Approval of Minutes Steve moved to approve the minutes from the October 24, 2011 meeting. Carrie seconded. The motion passed 6-0. Committee Reports Public Relations Committee Committee Member Steve Meyer reported that the Public Relations Committee discussed a proposed slate of officers during a meeting on January 20. District Committee Brian reported that the District Committee had not met prior to the meeting. COA Committee In the absence of Committee Chair Rick Schwarz, Julie Ginn reported that the COA Committee met with the applicant on tonight’s agenda on January 23rd to review their COA application. Julie reported on the COA during the COA Request portion of the meeting. COA Requests 117 North 5th Street – Window Restoration Project Phase III Julie reported that the COA Committee discussed the plans for the third phase of a window restoration project at the Lahr Building (117 North 5th Street) with the applicants’ representative. The proposed work includes the repair/restoration of 25 wood sash windows on the second floor of the West elevation of the building using epoxy filler, wood replacements with weather resistant glues, and/or restoration sealers. The project will also include the exterior prepping, sealing, priming, painting and glass replacements where needed and other repairs to make the windows safe and operable. Similar work was approved by the Commission for phases I & II over the past few years. Scott noted that he is the applicants’ representative and building manager and would be recusing himself from the vote. Steve asked if Scott noticed any reduction in energy costs for the building following the completion of phases I & II. Scott indicated that data was not yet available. Seeing no further discussion on the motion, Kurt called for a vote. The motion passed 5-0 with Scott recusing himself from the vote. Staff Report Brian noted that there have been several staff approvals for signage changes or new installations including 219 Main Street, 220 Columbia Street, 531 Main Street and 914 Columbia Street. The next meeting of the Commission, February 27, will include a public hearing on the signage design guidelines – notification will be sent to building owners prior to the meeting to direct them to a draft version of the guidelines on the City’s website and inform them of their opportunity to comment on the guidelines. Public Hearing: Collection of Public Comment on Draft Signage Design Guidelines Rick Crawley from Wabash Valley Alliance (610 Main Street) asked several questions about how the design guidelines would specifically affect new signage for their downtown location. Andrew Crow from Pride Lafayette (640 Main Street) asked if existing signage would be affected by the proposed design guidelines. Dave Sorg from Frontier Communications (661 Main Street) asked what was meant by the term “brand names” in Section I, sub-section C. Linjie Pan (901-903 Main Street) asked if there was a cost associated with a COA for new signage. Approval of Minutes Rick moved to approve the minutes from the January 30, 2012 meeting. Dick seconded. The motion passed 6-0. Committee Reports Public Relations Committee Committee Member Carrie Janney reported that the Public Relations Committee did not have a report. COA Requests There were no COA applications submitted prior to the February meeting submission deadline. Staff Report Brian reported that the Wabash Valley Trust for Historic Preservation had submitted a request to establish a single-site local historic district at 615 Oregon Street. The Trust recently completed a rehabilitation project at 615 Oregon Street using HOME grant funds and a stipulation of the grant contract required them to voluntary list the property in a local historic district following completion of the rehabilitation. Dick motioned to recommend establishment of a single-site Oregon Street local historic district to the Lafayette City Council, Julie provided a second and Kurt called for a vote. The motion passed 6-0. Brian noted that there have been two staff approvals for signage changes or new installations since the last commission meeting. New signs were approved to be installed at 220 Columbia Street (Tomates) and 914 Columbia Street (Fisher Funeral Home). He indicated that there was a small amount of funding available to cover the cost of registration for a few commissioners if they are interested. Public Comment Kurt asked the remaining audience members if there was any additional public comment, seeing none Rick asked if it would be the appropriate time to make some corrections/additions to the signage design guideline draft. Rick, Ellie, Aimee, and Ed suggested several minor changes to the draft guidelines – Brian agreed to incorporate the changes and resubmit a new draft to the Commission for their next meeting. Ellie reported that the Committee met with the applicants on tonight’s agenda on March 19, 2012 to review their COA applications. Ellie reported on the COA during the COA Request portion of the meeting. COA Requests 800 Main Street – Rear Deck Installation Ellie reported that the COA Committee discussed the plans for the installation of a rear deck over a garage addition to 800 Main Street with the applicants’ representative, Eric Grossman. The proposed work includes the installation of a wood deck and staircase to be constructed over an existing single story garage area to the rear of 800 Main Street. The proposed work also includes the installation of an access door to the deck to be placed in an opening in the second story masonry created by the removal of a large ventilation unit. Ellie reported that after reviewing the application the Committee recommended approval of the application as submitted. Steve motioned to approve the application as submitted, Gale provided a second, and the motion was opened for discussion. Kurt