TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD January 26, 2016 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, January 26, 2016 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Dennis, Lon Heide, Tony Roswarski and Zach Beasley Absent: David Byers and Kevin Underwood Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Beasley moved to approve the minutes of the October 27, 2015 meeting as submitted. Mr. Roswarski seconded. Motion carried. ELECTION OF OFFICERS Mr. Dennis stated that the 2015 officers were David Byers as President and Mr. Dennis as Secretary. Mr. Roswarski nominated Mr. Byers as President for 2016 office. Mr. Beasley seconded. Motion Carried. Mr. Roswarski moved to retain Mr. Dennis as Secretary for 2016 office. Mr. Beasley seconded. Motion Carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment:  A claim from Keramida Environmental for consulting services in the amount of $8,688.53. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $22,850.40. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $18,576.35. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $22,215.03. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $2,812.50. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $2,237.10. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $2,319.15. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Waste Management for services provided in the amount of $7,015.75. Mr. Beasley moved for approval. Mr. Roswarski seconded. Motion carried.   A claim from City of Lafayette for services provided in the amount of $750.00. Mr. Beasley moved for approval. Mr. Roswarski seconded. Motion carried.  A claim from Tippecanoe County for services provided in the amount of $250.00. Mr. Roswarski moved for approval. Mr. Heide seconded. Motion carried. REPORTS Keramida Vicki Keramida stated that everything is going great. Keramida and the 87 Purdue Design students were at the landfill this morning going over the grounds. Mrs. Keramida stated that the landfill is going well and the methane system has had no exceedances. Mrs. Keramida stated that after both mayors met with the student, Mr. Byers received a call from Waste Management stated that they couldn’t process the leachate because they needed a renewal to the classification. Mrs. Keramida stated that Waste Management really didn’t need it because they have it and it does not expire until August 2016. Keramida called Waste Management and took care of it. Mrs. Keramida stated they have a conference call with the EPA and IDEM once a month, today, but EPA cancelled because they had a conflict. The document that IDEM prepares called the ESD-Explanation of Significant Differences will say that Keramida will not have to fence the landfill or prohibit entrants anymore, everything else stays the same. IDEM has finished the document and has sent it to EPA. The EPA is supposed to approve the document by late February 2016. Mrs. Keramida stated that whatever revisions, if there are, IDEM will have to incorporate the two agencies concurrently and finalize the review and then onto public comment. Mrs. Keramida expects the public comment to take place around May 2016. Keramida will let the Board know once everything is finalized. Mrs. Keramida stated that Mr. Benton will need to work with the EPA and IDEM to incorporate that into the Consent Decree and then proceed to court, which will take place sometime in the summer. Mrs. Keramida stated that it was wonderful that Mayor Roswarski and Mayor Dennis spoke to the Purdue students. Keramida received great comments from the students which is important because the students don’t really see the outside world. Mrs. Keramida stated that within the next two weeks, the students are supposed report/present their groups design. Discussion ensued. Mrs. Keramida stated that she would like to give awards for first, second and third place teams based on their presentations and reuse ideas. Mrs. Keramida suggested $3,000 for first place, $2,000 for second place and $1,000 for third place teams. Mr. Roswarski stated that the suggested prize money seems fair. OLD BUSINESS There was none. NEW BUSINESS Mr. Benton stated that he is waiting to see what the EPA and IDEM come up with on the ESD because that will tell Keramida if they have to comment on it or ask them to do some other things. Discussion ensued. PUBLIC COMMENT There was none. ADJOURN With no further business to come before the Board, Mr. Roswarski moved to adjourn. Mr. Heide seconded. Motion carried.
