MINUTES OF THE LAFAYETTE COMMON COUNCIL January 5, 2015 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday January 1, 2015 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Pro-tem Ahlersmeyer called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Weast-Williamson, Downing and Ahlersmeyer. City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present. President Pro-tem Ahlersmeyer welcomed Councilwoman Nargi to the meeting. The City Clerk stated that there was a quorum present. Councilman Downing moved to nominate Councilwoman Ahlersmeyer as President of the Common Council for the year 2015, Councilwoman Weast-Williamson seconded. Councilman Campbell closed the nominations, Councilman Brown seconded. The motion passed by unanimous voice vote. Thereafter, Councilwoman Ahlersmeyer presided over the meeting. Councilman Downing moved to nominate Councilman Campbell as President Pro-Tem for the year 2015, Councilwoman Weast-Williamson seconded. The motion passed by unanimous voice vote. Councilman Campbell moved to approve the minutes of the December 1, 2014 Council Meeting, Councilman Brown seconded. There were no additions or corrections. The minutes were approved and passed by unanimous voice vote. There are no Claims, Petitions or Communications The Clerk stated the following reports are available in the City Clerk’s Office: Clerk’s Office-November Fleet Maintenance Department Monthly-November Water Works Department Monthly-November Water Pollution Control Department Monthly-November Ordinances for Second Reading: President Ahlersmeyer asked to have Ordinance 2014-34amended removed from the table, Councilman Campbell moved to remove, Councilman Downing seconded. The motion passed by unanimous voice vote. The Clerk read Ordinance 2014-34amended (An Ordinance Amending the Lafayette Municipal Code Pertaining to Sewer Service and Wastewater Control in the City of Lafayette by Amending 6.01 by Adding a Definition and Amending 6.03.040 (24) by Adding Total Phosphorus) by title only on second and final reading. Councilman Campbell moved for passage, Councilman Klinker seconded. Brad Talley, Water Pollution Controller Superintendent stated they had received preliminary approval for the EPA and requested final approval from Council. Ordinance 2014-34amended passed 8-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2015-01 (An Ordinance Amending Section 7.06.340-Vehicle Immobilization to Include Amount of Service Charge for Wheel Lock Removal) by title only on first reading. Councilman Klinker moved for passage, Councilman Heide seconded. Jacque Chosnek, Deputy City Attorney spoke regarding the ordinance and the fee which will be $25.00 (twenty-five dollars) for each occurrence. Ordinance 2015-01 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2015-02 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from NB to GB-1165 S. Creasy Lane, Dan Bell, Petitioner) by title only on first and final reading. Councilman Reynolds moved for passage, Councilwoman Weast- Williamson seconded. Ordinance 2015-02 passed 8-0 on a roll call vote on first and final reading. Resolutions: The Clerk read Resolution 2015-01 (A Resolution Approving the Detail of the 2015 Water and Wastewater Department Budgets) by title only on first and final reading. Councilman Campbell moved for passage, Councilman Brown seconded. Mike Jones, Controller spoke regarding the Resolution. Resolution 2015-01 passed 8-0 on a roll call vote on first and final reading. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor. Miscellaneous or New Business: President Ahlersmeyer moved to appoint Don Teder and John Thieme to the Redevelopment Commission for a term of 1 year, The motion passed by unanimous voice vote. President Ahlersmeyer moved to appoint Ben Murray to the GLPTC Board for a term of 4 years, The motion passed by unanimous voice vote. Reports by Council: President Ahlersmeyer requested all Council members review their committee assignments which will remain the same with the exception of Mr. Campbell moving to chairman of the Ordinance Committee. Public Comment: Bill Miller, 2143 SR 25 N, requested council support to stop the Stone Quarry in the Americus area. Antwioun Butler, 2756 Chilton Dr. requested council support to change the definition of a person to all human beings from conception to death. Jeramiah Dole, 835 Main Street, invited everyone to an election kickoff meeting for 2015 which will be held at the West Lafayette Public Library on January 29th from 6-8PM. Councilman Campbell moved to adjourn, Councilwoman Weast-Williamson seconded.