indicated that he is currently consulting with the owners of 800 Main Street and recused himself from the discussion and vote. Rick took over as Vice President of the Commission. Rick asked if Eric knew what the intended use of the second floor would be. Eric indicated possible apartments or a banquet facility, but that the owners were unsure at this time. Rick noted that if the new second floor deck was to be used as a secondary egress for the second story code required that the doorway be a minimum of three feet wide. Steve asked if installation of a deck over a slanted roof would cause any drainage problems. Eric indicated that there should be no drainage problems and that the supports for the deck that protruded through the roof would be properly flashed to prevent any leaks. The motion passed 5-0 with Kurt recusing himself from the vote. 518 Main Street – Alley Mural Installation Ellie reported that the COA Committee discussed the plans for the installation of an alley mural on the east side of the building at 518 Main Street. The proposed work includes the installation of large wooden panels, anchored at the mortar joints, which will feature a relief collage of distressed musical instruments. The relief is planned to be no greater than four inches in depth, which falls behind the current depth of existing protrusions from the masonry wall. Ellie reported that after reviewing the application the Committee recommended approval of the application as submitted. Rick motioned to approve the application as submitted, Gale provided a second, and the motion was opened for discussion. Brian noted that this is a joint mural project between the City of Lafayette and the Tippecanoe Arts Federation. The property owner at 518 Main Street has agreed to the installation and signed an agreement with the City. Since the alley masonry is still bare brick, the project will be mounted to wooden panels and anchored at the masonry joints – causing minimal damage to the historic brick. Rick asked if the Commission could request a set back of the mural, to make sure it did not visually interfere with the storefront. Kurt noted that if the City considers the alley to be an accessible route, the mural designers should pay close attention to the ADA code, section 307, which refers to protrusions from flat surfaces. Steve motioned to amend the motion under discussion to add two conditions; the first being that the southern edge of the mural will not pass beyond the vertical plane established by the south-most upper story windows of the alley, and the second that the mural will comply with all applicable ADA requirements. Rick seconded the motion to amend and the amendment passed 6-0. Seeing no further discussion, Kurt called for a vote on the amended motion, and the amended motion passed 6-0. Staff Report Brian noted that there had been one staff approvals for a new awning skin installation at 408 Main Street during the month of March. Brian presented an updated draft of the signage design guidelines and asked for comments from the Commissioners. Steve noted that he had some notes to pass along regarding the design guidelines and that he would do so following the meeting. Brian indicated that the new draft was reviewed by the City Attorney and met their approval. A final draft will be sent to the Commission prior to the next meeting. Staff Report Brian reported on the following items:  The City may be hosting a training program called CAMP (Commission Assistance Mentoring Program) during the summer of 2013. If the City moves forward the Commissioners would need to commit to attending the program and possibly assisting with coordination.  There had been no staff approvals during the month of April.  A resolution is in the works to allow staff to approve signs as long as they meet the guidelines passed in tonight’s meeting. COA Requests 907 State Street – Second Story Window to Door Change Applicant Brian Dekker presented his application for a second story window to be converted into a door to provide access for materials and eventually a rooftop deck. Steve motioned to approve the application as submitted, Ellie provided a second and the motion was opened for discussion. Mr. Dekker explained that he installed the door in order to move material to the second story for interior renovations, and plans to convert the roof of the porch into a sun deck, accessible via the door. Once a railing is installed (historic photographic evidence supports a railing) the bottom half of the door will become visually obstructed from the public right of way. Mr. Dekker noted that he purposely purchased the current door, which contains a glass pane with a simulated divided light grid, to match the existing multi-pane windows on the 2nd story of the façade. Rick asked if it was an insulated metal door, Mr. Dekker confirmed that it was. Ellie asked if the window that was removed was wood and original, Mr. Dekker confirmed that with window was wood, and if not original it was historic. Rick praised Mr. Dekker for taking on such a monumental restoration project, but noted that an insulated metal door, with simulated divide lights that did not match the existing windows in shape or quantity was not historically appropriate. Mr. Dekker indicated that he did not purchase an expensive door since the primary purpose was for material access, but that he would be open to a different permanent door once the interior construction was completed. Gale stated that whether the door was permanent or temporary, it is still a conversion of a window to a door, and if the Commission had been approached prior to the installation of the door they may not have approved such a change. City of Lafayette Community development department 515 Columbia Street Lafayette, Indiana 47901 Phone: 765-807-1090 fax: 765-807-1099  LAFAYETTE HISTORIC PRESERVATION COMMISSION Brian indicated that Mr. Dekker may have trouble obtaining a certificate of occupancy if the door is still in place and a railing has not been installed – both require a COA. Mr. Dekker indicated that the window was saved upon removal and could be reinstalled if the door must be removed to obtain a certificate of occupancy. Julie requested an amendment to the open motion, which included approval of a temporary door for construction purposes for up to one year. At the end of one year Mr. Dekker would need to either reinstall the window in its original location, or present a COA to the Commission for the installation of a permanent door. Ellie seconded the amendment and Rick called for a vote on the amended motion. The amended motion passed 5-0. 