BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 18, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 18, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Amy Moulton, Eric Rody and Ron Shriner. Absent: Gary Henriott and Cindy Murray Kara Boyles, Staff Attorney, was present. Mr. Shriner called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the November 4, 2025 regular meeting. Mr. Rody seconded. Passed. NEW BUSINESS Engineering Amendment #1-9th Street Drainage and Sidewalk Improvements Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Amendment #1 for the 9th Street Drainage and Sidewalk Improvements Project with VS Engineering. The amendment is an increase in the amount of $29,000.00 which brings the revised contract amount to $653,075.00. The amendment includes conducting geotechnical engineering and analysis within the project area for the purpose of determining if the soils within the project area will allow stormwater infiltration to be viable and establishing the thickness and cross-section of the existing pavement. Mr. Grenard went over the details of the project. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Permission to Advertise-City of Lafayette Utility Emergency Repairs for 2026 Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise for the City of Lafayette Utility Emergency Repairs Program for 2026. Mr. Grenard went of the details of the project. The publications are set to run on November 21 & 28, 2025 with the bid opening on December 9, 2025. Mr. Rody moved for approval. Mrs. Moulton seconded. Permission to Advertise-Lafayette Steele Site Road Construction and Intersection Improvement Project Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise for the Lafayette Steele Site Road Construction and Intersection Improvements Project. Mr. Grenard answered questions from the Board. The publications are set to run on November 21 & 28, 2025 with the bid opening on December 16, 2025. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Board of Public Works and Safety November 18, 2025 Page 2 Lafayette Housing Authority Agreement between the City of Lafayette and Food Finders Food Bank Program Year 2025 Michelle Reynolds, Director, presented to the Board and recommended approval of an Agreement between the City of Lafayette and Food Finders Food Bank Program Year 2025. Mrs. Reynolds stated that this initiative aims to provide nutritious food for low-income families and individuals. The allocated funding for this project is in the amount of $7,000.00. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc. DBA Tippecanoe Senior Services for Meals on Wheels Program Year 2025 Mrs. Reynolds presented to the Board and recommended approval of an Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc. DBA Tippecanoe Senior Services for Meals on Wheels Program Year 2025. Mrs. Reynolds stated that this initiative provides hot, nutritious meals to seniors, people with disabilities, and other homebound individuals at a subsidized rate. The allocated funding for this project is in the amount of $17,500.00. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc. DBA Tippecanoe Senior Services for the Senior Home Assistance Repair Program Year 2025 Mrs. Reynolds presented to the Board and recommended approval of an Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc. DBA Tippecanoe Senior Services for the Senior Home Assistance Repair Program Year 2025. Mrs. Reynolds stated that this program provides housing rehabilitation and repair services to very-low, low, and moderate-income seniors and persons with disabilities who remain in their owner- occupied homes. The allocated funding for this project is in the amount of $60,000.00. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Lafayette Renew Permission to Advertise-2025 Sewer Rehabilitation Project Angela Andrews, Renew, presented to the Board and recommended approval of a Permission to Advertise the 2025 Sewer Rehabilitation Project. The publications are set to run on November 21 & December 5, 2025 with the bid opening on January 6, 2026. Mrs. Andrews went over the details of the project. Mr. Rody moved for approval. Legal Counsel 2025 City of Lafayette Opioid Settlement Grant Awards Mayor Roswarski thanked the Legal Department for their work on putting the program together, requests for proposals, and extensive paperwork. Mayor Roswarski also thanked Cindy Murray, Jacque Chosnek, Adam Murphy and Amanda Ferguson for their role in the selection process. Mayor Roswarski went of the details of the program. The City received 18 applications requesting a total of $1,360,061.00 in funding. After careful review by the grant committee, 11 organizations are recommended for funding totaling $500,000.00. Awards were prioritized for programs that demonstrate measurable community impact, collaboration, and clear alignment with opioid abatement uses. Board of Public Works and Safety November 18, 2025 Page 3 Opioid Settlement Grant Award-Paul’s Plans Ministries Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Paul’s Plans Ministries. This award is in the amount of $64,782.00 and the purpose is for a van purchase and billing staff to expand recovery transportation and outreach. