AGENDA LAKE FOREST COMMUNITY SERVICES COMMISSION Regular Meeting of the Community Services Commission Wednesday, August 5, 2026 6:30 PM City Council Chambers, 100 Civic Center Drive, Lake Forest, California NOTICE: Pursuant to Lake Forest Municipal Code Section 2.04.010, Regular Meetings of the Community Services Commission are held the Wednesday after the first City Council meeting of each month at the hour of 6:30 p.m. AGENDA ON THE INTERNET: The Agenda is available through the Internet at https://lakeforestca.gov/agendas. You can access the document on the Friday before the meeting on Wednesday. AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice to members of the public of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The Community Services Commission may take any action which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. PUBLIC COMMENT PRIOR TO THE MEETING: Members of the public may submit email comments to cscommission@lakeforestca.gov. Email comments will be uploaded to the agenda packet and made part of the official public record of the meeting and will not be read at the meeting. To ensure staff reviews all comments prior to the Community Services Commission meeting, please submit email comments no later than 5:00 p.m. the day of the meeting. PUBLIC COMMENT AT THE MEETING: Members of the public that would like to provide in-person comments will be asked to fill out a speaker card and provide it to the Commission Secretary. Speaker cards will be available at the agenda public review table, near the entrance. PUBLIC COMMENTS: At this time, members of the public may address the Commission regarding any items within the subject matter jurisdiction of the Commission. No action may be taken on items not listed on the agenda unless authorized by law. Comments shall be limited to three minutes per person. Any person wishing to address the Commission on any matter, whether or not it appears on this agenda, is requested to complete a "Request to Speak" form available at the door. The completed form is to be submitted to the Commission Secretary prior to an individual being heard by the Commission. Whenever possible, lengthy testimony should be presented to the Commission in writing (8 copies) and only pertinent points presented orally. Additionally, a "Request to Register Written Comments" form is available at the Agenda Public Review Counter. CONSENT CALENDAR (Item Nos. 1 – 4) All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless members of the Community Services Commission, the public, or staff request specific items be removed from the Consent Calendar for separate action. 1. APPROVAL OF THE MINUTES OF THE COMMUNITY SERVICES COMMISSION MEETING OF JUNE 3, 2026. RECOMMENDED ACTION: Approve as submitted. 2. RECREATION ASK LAKE FOREST TICKETS RECOMMENDED ACTION: Receive and file. 3. SECURITY GUARD SERVICES UPDATE RECOMMENDED ACTION: Receive and file a report from staff providing an update on security guard service patrols in City parks and the Lake Forest Sports Park. 4. 2026 JUNE AND JULY PROGRAM PARTICIPATION REPORT August 5, 2026 LAKE FOREST COMMUNITY SERVICES Page 2 COMMISSION AGENDA RECOMMENDED ACTION: Receive and file. DISCUSSION ITEMS (Item No. 5) The following matters are for Commission consideration, discussion or action. Members of the public may have the opportunity to address these items if they wish to do so. Please complete the Request to Speak form and give to the Commission Secretary. 5. FOURTH OF JULY PARADE RECAP RECOMMENDED ACTION: Receive a file a report from staff describing the crowd management efforts undertaken by staff in preparation for the 2026 Fourth of July Parade. DEPUTY CITY MANAGER’S REPORT: At this time the Deputy City Manager may comment on agenda and non-agenda items; and report on items of interest to the Commission and community. COMMISSIONER COMMENTS: At this time Commission Members may comment on agenda or non-agenda matters. No discussion may take place on any item not appearing on the posted agenda. Commission Members may ask a question for clarification, respond to statements made or questions posed by the public, make a brief announcement, or make a brief report on his or her own activities.