225 North 4th Street – Non-historic window replacement Applicant Joe Merrill was not present to present his application for the replacement of up to 20 non-historic windows on the 7th and 8th floors of the building. The project would include the metal covered architectural panels that surround the replacement window and reduce the original window opening. Brian presented the application in Mr. Merrill’s absence. Steve motioned to approve the application as submitted, Gale provided a second and the motion was opened for discussion. Brian noted that the current architectural panels and windows were installed in the mid-1970s when the building was renovated. Mr. Merrill met with Brian and indicated that the interior framing and air conditioning systems require that the windows openings be framed in a manner that includes the architectural panels. The current panel and window systems are deteriorated and in need of replacement – this COA calls for replacement of the existing panels and windows with matching panels and windows with the exception of color. Ellie indicated that the darker color of the architectural panel may help the large opening blend with the dark brick of the building, which would tone down the stark contrast made by the current lighter panels. Seeing no further discussion on the motion, Rick called for a vote. The motion passed 5-0. Staff Report Brian reported on the following items:  Julie Edwards has been an intern with the Community Development Department for the summer – she has updated all Commission brochures and the Commission’s website. She is currently working on a lead based paint seminar scheduled for July 27th aimed at the DIY crowd and historic home owners.  There had been no staff approvals during the month of May or June.  A resolution is in the works to allow staff to approve signs and other minor exterior changes as long as they meet the approved guidelines or Secretary of the Interior’s Standards. COA Requests 226 North 6th Street – Third Story Window and Door Replacement Applicant David Schoorman presented his application for the replacement of six third story windows and one third story door on his building located at 226 North 6th Street. Dick motioned to approve the application as submitted, Rick provided a second and the motion was opened for discussion. David noted that the Commission had approved similar work to the third story of the building in 2010 with the replacement of four windows and eight sets of double doors. This application matches the 2010 approved work; all windows will be aluminum clad and custom ordered to fit the window opening. The door being replaced will be custom milled to fit the opening. Ellie indicated that it appears the windows and door are in a sever state of disrepair. David indicated that a professional window restoration consultant refused to do a demonstration on the windows on the third story because they were in such bad shape. Staff Report Brian reported on the following items:  The lead based paint seminar that took place on July 27th was a success. There were 15 participants, including Commissioner Scott Gilkey. COA Committee Rick reported that the COA Committee met on August 22nd to discuss the COA application for 113 North 5th Street on the agenda this evening. COA Requests 113 North 5th Street – Expansion of Outdoor Dining Area Applicant Jeff Hamann was not present, so Brian fielded questions on his behalf. Rick presented the application for the expansion of the outdoor dining area at the Knickerbocker Saloon located at 113 North 5th Street. Rick motioned to approve the application as submitted, Julie provided a second and the motion was opened for discussion. Steve asked if the existing awning was to be expanded over the new seating area. Scott indicated that it would not – the owner intends to use table umbrellas for shade. Kurt noted that the application did not include a drawing of the actual fencing design or written clarification that the new fence would match the existing. Brian stated that when he met on site with Jeff he indicated that the new fence would exactly match the existing. City of Lafayette Community development department 515 Columbia Street Lafayette, Indiana 47901 Phone: 765-807-1090 fax: 765-807-1099  LAFAYETTE HISTORIC PRESERVATION COMMISSION Staff Report Brian reported on the following items:  There had been no staff approvals during the month of August.  Brian reported on an e-mail that had been circulated earlier in the month concerning two historic properties owned by the Central Presbyterian Church located at 10-12 North 8th Street and 712-714 South Street currently threatened by demolition. Brian reported that he has contacted the church to arrange a meeting with Indiana Landmarks to discuss possible preservation solutions. Kurt asked the commissioners if they would be interested in a similar meeting to gather additional information on the topic. There was a collective agreement and Brian indicated that he would contact the church to arrange a meeting.  