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Opioid Settlement Grant Award-Transformed Birth Services Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Transformed Birth Services. This award is in the amount of $14,000.00 and the purpose is for community doula support for individuals on recovery or affected by substance use. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Opioid Settlement Grant Award-Grace Recovery Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Grace Recovery. This award is in the amount of $9,000.00 and the purpose is for teen and young adult recovery support groups. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Opioid Settlement Grant Award-Outreach Advocacy Center Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Outreach Advocacy Center. This award is in the amount of $95,000.00 and the purpose is to hire a nurse practitioner providing 4 hours per week of services at NAMI’s Living Room. Mrs. Moulton moved for approval. Opioid Settlement Grant Award-Mount Hope Lifeline Connection Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Mount Hope Lifeline Connection. This award is in the amount of $30,000.00 and the purpose is for renovation of women’s recovery residence. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Opioid Settlement Grant Award-Food Finders Food Bank Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Food Finders Food Bank. This award is in the amount of $3,624.00 and the purpose is for ‘Warm Hand-Off” emergency food boxes. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Opioid Settlement Grant Award-Lafayette School Corporation Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Lafayette School Corporation. This award is in the amount of $158,550.00 and the purpose is for mental health coordinator, teen/parent cafes, and remedy live programming. Mr. Rody moved for approval. Mrs. Moulton seconded. This award is in the amount of $21,250.00 and the purpose is for ADA renovation of restrooms and showers. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Opioid Settlement Grant Award-Willowstone Family Services Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Willowstone Family Services. This award is in the amount of $15,849.00 and the purpose is for counseling services for individuals in recovery. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Opioid Settlement Grant Award-Mental Health America Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Mental Health America. This award is in the amount of $45,880.00 and the purpose is for mobile peer support and navigator position. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Opioid Settlement Grant Award-United Way of Greater Lafayette Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for United Way of Greater Lafayette. This award is in the amount of $12,065.00 and the purpose is for a Youth Summit focused on prevention and resilience. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Opioid Settlement Grant Award-Lafayette Transitional Housing Center Mrs. Boyles presented to the Board and recommended approval of the Opioid Settlement Grant Award for Lafayette Transitional Housing Center. This award is in the amount of $30,000.00 and the purpose is for the housing mitigation fund. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Parks Department Amendment #1-Columbian Park Zoo Primate Complex Project Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Amendment #1 for the Columbian Park Zoo Primate Complex Project with Kettelhut Construction. This amendment establishes the Guaranteed Maximum price of this project as $7,227,692.00 and includes the construction of a new primate multi-species exhibit area that will feature four outdoor naturalistic habitats, a primate management building, a meandering pathway, small playground, educational interactives, hardscapes, and landscaping. Mrs. Laufman stated that the project is set to start this December 2025 and is slated to be completed in January 2027. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Purchasing Declaration of Surplus Property-Fleet Maintenance Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus Property for Fleet Maintenance that includes a 2008 GMC Sierra 2500 4X4 Pickup Truck; City ID#FD96 Board of Public Works and Safety November 18, 2025 Page 5 VIN#1GTHK24K88E217119. Mr. Payne stated that this vehicle has major rust damage and is unsafe to drive and will be scrapped. