Budget & Finance Committee members present: Semra Riddle, Chair; Paula Goode, Vice Chair; Matt Muilenburg (via Zoom) Budget & Finance Committee members absent: none Other Councilmembers present: Tracy Furutani, Larry Goldman Staff present: Tom French, Mayor; Phillip Hill, City Administrator; Lindsey Vaughn, Finance Director; Matt McLean, City Clerk Others present: 1 visitors CALL TO ORDER Chair Riddle called the February 19, 2026, Budget and Finance Committee meeting to order at 6:00 p.m. ADOPTION OF AGENDA Vice Chair Goode moved to adopt the agenda as presented. Chair Riddle seconded. The motion to adopt the agenda as presented carried unanimously. PUBLIC COMMENT Chair Riddle invited comments from the public. Julian Andersen provided comments regarding the budget monitoring dashboard and providing clarity for residents. There being no one else in the audience wishing to speak, Chair Riddle closed public comment. DIRECTOR’S REPORT December 2025 Budget Monitoring Dashboard Director Vaughn reviewed the December budget monitoring dashboard and responded to questions.
