MINUTES OF THE LAFAYETTE COMMON COUNCIL December 4, 2017 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on December 4, 2017 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President-Nargi called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Reynolds, Campbell, Brown, Weast-Williamson, Brown and Nargi Absent: Ahlersmeyer City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Campbell moved approve the minutes from the November 6, 2017 regular meeting, Councilman Reynolds seconded. Motion passed by unanimous voice vote Claims, Petitions or Communications: None The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-October Lafayette Renew Department Monthly- October Water Works Department Monthly- October Police Department- October Ordinances for Second Reading: The Clerk read Ordinance 2017-45 (An Ordinance Amending Section 4.06.040 of The Lafayette Municipal Code Farmer’s Market Time of Use) by title only on second reading. Councilman Klinker moved for passage, Councilman Heide seconded. Ordinance 2017-45 passed 7-0 on second and final reading. Ordinances for First Reading The Clerk read Ordinance 2017-47 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from, I3 to GB-2450 Sagamore Parkway, Lafayette-CB2, LLC-Petitioner) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Weast-Williamson seconded. Councilman Campbell moved to remove this Ordinance from the table Councilman Reynolds seconded. Charles Hockema, representing CB2, LLC spoke regarding the ordinance. Ordinance 2017-47 passed 7-0 on first and final reading. Resolutions The Clerk read Resolution 2017-25 (A Resolution of the Common Council of the City of Lafayette, Indiana, Authorizing the Participation of Said City in the Motor Fuel Budgeting Program Of the Indiana Bond Bank for the 2018 Budget Year, The Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related Matters) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Weast-Williamson seconded. Mike Jones, Controller spoke regarding the Resolution. Resolution 2017-25 passed 7-0 on first and final reading. The Clerk read Resolution 2017-26 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-Rea Magnet Wire Company, Inc.) by title only on first and final reading. Councilman Heide moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke in support of the Resolution. Roger Marshall, Plant Manager updated on Council on plans for new equipment. Resolution 2017-26 passed 7-0 on first and final reading. Councilman Campbell moved to set a public hearing on January 8, 2018 at 6:31 pm for Resolution 2017- 26, Councilman Reynolds seconded. Motion passed by unanimous voice vote. No Reports of Standing Committees There were no Reports of Special Committees. Report by the Mayor: Mayor Roswarski bestowed upon Tim Shriner the Marquis de Lafayette for his 36 years of contribution to the Community. There were no Reports of Council. There was no Miscellaneous or New Business. Public Comment: Lloyd Wells, 3717 Rawlings Dr. congratulated the City on keeping the citizens informed of changes within the City and suggested they offer more citizen academies. Bill Miller 8143 Old SR 25 N updated the Council on the Stone Quarry. Perry Barbee, 3700 Redbud, congratulated Mr. Shiner and wished everyone a Merry Christmas. On behalf of the Council, Councilman Campbell wished everyone a safe, happy and prosperous new year. Councilman Campbell moved to adjourn, Councilman Reynolds seconded.
