TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD July 25, 2017 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, July 25, 2017 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: Tony Roswarski, Lon Heide, Kevin Underwood and Zach Beasley Absent: David Byers and John Dennis Maryanne Mitten Owen, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Heide moved to approve the minutes of the May 2, 2017 meeting as submitted. Mr. Roswarski seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment:  A claim from Keramida Environmental for consulting services in the amount of $25,072.44. Mr. Underwood moved for approval. Mr. Roswarski seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $21,522.82. Mr. Underwood moved for approval. Mr. Roswarski seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $32,654.12. Mr. Underwood moved for approval. Mr. Roswarski seconded. Motion carried. Discussion ensued regarding what is charged in the claims from Keramida.  A claim from Stuart & Branigin for services provided in the amount of $550.00. Mr. Underwood moved for approval. Mr. Roswarski seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $5,050.90. Mr. Underwood moved for approval. Mr. Roswarski seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $3,202.81. Mr. Underwood moved for approval. Mr. Roswarski seconded. Motion carried.  A claim from Waste Management for services provided in the amount of $13,483.47. Mr. Underwood moved for approval. Mr. Roswarski seconded. Motion carried. REPORTS Keramida Sara Guss, Keramida, stated that there are no issues at the landfill or methane exceedances. Keramida just finished the Groundwater Sampling Report the week of July 10, 2017. Mrs. Guss stated that it poured down rain that week therefore there are 4 wells that are flooded. The reporting on those 4 wells has been postponed. Keramida has collected Leachate and did the analysis which is required every 5 years by Waste Management. This analysis will also be used in discussion with IDEM and EPA for the de-listing process. Mrs. Guss stated that they investigated the solar process. The jail across the street on N. 9th Street uses about 2.75 megawatts per year. The approximate cost that includes construction cost is roughly $5 Million dollars with a 13-15 year Return on Investment/Process. Keramida has been talking to IDEM and EPA about the de-listing process. The EPA representative/project manager has been unavailable to due personal issues. Mrs. Guss stated that IDEM cannot proceed until they talk with EPA therefore the next steps in the process are unclear. Keramida is waiting to find out what else EPA and IDEM needs to do their reporting. Mr. Beasley stated that at the last meeting the Board voted to proceed with RFP’s for the solar field. Mrs. Mitten-Owen stated that Tony Benton is still in the fact finding stage and will come back to the Board with information so the Board can make an informed decision. Discussion ensued regarding the solar fields, selling the power back, and the cost-effectiveness of the project. OLD BUSINESS There was none. NEW BUSINESS There was none. PUBLIC COMMENT There was none. ADJOURN With no further business to come before the Board, Mr. Roswarski moved to adjourn. Mr. Heide seconded. Motion carried.
