CITY OF LAKE FOREST PARK CITY COUNCIL SPECIAL MEETING MINUTES November 20, 2025 It is noted that this meeting was held in person in the City Council Chambers and remotely via Zoom. Councilmembers present: Tracy Furutani, Deputy Mayor; Larry Goldman, Vice Chair; Paula Goode, Jon Lebo, Ashton McCartney, Semra Riddle, Ellyn Saunders Staff present: Tom French, Mayor; Phillip Hill, City Administrator; Kim Adams Pratt, City Attorney; Lindsey Vaughn, Finance Director; Shannon Moore, HR Director; Mark Hofman, Community Development Director; Matt McLean, City Clerk Others present: 15 visitors CALL TO ORDER Mayor French called the November 20, 2025, City Council special meeting to order at 6:00 p.m. FLAG SALUTE Vice Chair Goldman led the Pledge of Allegiance. ADOPTION OF THE AGENDA Deputy Mayor Furutani moved to amend the agenda, moving item 5.J Disbanding the Climate Action Committee to precede item 5.A Public Hearing on the Budget Amendment for 2025-2026 and related items. Cmbr. Riddle seconded. The motion to approve the agenda as amended carried unanimously. PUBLIC COMMENT Mayor French invited comments from the public. The following people provided comments: • Sarah Phillips – the work and disbanding of the Climate Action Committee and hiring a climate manager • Tamara Erickson – hiring a climate manager • Mimi Bertram – hiring a climate manager • Ken Kassover – community misinformation and distrust around proposition 1; recommends saving reserves for emergencies • Ann Udaloy – hiring a climate manager • Amy Hanegan – pickleball courts improvements City Council Special Meeting Minutes Approved by Council November 20, 2025 December 11, 2025 • Constance Barnes – hiring a climate manager • Sally Yamasaki – improving communication with community Vice Chair Goldman read the following names into the record: Nate Herzog – adopting public safety sales tax; Gail Gross – time for budget cuts; Janne Kane – limit budget cuts to public safety with the failure of proposition 1; Regarding additional budget for pickleball court improvements: Becky Hamilton, Allison Connell, Tim Truong, Amy Hanegan, Collyn West, John Hamilton, David Bartnik, Cari Stalter. There being no one else in the audience wishing to speak, Mayor French closed public comment. ITEMS FOR DISCUSSION, CONSIDERATION, AND/OR ACTION Disbanding the Climate Action Committee Director Hofman gave brief comments on the accomplishments of the Climate Action Committee. City Council expressed their gratitude. Deputy Mayor Furutani moved to invoke Section 3 of Resolution 1836 to disband the Climate Action Committee. Cmbr. Riddle seconded. The motion carried unanimously. Public Hearing on the Budget Amendment for 2025-2026, 2026 Property Tax Levy, 2026 General Taxes, 2026 Surface Water Utility Rates, 2026 Sewer Utility Rates, and 2026 User Fees Director Vaughn gave a brief presentation and responded to Council questions. Mayor French opened the Public Hearing for comments: • Anne Udaloy – gratitude for using City resources wisely • Hannah Blackbourn – (read by Tamara Erickson) make budget cuts in public safety to align closer to surrounding cities • Mark Phillips – draw down reserves within reason There being no one else in the audience wishing to speak, Mayor French closed the Public Hearing. Ordinance 25-1313/Levying Property Tax for the Calendar Year 2026 as Allowed by Law Deputy Mayor Furutani moved to adopt Ordinance 25-1313/Levying Property Tax for the Calendar Year 2026 as Allowed by Law. Cmbr. Riddle seconded. The motion to adopt Ordinance 25-1313 carried unanimously. City Council Special Meeting Minutes Approved by Council November 20, 2025 2 December 11, 2025 Ordinance 25-1314/Levying the General Taxes for the City of Lake Forest Park in King County for the Fiscal Year Commencing January 1, 2026, on all Property, both Real and Personal in Said City that is Subject to Taxation for the Purpose of Providing Sufficient Revenue to Carry on the Services of the Several Departments of the City for the Ensuing Year as Provided by Law Cmbr. Riddle moved to adopt Ordinance 125-1314/Levying the General Taxes for the City of Lake Forest Park in King County for the Fiscal Year Commencing January 1, 2026, on all Property, both Real and Personal in Said City that is Subject to Taxation for the Purpose of Providing Sufficient Revenue to Carry on the Services of the Several Departments of the City for the Ensuing Year as Provided by Law. Cmbr. McCartney seconded. The motion to adopt Ordinance 25-1314 carried unanimously. Resolution 25-2045/Setting the Surface Water Utility Rates for 2026 Deputy Mayor Furutani moved to approve Resolution 25-2045/Setting the Surface Water Utility Rates for 2026. Cmbr. Riddle seconded. The motion to approve Resolution 25-2045 carried unanimously. Resolution 25-2046/Setting the Sewer Utility Rates for 2026 Cmbr. Riddle moved to approve Resolution 25-2046/Setting the Sewer Utility Rates for 2026. Vice Chair Goldman seconded. The motion to approve Resolution 25-2046 carried unanimously. Resolution 25-2047/Adopting the 2026 User Fee Schedule Cmbr. Riddle moved to approve Resolution 25-2047/Adopting the 2026 User Fee Schedule. Vice Chair Goldman seconded. The motion to approve Resolution 25-2047 carried unanimously. Ordinance 25-1311/Amending the 2025-2026 Biennial Budget Mayor French opened a discussion on Ordinance 25-1311/Amending the 2025-2026 Biennial Budget. Staff was available to respond to Council questions. This will be brought back at a future meeting. Ordinance 25-1315/Amending Chapter 5.05 Business and Occupation Tax, Section 5.05.040, Definitions of the Lake Forest Park Municipal Code Director Vaughn gave a brief presentation and responded to Council questions. City Council Special Meeting Minutes Approved by Council November 20, 2025 3 December 11, 2025 Deputy Mayor Furutani moved to adopt Ordinance 25-1315/Amending Chapter 5.05 Business and Occupation Tax, Section 5.05.040, Definitions of the Lake Forest Park Municipal Code. Cmbr. Riddle seconded. Deputy Mayor Furutani moved to waive the three-touch rule regarding Ordinance 25- 1315. Vice Chair Goldman seconded. The motion to waive the three-touch rule carried unanimously. The motion to adopt Ordinance 25-1315 carried unanimously. Ordinance 25-1312/Adopting a New Climate Element with Greenhouse Gas Reduction and Resilience Sub-elements into the 2024 Comprehensive Plan Update for the City of Lake Forest Park Director Hofman introduced the item. Deputy Mayor Furutani moved to adopt Ordinance 25-1312/Adopting a New Climate Element with Greenhouse Gas Reduction and Resilience Sub-elements into the 2024 Comprehensive Plan Update for the City of Lake Forest Park. Cmbr. Riddle seconded. The motion to adopt Ordinance 25-1312 carried unanimously. Executive Session – Consideration of the acquisition of real estate purchase or lease pursuant to RCW 42.30.110(1)(b) and review the performance of a public employee per RCW 42.30.110(1)(g) Mayor French announced that they would be going into executive session at 8:11 p.m. for approximately 15 minutes to discuss the acquisition of real estate purchase or lease, as per RCW 42.30.110(1)(b), and review the performance of a public employee, per RCW 42.30.110(1)(g). Council returned from Executive Session at 8:26 p.m., and no action was taken.