Brian presented a report by Global Green on the Historic Centennial Neighborhood. He noted that the number one recommendation of the report was to preserve and maintain the historic character of the neighborhood. Public Comment There was no public comment. Approval of Minutes Rick moved to approve the minutes from the August 27, 2012 meeting. Julie seconded. The motion passed 6-0. Committee Reports Public Relations Committee Brian reported that the Public Relations Committee had not met prior to the meeting. District Committee Brian reported that the District Committee had not met prior to the meeting. COA Committee Rick reported that the COA Committee met on October 25th to discuss the COA applications for 907 State Street and 330 Main Street on the agenda this evening. Dick made a report on each application during the COA Request portion of the meeting. COA Requests 330 Main Street – Storefront Change to Accommodate ADA Entryway Dick presented the application for the proposed changes to the storefront entryway of the Perrin Building located at 330 Main Street, which includes removal of a non-historic 8-inch step, an 8-inch extension to the center entry door, and the installation of a stair to reach an existing door that accesses upper stories. Ellie motioned to approve the application as submitted, Carrie provided a second and the motion was opened for discussion. Alan Tucker from CSO Architects restated the proposed work and asked if the Commission had any questions. Rick asked if there would be an interior ramp to provide accessibility to the main floor – Mr. Tucker stated that would be the case. Seeing no further discussion Kurt called for a vote on the motion and it passed 6-0. 907 State Street – 2nd Story Porch Railing Dick presented the application for the installation of a 2nd story porch railing on the primary façade of the Ayers Mansion located at 907 State Street. Julie motioned to approve the application as submitted, Ellie provided a second and the motion was opened for discussion. Kurt asked if the railing had already been constructed – Dick confirmed that the railing had already been constructed and was in place. Brian Dekker, the property owner and applicant, explained that he installed the railing in order to meet current building codes and to obtain a certificate of occupancy for the property. The railing was needed since a second floor door had been installed. He asked if Mr. Dekker had continued work on the project after being contact by Commission staff and receiving notification that a COA was required. Mr. Dekker indicated that he did continue work on the railing after being contacted by staff Nancy Nargi spoke in favor of passing the COA under discussion. Sandy Lahr spoke in favor of passing the COA under discussion. Paul Scheuler spoke in favor of passing the COA under discussion. Seeing no further discussion Kurt called for a vote on the motion and it passed 4-2, with Kurt, Dick, Ellie and Carrie voting in favor, Julie and Rick voting opposed, and Scott recusing himself from the vote due to his leadership involvement with the Ninth Street Hill Neighborhood Association. Dick requested that Mr. Dekker meet with Commission staff within the next few weeks to complete an exterior walkthrough of the project to determine future work items that will require a COA. Mr. Dekker indicated that he planned on following up with staff during a meeting scheduled for the following Friday. District Designations Discussion on Establishing Interim Protection for 10-12 North 8th Street and 712-714 South Street Kurt indicated that he requested the topic of potential interim protection for 10-12 North 8th Street and 712-714 South Street be placed on the meeting’s agenda due to the upcoming expiration of the 60-day waiting period associated with the demolition request on each property. Julie motioned to establish interim protection on both properties, Ellie provided a second and the motion was opened for discussion by the Commission. David Lahr, member of Central Presbyterian and former church trustee, gave a back ground on the church’s 70- year involvement with the properties and requested that the Commission not approve interim protection for the properties. Paul Scheuler, Executive Director of the Wabash Valley Trust for Historic Preservation, gave a brief background of the church’s outreach to the Wabash Valley Trust over two years ago and requested that the Commission not approve interim protection for the properties. Tommy Kleckner, Director of the Western Regional Office of Indiana Landmarks, spoke in favor of interim protection and eventual designation. Mr. Kleckner also offered to contact the Insurance Assistance Division of the National Trust for Historic Preservation to ascertain if insurance could be purchased for the properties in their current state. Terry Phillips, member of Central Presbyterian, spoke about his involvement with the history of the building and the efforts that were made over the past thirty years for preservation. Mr. Phillips requested that the Commission not approve interim protection for the properties. Nancy Nargi, member of Central Presbyterian, requested that the Commission not approve interim protection for the properties. After a lengthy but productive discussion the Commission voted 4-3 in opposition of establishing interim protection for 10-12 North 8th Street and 712-714 South Street with Dick, Ellie, Scott, and Rick voting opposed and Kurt, Julie, and Carrie voting in favor. Public Comment Terry Phillips thanked the Commission for not voting to establish Interim Protection on 10-12 North 8th Street and 712-714 South Street. Dick Nagel stated that the COA Committee is available to meet with potential applications in as short as an hour’s notice to comment and give temporary approval for situations that cannot wait for approvals at the regular monthly meetings of the Commission.
