Covenant for Deed Restrictions-1019 & 1019 ½ Hartford Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1019 & 1019 ½ Hartford Street, Lafayette. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. Release of Mortgage-1506 N. 29th Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 1506 N. 29th Street, Lafayette. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Release of Covenant for Deed Restrictions-1506 N. 29th Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1506 N. 29th Street, Lafayette. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Release of Mortgage-1317 Wabash Avenue, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 1317 Wabash Avenue, Lafayette. Mrs. Oakley stated that this has satisfied the period of affordability. Mrs. Murray moved for approval. Mr. Rody seconded. Passed. Board of Public Works and Safety April 22, 2025 Page 2 Parks Department Amendment #2-Contract for AFH Design, LLC for Columbian Park Zoo Exhibits Jon Miner, Parks Department, presented to the Board and recommended approval of Amendment #2 for the Contract with AFH Design, LLC for Columbian Park Zoo Exhibits. Mr. Miner stated that the amendment is an increase in the amount of $105,000.00 which brings the revised contract amount to $547,606.25. The amendment includes structural design and engineering responsibilities to both the primate area exhibits and bald eagle exhibits where these animals will be on public display, written specifications related to the exhibit materials, and verification of exhibit contractor’s compliance to specifications. Mr. Miner went over the details of the project. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Purchasing Declaration of Surplus Property-Police Department Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus Property-Information Technology that includes: City ID Vehicle Description VIN Number 2011 Blue Ford Fusion 3FAHP0HA3BR109282 11-183 2011 Blue Chevrolet Malibu 1G1ZB5E18BF376065 11-203 2013 Black Dodge Charger C3CDXAG8DH713014 13-226 2016 Black Dodge Charger 2C3CDXAG8GH130026 16-13 2016 Black Dodge Charger 2C3CDXAGXGH130027 16-14 Mr. Payne stated that these items will be traded in on an upcoming purchase. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $4,835,148.23. Mr. Rody asked a question on Page 4 regarding the Cinergy Corp invoice for 1020 Canal Road. Mr. Diehl stated the large amount of the invoice is due to well pumping. Mr. Rody asked a question on Page 45 regarding the Kyle McKinsey invoice for Parcel S21 Service Area 11B. Mr. Diehl stated that this is for land acquisition for Service Area 11B. Mrs. Murray moved for approval. Mr. Rody seconded. Passed. MISCELLANEOUS Banner Request-Joyful Journey (7/29-8/12) President Henriott presented to the Board and recommended approval of a Banner Request for Joyful Journey to be hung on Columbia Street from July 29- August 12, 2025. Mrs. Moulton moved for approval. Mrs. Murray seconded. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Banner Request- The Long Center President Henriott presented to the Board and recommended approval of a Banner Request for the Long Center to be hung on Columbia Street from May 20-June 3 2025. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Proclamation-117th Birthday of the United States Army Reserve Mayor Roswarski read the following proclamation: WHEREAS, On April 23rd, the Army Reserve will celebrate 117 years of service of our Warrior Citizens who stand ready to answer the call to serve, while defending America’s freedoms and liberties; and WHEREAS, the Army Reserve’s purpose is to deliver combat ready Soldiers and formations at times of need when the Army and the Nation calls us to arms; and WHEREAS, the Army Reserve is a key element in the United States Army’s multi-component force, training with active and National Guard units to ensure all three components work as a fully-integrated team; and WHEREAS, since its inception, Army Reserve Soldiers have shown Strength in Reserve by serving the country while also contributing to their communities and civilian careers, embodying the strength and resilience of our Nation; and WHEREAS, during times of crisis, the Army Reserve has proven essential in adapting to Indiana’s evolving needs, mobilizing quickly to support military and civilian agencies during multiple emergencies; and WHEREAS, Lafayette, Indiana has a proud tradition of honoring those who served and continue to serve, ensuring the security and freedom of our great Nation and standing shoulder-to-shoulder, protecting the liberties and ideals of the United States of America. NOW, THEREFORE, I, MAYOR TONY ROSWARSKI, do hereby proclaim April 23rd, 2025 as the BIRTHDAY OF THE U.S. ARMY RESERVE in Lafayette, Indiana and commend its observance to all citizens. Climate Action Plan Annual Report 2024 Haylee Griffey, Economic Development, gave the Board a brief presentation on the Climate Action Plan Annual Report for 2024 prepared by the Joint Leadership Committee. Ms. Griffey updated the Board on topics such as implementation, energy use, agriculture, forestry, water, solid waste and the future of the Climate Action Plan and the goals. Ms. Griffey answered questions from the Board.