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jenna Karle, Deputy Controller, presented for Board approval of Claims in the amount of $4,559,027.49. Mr. Shriner asked if there were any further questions and there were none. Time: 9:18 a.m. Animal Control Appeal Hearing-Julieanne Dowell BOARD OF PUBLIC WORKS AND SAFETY ANIMAL APPEAL MINUTES November 18, 2025 Appeal Hearing: The Board of Public Works and Safety met on Tuesday, November 18, 2025 at 9:25 a.m. in the Common Council Chambers. Members present were: Ron Shriner, Amy Moulton and Eric Rody. Absent: Gary Henriott and Cindy Murray Kara Boyles, Staff Attorney, was also present. Mr. Shriner called the meeting to order. Animal Control Appeal Hearing-Julieanne Dowell Mrs. Boyles stated that this an appeal for “Blackie” (12-13 yrs old) owned by Julieanne Dowell. Animal Control Officer (ACO) Aaron Gravely confirmed that he responded to a call from the Lafayette Police Department regarding a dog that was seen at a residence at 2704 Longlois Drive and was suspected of being a victim of animal neglect. ACO Gravely stated that LPD was at the residence for a broke down vehicle in the driveway along with a check-wellbeing for the owners. There was overgrown grass, and mail was overflowing out of the mailbox. While LPD was there they saw a small black dog that looked like he was deceased but upon further inspection the dog was in fact alive but was severely matted and in bad condition. The LPD officer then called the ACO’s to the residence. ACO Gravely stated that when he arrived, he could not tell what the breed was due to the matting and did a quick check of the living area, if it is clean, food, water, shelter, and the condition of animal itself. ACO Gravely noted that there was not much grass in the backyard, concerned that the yard was overly saturated with pet waste, food and water bowls were empty, and the cage was covered and clean. ACO Gravely stated that he seized the dog at that time. ACO Gravely stated that he made contact with Ms. Dowell a few hours later and she told ACO Gravely that the dog is her daughter’s dog at one time, Ms. Dowell has a full- time job, tends to the needs of her 86 year old father that lives at the Veteran’s Home and ill also. ACO Gravely said that Ms. Dowell stated that her daughter has mental health issues and is an unable to care for her dog and she also didn’t know when she would be able to get the dog to the groomer any time soon. ACO Gravely stated that he took the dog to the Human Society for Greater Lafayette and was told that Blackie weighed 10.9 pounds but after they fully shaved off the matted fur, he weighed 2 pounds less. The dog tested positive for heartworms, bad flea infestation, and irritated skin. ACO Gravely stated that he has serious concerns due to no consistent Board of Public Works and Safety November 18, 2025 Page 6 grooming/brushing and that the dog is the last thing the family worries about, if at all. ACO Gravely agreed that the dogs’ condition would have been preventable if given basic or routine care. ACO Gravely stated that seizing the dog was due to the matting, outdoor conditions, and no food or water. ACO Gravely recommended that the dog not be returned to the owner due to lack of proper care and simple grooming. There is concern that there would be little to no follow-through from the owner if returned. Discussion ensued. Ms. Dowell, 2704 Longlois Drive, stated that she is the legal owner of Blackie. Mrs. Boyles asked Ms. Dowell if she was aware that on November 4, 2025, that there was an incident or concern raised regarding the dog’s condition. Ms. Dowell confirmed that she was aware of the incident but was unaware of the dog having serve matting, heartworm infection, flea infestation, and overdue on vaccinations. Ms. Dowell stated that the dog had not been to the veterinarian in two years. Ms. Dowell stated that veterinarian care and grooming were not taken care of sooner due to her full-time job, a 20-year-old daughter with mental health issues that need driven to work and also cares for 86-year-old father that lives at the Indiana Veterans Home. Ms. Dowell agrees that the dog has been left without the necessary level of care or attention required by law but mentions that she feeds him three times a day. Ms. Dowell stated that she is very glad that Blackie has gotten the care that he needs and deserves and is sorry that she was unable to provide that and has slipped through. Ms. Dowell stated that she has had the dog for roughly 10 years and he has looked like he is in his current condition for the past year. Ms. Dowell would normally take him to the groomer on the south side of Lafayette. Mr. Shriner stated that the city has ordinances and laws to protect animals that cannot take care of themselves. These ordinances help maintain a level of decency regarding how the animals are treated and have some respect for life. Mr. Shriner stated that there is no indication that Ms. Dowell has behaved with decency towards this small animal. Mr. Shriner brought up the fact that Ms. Dowell was at one point considering not filing the appeal and just leaving the dog at the shelter. Mrs. Moulton moved to deny the appeal. Mr. Rody seconded.
