REGULAR MEETING OF THE LAFAYETTE PARKS AND RECREATION BOARD 4:00 pm 21 October 2024 The City of Lafayette Parks and Recreation Board met in regular meeting at 4:00pm, October 21, 2024. The meeting was held at Rush Pavilion in Columbian Park. The meeting was called to order by Park Board President Matt Metzger. Board members present were Dave Mecklenburg, Siany Molina and Jan Abney. Superintendent Claudine Laufman, Director of Operations Jon Miner and Recording Secretary Jenny Spencer were present along with City Attorney Jacque Chosnek and Deputy Controller Jenna Karle. Parks staff members present were Mike Perry, Neil Dale, Samantha Haville, Alex Tanksley, and Aubrey Mann. Also attending were Madalyn Clary and Dennis Otten representing Bose, McKinney & Evans; Brian Colton with Baker Tilly MA and Lafayette City Councilwoman Eileen Hession Weiss. Upon motion by Ms. Abney, seconded by Ms. Molina, and unanimously carried, minutes of the September 16, 2024, Parks Board meeting were approved. Upon motion of Ms. Abney, seconded by Mr. Mecklenburg, and unanimously carried, General Fund Claims in the amount of $39,481.47, Non-Reverting Fund Claims in the amount of $24,446.98 and Beautification Fund Claims in the amount of $987.88 for a total of $64,916.33 were approved. Superintendent’s Report: • Marketing Manager Haville shared an update on upcoming events: - Boo at the Zoo has brought several media opportunities including WLFI, Star City News, B102.9 and the Exponent. - Shrek Movie Night at Loeb is November 1st. All suites were sold including the media suite. - All platforms of social media saw increases in the last month • Superintendent Laufman provided an update on ongoing projects. - The McCaw Phase 2 project continues with drainage outlet and asphalt work. The trail is not yet complete. The pickleball courts will be temporarily lined for the winter. The sport court surface subcontractor will complete work in the spring. - The Zoo Commissary building has a conduit issue where the fiber was not able to be installed. Mattcon excavated and corrected the issue in order to have the fiber installed this week. - The new playground at Columbian Park rubber surfacing issue has been corrected and repaired. Upon motion by Mr. Mecklenburg, seconded by Ms. Abney and unanimously carried the Preliminary Issuance of Bonds in the amount of $6,150,000.00 was approved. Park Board Minutes 10/21/24 Page 1 Upon motion by Mr. Mecklenburg, seconded by Ms. Molina and unanimously carried, Resolution 24-04, Declaratory Bond Resolution was approved (see attachment A). - Mr. Otten with Bose, McKinney & Evans explained the bond issuance process. A public hearing date will be set for the Confirmatory Resolution. The bonds will be payable from a property tax levy, which is standard. Following, there will be an Appropriation Resolution in order to spend the funds, along with a companion ordinance from the City Council, with a not to exceed value stipulation. An Introduction of Bond Resolution 24-05 was presented by Brian Colten from Baker Tilly. This resolution will be voted on during the November 18 board meeting (see attachment B). - Mr. Colten described the impact of the bond issue on tax rates and the cost of issuance. Mr. Colten shared this is a common way to fund capital improvements as higher assessed values increase revenue. Appropriation Resolution 24-06 was introduced by Mr. Colten (see attachment C). Upon motion by Ms. Abney, seconded by Ms. Molina and carried unanimously, Monday, November 18, 2024, was approved as the hearing date for projects, bonds and additional appropriate of bond proceeds. Upon motion by Ms. Abney, seconded by Mr. Mecklenburg and unanimously carried Resolution 24-07 - 2025 General Fund Budget was approved (see attachment D). - City Deputy Controller Jenna Karle introduced the budget which increased by 11.6% with 60% of budget being personnel costs. This includes a 5% salary increase for full-time employees and increases to seasonal salaries to maintain competitive in market. There was a 1.3% increase in health insurance premiums. This cost should be offset by the introduction of the free clinic partnership with Working Well. Beginning in 2025 each department will be responsible for storm water fees. Increases are also seen in liability costs and facility expenses. Upon motion by Ms. Abney, seconded by Ms. Molina and unanimously carried Resolution 24-09 - 2025 Holiday Schedule was approved (see attachment E) Upon motion by Mr. Mecklenburg, seconded by Ms. Abney and unanimously carried the Declaration of Surplus Property was approved (see attachment F).
