BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 27, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 27, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Ron Shriner and Eric Rody. Kara Boyles, Staff Attorney, was present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the May 20, 2025 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-2025 Greenbush Street CDBG Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the 2025 Greenbush Street CDBG Project to be published on May 30 and June 6, 2025 with the bid opening on June 17, 2025. Mr. Grenard went over the details of the project. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Change Order #2-2025 Miller Addition CDBG Project Mr. Grenard presented to the Board and recommended approval of Change Order #2 for the 2025 Miller Addition CDBG Project with Dixon Construction. The change order is an increase in the amount of $14,756.00 which brings the revised contract amount to $185,942.00. The change order includes the removal and replacement of sidewalk, curb and alley/drive approaches for ADA handicap safe areas. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Legal Counsel Resolution 08-2025 A Resolution of the Lafayette Board of Works and Public Safety Accepting Offer to Purchase Real Estate-Boxit, LLC Mrs. Boyles presented to the Board and recommended approval of Resolution 08-2025 A Resolution of the Lafayette Board of Works and Public Safety Accepting Offer to Purchase Real Estate-Boxit, LLC. The amount of the offer is $2,500.00. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety May 27, 2025 Page 2 Water Works Permission to Advertise-Roof Replacement for Columbian Park Booster Station, Chemical Feed Building and Shipping & Receiving Building Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Permission to Advertise for the Roof Replacement for Columbian Park Booster Station, Chemical Feed Building and Shipping & Receiving Building to be published on May 30 and June 6, 2025 with the bid opening on June 17, 2025. Mr. Moore went over the details of the project. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $7,899,295.91. President Henriott asked a question on Page 11 regarding the Indiana University invoice for 2025 Resilience Cohort Membership Fee. Halee Griffey, Economic Development, stated this invoice is for the membership fee for the participation this summer with the focus of heat pumps for non-profits. President Henriott asked a question on Page 12 regarding the Rieth-Riley Construction invoice for Manhole Adjustment Lump Sum. Mr. Grenard stated that the Engineering Office will be keeping a list as complaints/requests are received that will turn into another project. President Henriott asked a question on Page 14 regarding the Element Materials Technology Fort Wayne LLC invoice for Industrial Land App and WET Test Sampling. Brad Talley, Renew Superintendent, stated that this invoice is for WET (Waste Effluent Toxicity) sewer samples looking for toxins. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Ankit Foundation’s Tribute and Concert for Mental Health Awareness Pushpa Toppo, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Ankit Foundation’s Tribute and Concert for Mental Health Awareness to be held on July 26, 2025 from 7:00pm-10:00pm on Riehle Plaza and in the Big 4 Depot Community Room. Ms. Toppo went over the details of the purpose of the event. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Stars and Stripes Fireworks and Concert Mrs. Murray, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Stars and Stripes Fireworks and Concert to be held on July 4, 2025 from 8am-12:00midnight located in the streets of Downtown Lafayette, Riehle Plaza, John T. Myers Bridge and the Big 4 Depot Community Room. Mrs. Murray noted that the updated certificate of insurance will be provided after July 1, 2025. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-East Downtown Blockbuster Patrick Jarboe, Event Representative, presented to the Board and recommended approval of a Special Event Request for the East Downtown Blockbuster to be held on June 7, 2025 from 10:00am-11:00pm on Main Street between 10th Street and 11th Street. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety May 27, 2025 Page 3 Special Event Request-Summer on the Square Indie Summer Festival Nolan Willhite, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Summer on the Square Indie Summer Festival to be held on June 28, 2025 from 9:00am-2:00pm on the streets surrounding the Courthouse that include Main Street, 3rd Street and 4th Street. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Special Event Request-America/Indiana 250 Celebration and Historical Marker Dedication Diana Vice, Event Representative, presented to the Board and recommended approval of a Special Event Request for the America/Indiana 250 Celebration and Historical Marker Dedication to be held on June 14, 2025 from 1:00pm-3:00pm located on Ellsworth Street between Wabash Avenue and 1st Street. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
