MINUTES
October 21, 2025
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 21, 2025 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, and Ron
Shriner. Absent: Eric Rody
Jacque Chosnek, City Attorney, was present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the October 14, 2025 regular meeting. Mrs. Murray
seconded. Passed.
NEW BUSINESS
Economic Development
Historic Demolition Permit-9 N. 10th Street
Michael Sinnet, Economic Development, presented to the Board and recommended approval of a Historic
Demolition Permit for 9 N. 10th Street. Mr. Sinnet stated that Dann Keiser, Historic Preservation Officer,
determined that the loss of the structure would be a loss of a historic resource in the city and recommended
upholding the 60-day waiting period. Mr. Sinnet stated that this property has sustained fire damage and swatters
living in the structure therefore it is unsafe and hazardous. Mr. Sinnet stated that given the condition of the
property he recommended waiving the 60-day waiting period. Mr. Shriner moved to waive the 60-day waiting
period. Mrs. Moulton seconded. Passed.
Engineering
Contract-2025 Greenbush Street Concrete Project, Phase 2
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Contract for the
2025 Greenbush Street Concrete Project, Phase 2 with Dixon Construction. The contract with Dixon Construction
is in the amount of $141,741.00. Mr. Grenard stated that they reviewed the bids and found the lowest responsive
bidder to be Dixon Construction. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
Notice to Proceed-2025 Greenbush Street Concrete Project, Phase 2
Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the 2025 Greenbush
Street Concrete Project, Phase 2. Mr. Grenard stated that the project can start effective immediately. Mr. Shriner
moved for approval. Mrs. Moulton seconded. Passed.

Contract-2025 Road Crack Sealing Project
Mr. Grenard presented to the Board and recommended approval of a Contract for 2025 Road Crack Sealing with
Pavement Solutions, Inc. The contract with Pavement Solutions is in the amount of $228,034.25. Mr. Grenard
stated that this project will be weather and schedule dependent in late 2025 /early 2026. Mr. Grenard went over
the details of the project. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Legal Counsel
Resolution 10-2025 Accepting the Assignment of Tax Sale Certificate from Tippecanoe County
Ms. Chosnek presented to the Board and recommended approval of Resolution 10-2025 Accepting the
Assignment of Tax Sale Certificate from Tippecanoe County. Ms. Chosnek stated that there were a couple of
properties that did not sell at the most recent tax sale. Those properties include 40 Chestnut Street and 1913 Salem
Street. Ms. Chosnek stated that the city will take control of the properties in 6-12 months. Discussion ensued
regarding the timeframe process. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
Purchasing
Resolution 11-2025 Accepting the Transfer of Vehicle from Tippecanoe County to City of Lafayette
Dave Payne, Purchasing Director, presented to the Board and recommended approval of Resolution 11-2025
Accepting the Transfer of Vehicle from Tippecanoe County to City of Lafayette. Mr. Payne stated that the
resolution is to accept the transfer of ownership of a 2005 Dodge Caravan from Tippecanoe County. Mr. Payne
stated that the Tippecanoe County Commissioners passed a similar resolution to transfer the vehicle to the City of
Lafayette. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
Declaration of Surplus Property-Police Department
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Police
Department that includes a 2005 Dodge Caravan VIN# 1D4GP24R15B161535. Mr. Payne stated that this vehicle
will be traded in on an upcoming vehicle. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed.
Declaration of Surplus Property-Parking Operations
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for Parking
Operations that includes a 2011 John Deere Gator Model# 8251 XUV VIN #1M0825GSHBM041686 and a 2011
Boss Snowplow Model# Power-V XT VIN# BC069253. Mr. Payne stated that these items will be traded in on
upcoming replacement items. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Water Works
Change Order #1-Lead Service Line Replacement Project
Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of Changer Order
#1 for the Lead Service Line Replacement Project with Atlas Excavating. Mrs. Moore stated that the change order
extends the contract time 153 days to April 3, 2026. The time extension is warranted due to delays in material
availability at the beginning of the project. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.

CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $4,569,276.43. Mrs. Murray
asked a question on Page 28 regarding the Truck Country of Indiana invoice for Program Module 31157 and
Diagnose Codes 2589. Mr. Diehl stated that he was uncertain and will get back to the Board with an answer. Mrs.
Murray moved for approval. Mr. Shriner seconded. Passed.
