5 Planning Commissioners present: Chair Sam Castic, Madlyn Larson (via Zoom), Cherie Finazzo

15 Call to order: Chair Castic called the meeting to order at 7:00 PM

17 Land Acknowledgement: Cmr. Larson read the land acknowledgement.

19 Approval of Agenda: Cmr. LaBonte moved to approve the agenda. Cmr. Larson seconded, and the
20 motion to approve the agenda was carried unanimously.

22 Approval of Meeting Minutes: Cmr. Kleweno made a motion to approve the September 09, 2025,
23 Meeting Minutes, Cmr. LaBonte seconded and the motion to approve the minutes was carried
24 unanimously.

26 Public Hearing:
27 Draft Climate Element Comprehensive Plan Amendment Noticed Public Hearing
28 Cmr. Larson made a motion to open the hearing, Cmr. Kleweno seconded and the motion to open
29 the public hearing was carried unanimously.
30 - Staff Presentation
31 Ms. Doty gave a short presentation on the background of the Climate Element.
32 - Questions from Planning Commission
33 No questions from Planning Commission.
34 - Open the public hearing for comments
35 One email comment was submitted by Tamara Erickson surrounding salmon, riparian health, and
36 treaty-reserved resources.
37 One online comment was provided by Jim Stoetzer on the concern of air traffic that happens over
38 the city but stated that he will formally comment during the implementation phase.
39 - Staff address questions that may have been presented during public comments and from
40 the Commission
41 Mr. Hofman addressed questions and the public comment.
42 - Close the public hearing
43 Cmr. LaBonte made a motion to close the hearing, Cmr. Larson seconded and the motion to close
44 the public hearing was carried unanimously.

46 Next meeting: The next meeting occurs on Tuesday, November 18, 2025.

2 City Council Liaison Report: Council member Lebo reported that the Council approved funding
3 for the roundabout project at 104. The Council also is looking at a project for a lift station. The City
4 is also applying for more grants to complete funding for the lakefront park. Council member Lebo
5 also stated that the Council is receiving dozens of emails from citizens making the request to
6 purchase a property on 35th Ne and 40th NE.

8 Old Business:
9 Draft Climate Element Comprehensive Plan Amendment recommendation to the City
10 Council
11 Cmr. Kleweno made a motion to approve both the Draft Climate Element Comprehensive Plan
12 Amendment and the Climate Element Policy Development memo as recommendations to the city
13 council as updates to the Comprehensive Plan, Cmr. Drew seconded and the motion was carried
14 unanimously.

16 Chair Castic shared the letter that was drafted to make the formal recommendation. The
17 commissioners shared some edits. Chair Castic stated that he would formalize the letter and send it
18 to Council on behalf of the Planning Commission.

20 Continued discussion for potential development regulation amendments- minimum street
21 frontage requirements: Problem statements framing amendment purpose(s)
22 Tabled for next meeting.

28 Agenda for Next Meeting: Discussion on minimum street frontage, 2026 Work Plan, and outreach

31 Adjournment: Cmr. Drew made a motion to adjourn the meeting, Cmr. Kleweno seconded, and
32 the motion was carried unanimously. Chair Castic adjourned at 8:45 PM.

The Planning Commission is providing opportunities for public comment by submitting a written comment
or by attending the meeting in person to provide oral public comment.
HOW TO PARTICIPATE WITH ORAL COMMENTS:
If you are attending the meeting in person, there is a sign-in sheet located near the entrance to the room.
Fill out the form and the presiding officer will call your name at the appropriate time. Oral comments are
limited to 3:00 minutes per speaker. Oral comments are not being accepted via Zoom.
The meeting is being recorded.
HOW TO SUBMIT WRITTEN COMMENTS:
Written comments for public hearings will be submitted to Planning Commission if received by 5:00 p.m.
on the date of the meeting; otherwise, they will be provided to the Planning Commission the next day.
Because the City has implemented oral comments, written comments are no longer being read under
Public Comments.

7. PUBLIC COMMENTS
The Commission is not accepting online public comments. This portion of the agenda is set
aside for the public to address the Commission on agenda items. However, the Commission may
not respond to comments from the public. If the comments are of a nature that the Commission
does not have influence over, then the Chair or presiding officer may request the speaker suspend
their comments. Comments are limited to a three (3) minute time limit.
