MINUTES OF THE LAFAYETTE COMMON COUNCIL December 4th 2024 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, December 2, 2024 at 6:00 pm. In the Common Council Chamber at 20. N 6th Street. President Snyder called the meeting to order at 6:00 pm. The Pledge of Allegiance Present: Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing, Snyder Absent: Hession Weiss City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Approval Of Minutes Councilmember Reynolds moved to approve the minutes of the November 4th, 2024, meeting. Councilmember Brown seconded. Motion passed by unanimous voice vote. The Clerk stated the following reports are available in the City Clerk’s Office: Renew Department Monthly-October Water Works Department Monthly-October Fleet Department Monthly- October Ordinances for Second Reading The Clerk read Ordinance 2024-55 (An Ordinance Of The Common Council Of The City Of Lafayette, Indiana, Approving The Issuance And Sale Of Special Taxing District Bonds By The City, For And On Behalf Of The Park And Recreation District Of The City, To Provide For The Financing Of Certain Improvements To Park Facilities) by title on second and final reading. Councilmember Klinker moved for passage; Councilmember Nargi seconded. Jacque Chosnek, City Attorney, spoke regarding this Ordinance. Ordinance 2024-55 passed 7-0 on a roll call vote for second and final reading. The Clerk read Ordinance 2024-56 (An Ordinance Adopting An Investment Policy For The City Of Lafayette, Indiana) by title on second and final reading. Councilmember Reynolds moved for passage; Councilmember Brown seconded. Jeremy Diehl, City Controller, spoke regarding this Ordinance. Ordinance 2024-56 passed 7-0 on a roll call vote for second and final reading. Ordinance for First Reading The Clerk read Ordinance 2024-57 (An Ordinance to Amend Ordinance 2024-47 An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2025, Excluding the Sworn Protective Occupation and Law Enforcement Members of The Police and Fire Departments) by title on reading. Councilmember Ahlersmeyer moved for passage; Councilmember Weast-Williamson seconded. Claudine Laufman, Parks and Recreation Superintendent, spoke regarding this Ordinance. Ordinance 2024-57 passed 7-0 on a roll call vote for reading. The Clerk read Ordinance 2024-58 (An Ordinance Vacating A Portion Of Elmwood Avenue Aka Indiana Ave Aka Lafayette & Ft Wayne State Road In The City Of Lafayette, Indiana) by title on first reading. Councilmember Downing moved for passage; Councilmember Klinker seconded. Jacque Chosnek, City Attorney, spoke regarding this Ordinance. Ordinance 2024-58 passed 7-0 on a roll call vote for first and final reading. Councilmember Klinker moved to set a public hearing on Monday, January 6, 2025 @ 6:01pm, Councilmember Nargi seconded. Motion passed by unanimous voice vote. The Clerk read Ordinance 2024-59 (An Ordinance to Amend the Subdivision Ordinance of Tippecanoe County, Indiana) by title on first and final reading. Councilmember Nargi moved for passage; Councilmember Reynolds seconded. Jacque Chosnek, City Attorney, spoke regarding this Ordinance. Ordinance 2024-59 passed 7-0 on a roll call vote for first and final reading. The Clerk read Ordinance 2024-60 (An Ordinance to Amend Ordinance 2024-48 An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana, For the Year 2025) by title on first reading. Councilmember Brown moved for passage; Councilmember Ahlersmeyer seconded. Jacque Chosnek, City Attorney, spoke regarding this Ordinance. Ordinance 2024-60 passed 7-0 on a roll call vote for first reading. Jacque Chosnek requested we suspend the rules with the Mayors’ consent for this Ordinance so it is in place as of 1/1/2025 so payroll system can be process appropriately. Councilmember Ahlersmeyer moved to suspend the meeting; Councilmember Weast-Williamson seconded. Motion passed by unanimous voice vote. The Clerk read Ordinance 2024-60 (An Ordinance to Amend Ordinance 2024-48 An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana, For the Year 2025) by title on second and final reading. Ordinance 2024-60 passed 7-0 on a roll call vote for second and final reading. Councilmember Downing moved to reconvene the meeting; Councilmember Brown seconded. Motion passed by unanimous voice vote. Resolutions The Clerk read Resolution 2024-26 (A Resolution Of The Common Council Of The City Of Lafayette, Indiana, Authorizing The Participation Of Said City In The Motor Fuel Budgeting Program Of The Indiana Bond Bank, The Execution Of The Qualified Entity Reimbursement Agreement In Connection Therewith And Other Related Matters) by title on first and final reading. Councilmember Klinker moved for passage; Councilmember Nargi seconded. Jeremy Diehl, City Controller, spoke regarding this Resolution. Discussion ensued. Resolution 2024-26 passed 7-0 on a roll call vote for first and final reading. The Clerk read Resolution 2024-27 (A Resolution approving an Agreement between the City of Lafayette and Lafayette Arman Lodge #49, Fraternal Order of Police) by title on first and final reading. Councilmember Reynolds moved for passage; Councilmember Brown seconded. Mayor Roswarski spoke regarding this Resolution. He thanked the negotiating committee, the FOP, and the Fire Union for their time and hard work on this. One of the major things that changed was the removal of the salary’s lines for both police and fire, salaries will now be done one year at a time. Resolution 2024-27 passed 7-0 on a roll call vote for first and final reading. The Clerk read Resolution 2024-28 (A Resolution approving an Agreement between the City of Lafayette and Local No. 472, Lafayette Fire Fighters Association, International Association of Fire Fighters, AFL-CIO) by title on first and final reading. Councilmember Ahlersmeyer moved for passage; Councilmember Weast-Williamson seconded. Mayor Roswarski Spoke regarding this Resolution. Resolution 2024-28 passed 7-0 on a roll call vote for first and final reading. No Reports of Standing Committees No Reports of Special Committees No Report by the Mayor No Miscellaneous or New Business Public Comment: Stewert Frescas, 421 Brown St, he wanted to congratulate and thank the Police Officers who are making a difference and are coming back to follow up on issues that people have reported. Susan Schechter, 1001 Ferry Street, discussed her concerns on how the Marathon lights across from her house lights are so bright they shine into her home. Councilmember Klinker moves to adjourn.
