MINUTES OF THE LAFAYETTE COMMON COUNCIL January 8th, 2024 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, January 8 ,2024 at 6:00 pm. In the Common Council Chamber at 20. N 6th Street. Pro-Tem President Snyder called the meeting to order at 6:00 pm. The Pledge of Allegiance Present: Klinker, Nargi, Snyder, Reynolds, Hession Weiss, Brown, Weast-Williamson, Downing. Absent: Ahlersmeyer. City Clerk and City Attorney Jacque Chosnek were present. Election of Officers 2024 Councilmember Downing moved to nominate Councilmember Snyder as President of the Common Council for the year 2024, Councilmember Weast-Williamson seconded. The motion passed by unanimous voice vote. Thereafter, Councilmember Snyder presided over the meeting. Councilmember Weast- Williamson moved to nominate Councilmember Nargi as President Pro-Tem for the year 2024, Councilmember Brown seconded. The motion passed by unanimous voice vote. Councilmember Brown moved to recess for a public hearing on Resolution 2023-32(A Resolution Declaring The Designation Of Certain Real Estate As An Economic Revitalization Area (ERA) And Approving The Application For Property Tax Abatement -GE Engine Services, LLC Personal Property) Councilmember Weast- Williamson seconded. No public comment was heard. Councilmember Klinker moved to reconvene the regular meeting; Councilmember Nargi seconded. Motion passed by unanimous voice vote. Councilmember Hession Weiss moved to approve the minutes of the December 4, 2023, meeting. Councilmember Reynolds seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Renew Department Monthly-November Water Works Department Monthly-November Fleet Maintenance Department Monthly-November Ordinances for Second Reading No Ordinances for Second Reading Ordinances for First Reading The Clerk read Ordinance 2024-01 (An Ordinance Authorizing The City Of Lafayette, Indiana To Issue And Fund Its Taxable Economic Development Revenue Note, Series 2024 (Anvil 26 Project) And Authorizing And Approving Other Actions In Connection Therewith) Councilmember Brown moved to for passage, Councilmember Weast- Williamson seconded. Jacque Chosnek spoke regarding this Ordinance and has requested for it to be tabled. Councilmember Klinker moved to table the Ordinance, Councilmember Nargi seconded. Ordinance 2024-01tabled. The motion tabled by unanimous voice vote. The Clerk read Ordinance 2024-02 (An Ordinance To Amend The Zoning Ordinance Of Tippecanoe County, Indiana, To Rezone Certain Real Estate From CB To PDCC. 415 Columbia Street, Petitioner Columbia Properties, LLC) by title only on first and final reading. Councilmember Reynolds moved for passage, Councilmember Hession Weiss seconded. Kevin Riley with RTS Law spoke regarding this Ordinance. Ordinance 2024-02 passed 7-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2024-03 (An Ordinance To Amend The Zoning Ordinance Of Tippecanoe County, Indiana, To Rezone Certain Real Estate From GB To I3. 3430 Fairfield Court, Petitioner L&T Supply, LLC) by title only on first and final reading. Councilmember Downing moved for passage, Councilmember Weast- Williamson seconded. Kevin Riley with RTS Law spoke regarding this Ordinance. Ordinance 2024-03 passed 7-0 on a roll call vote on first and final reading. Resolutions The Clerk read Resolution 2024-01 (A Resolution Approving The Detail Of The 2024 Water And Renew (Wastewater) Department Budgets) by title only on first and final reading. Councilmember Weast- Williamson moved for passage, Councilmember Downing seconded. Jermey Diehl spoke regarding this Resolution. Resolution 2024-01 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution 2024-02 (Resolution Approving Interlocal Cooperation Agreement Concerning Animal Shelter) by title only on first and final reading. Councilmember Nargi moved for passage, Councilmember Klinker seconded. Jacque Chosnek Spoke regarding this Resolution. Resolution 2024-02 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution 2024-03 (A Resolution Confirming The Designation Of Certain Real Estate As An Economic Revitalization Area (ERA) And Approval Of An Application For Property Tax Abatement) by title only on first and final reading. Councilmember Downing moved for passage; Councilmember Brown seconded. Dennis Carson, Economic Development Director, Spoke regarding this Resolution. Resolution 2024-03 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution 2024-04 (A Resolution Of The Lafayette Common Council Approving An Amending Declaratory Resolution And Plan Of The Redevelopment Commission And Order Of The Tippecanoe County Area Plan Commission) by title only on first and final reading. Councilmember Klinker moved for passage, Councilmember Nargi seconded. Jaque Chosnek spoke regarding this Resolution. Resolution 2024-04 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution 2024-05 (A Resolution To Amend The Comprehensive Plan For Tippecanoe County To Include An Update Of The Multi-Hazard Mitigation Plan) by title only on first and final reading. Councilmember Reynolds moved for passage, Councilmember Hession Weiss seconded. Jacque Chosnek spoke regarding this Resolution. Resolution 2024-05 passed 7- 0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. No Report by the Mayor. No Miscellaneous or New Business. No Public Comment. Councilmember Klinker move to adjourn. Councilmember Nargi seconded. Meeting adjourned at 6:25PM.
