LAFAYETTE HISTORIC PRESERVATION COMMISSION MINUTES FEBRUARY 24, 2014 7:00 PM BOARD OF WORKS ROOM Commission members in attendance: Scott Gilkey, Rick Schwarz, Joey McDaniel, Dann Keiser, Kurt Wahl, Julie Ginn, Gale Payne, Steve Meyer Commission members absent: Dick Nagel, Ellie Haan Staff in attendance: Dan Walker Guests: Doug Anderson – Candor Realty Seeing a quorum present, Commission president Kurt Wahl called the meeting of the Lafayette Historic Preservation Commission to order at 7:00 pm. Approval of Minutes Steve Meyer moved to approve the minutes of the October 28, 2013 meeting. Kurt Wahl seconded. The motion passed unanimously. Election of Officers Kurt Wahl said that another Commission member must be elected as President because he has already served in that office for three years. The Historic Preservation Commission Ordinance does not allow officers to be re-elected more than three consecutive times for the same position. Julie nominated Rick for president. Rick nominated Julie Ginn for Vice President. Kurt nominated Joey McDaniel for Secretary. When no other nominations were offered, Kurt Wahl asked for approval for the slate of officers as nominated. Steve Meyer moved to approve the nominations as the slate of officers for 2014. Gale Payne seconded. The motion passed unanimously. Kurt Wahl turned the meeting over to Rick Schwarz. Public Relations Committee: no report District Committee: no report COA Committee report Regarding 6 S. 9th St., the COA committee met last Wednesday, and the applicant was interviewed by a conference call. The committee discussed the possible options with the applicant. Rick said the applicant wanted to install a larger sign with a different color LED lighting, and channel lettering. The committee discussed opposition to allow the installation of a larger sign. Rick noted that when the applicant was given the option to meet the guidelines of the ordinance, the applicant decided to decline the change and withdraw the application. Rick said the applicant will perform maintenance on the sign and install white LED lights in the existing sign. COA request: no request made. President Rick Schwarz called for public comment on the COA Committee Report. There was none. Staff Report: Daniel Walker stated that there had been one application for staff approval of a simple sign at 800 Main St. for Dann Keiser. Public comment Doug Anderson stated that he would be filing a COA for next month’s HPC meeting for the window replacement at the 420 Main Street property. Doug explained the history of the building keeping 1st floor retail high-end apartments planned for the upper floors. No original windows in the property all that exist were replaced in the 80’s and are steel framed proposal includes MARVIN MAGNUM windows that have been approved in many projects – full wood vinyl clad exterior with a single light. Anderson asked if he could have feedback from the commission. Dann Keiser stated that Doug had contacted him. His recommendation was an eight-week lead time for all windows to be replaced on the upper floors (total of 13 windows,) and to leave the storefront the same. Dann noted that all interior trim was taken out in the 80’s and stated that full trim would be reinstalled as part of this project. Kurt clarified that the windows would be aluminum clad, not vinyl and estimated $25,000 to replace the windows. He noted the replacement windows would meet egress standards. Doug showed the commission color samples and photographs of the building. The commission reviewed the colors. Doug asked for suggestions on color. Dann noted the sashes would be darker than the field of the building. In the 1880’s they used darker greens browns and reds. Dann noted that blue is not a traditional historic color of the period. Dann noted that a new awning was being proposed at 916 Main St. and suggested it as an item for the next meeting. Dann asked if new awning needs to go through the COA committee. Rick Schwarz agreed that the applicant should go through the COA process. Rick also noted that sometimes building owners install lighting with the new awning. Dann agreed to notify the property owner that he would need to go through the COA process. Rick introduced the topic of committee members. Dan Walker agreed to send out current committee member lists. Kurt noted the public relations committee is currently headed by the president. Rick suggested that Kurt be named as interim president of the COA committee. Dann Keiser encouraged the district committee to “do more” noting that several historic properties don’t show up on the various reports. Dann asked about the Ball State survey. Julie suggests having the Historic Preservation Commission have some oversight with the redevelopment of the Queen Anne property. Adjournment Rick asked for additional questions or comments. The next meeting for the Lafayette Historic Preservation Commission is scheduled for Monday, March 24, 2014 in the Board of Works Room, Lafayette City Hall. Approval of Minutes Ellie Haan noted two errors: one was that she was not present but absent from the February meeting and the other was that the date for the next meeting had been set for April rather than for March. Kurt Wahl moved to approve the minutes as corrected for the February 24, 2014 meeting. Gale Payne seconded. The motion passed. Review of the Committee membership assignments President Rick Schwarz read the list of members for each of the committees: COA Committee: Kurl Wahl, chair; Ellie Hann; and Dick Nagel District Committee: Julie Ginn, chair; Scott Gilkey; and Gale Payne Public Relations Committee: Steve Meyer, chair; Joey McDaniel; and Rick Schwarz Julie Ginn moved to approve the committee assignments. Gale Payne seconded. The motion passed. Public Relations Committee: No report for the Public Relations Committee and President Rick Schwarz asked that the Public Relations Committee meet with him next month to review the goals and objectives of the committee. District Committee: No report for the District Committee and again President Rick Schwarz asked that the District Committee also meet with him next month to review the goals, expansions and objectives for the committee. COA Committee report Kurt Wahl reported that the COA Committee met on March 19th to review the COA application for 420 Main Street. Comments and recommendations will be made in the discussion for the COA Request. COA Request Kurt Wahl presented the one COA application for 420 Main Street which proposed exterior changes to replace the inappropriate steel frame windows with nine new but period appropriate windows on the second and third floors of 420 Main Street. Three of the windows are on the third floor front; three are on the second floor front; two are on the third floor rear; and one on the second floor rear. In addition there are four spaces proposed for new window openings on the second floor east side where there is currently only brick wall. This COA request is for windows only; no doors. After discussion by the COA Committee meeting on March 19, 2014, the COA Committee decided that this application is appropriate. It was determined that the application is in compliance with #1 and #6 of the requirements of the Standards for Rehabilitation. Therefore, the COA Committee recommends approval of the request. Dick Nagle moved to approve the request for new windows at 420 Main Street. Gale Payne seconded. Doug Anderson provided additional information on his project. Discussion followed and included details of the full renovation of the inside of the building, potential occupancy, and concluded with more description of the window materials and limestone sills. The motion passed. Staff Report: Aimee Jacobsen reported that one sign permit was approved by Dann Keiser for the blade sign at 800 Main Street (Carnahan Hall). The blade sign will be removed from Main Street side and replaced over the 8th Street entrance. Public comment No one from the public remained and the Historic Preservation Committee took the opportunity to cover other items of general concern: Rick Schwarz thanked everyone for their work over the last few years; the COA application is being revised and Dan Walker will be presenting that at the next month’s meeting; May is Historic Preservation month and the Committee expressed the desire to continue to work with Wabash Valley Trust for presentation of awards; the Fowler House sale; and status on the Fitzgerald House.
