1 City of Lake Forest Park – Planning Commission 2 Special Meeting Minutes: January 13, 2026; 8:00-9:00pm 3 Hybrid Meeting Held in the Emergency Operations Center 4 at City Hall and Virtually via Zoom 5 6 Planning Commissioners present: Chair Sam Castic, Vice Chair Janne Kaje, Madlyn Larson (via 7 Zoom), Cherie Finazzo, John Drew, David Kleweno 8 9 Staff and others present: Mark Hofman, Community Development Director 10 11 Members of the Public present: Sally Yamasaki, Michael Troyer, Dona Hawkey 12 13 Planning Commissioners absent: Meredith LaBonte 14 15 Call to order: Chair Castic called the meeting to order at 8:05 PM 16 17 Land Acknowledgement: Chair Castic read the land acknowledgement. 18 19 Approval of Agenda: Cmr. Drew moved to approve the agenda. Cmr. Finazzo seconded, and the 20 motion to approve the agenda was carried unanimously. 21 22 Approval of Meeting Minutes: Staff provided an edit in attendance. Vice Chair Kaje made a 23 motion to approve the December 09, 2025, Meeting Minutes with the edits, Cmr. Drew seconded 24 and the motion to approve the minutes was carried unanimously. 25 26 Public Hearing: No public hearing. 27 28 Next meeting: The next meeting occurs on Tuesday, February 10, 2026 29 30 Public Comment: Ms. Yamasaki introduced herself and members of the Community Land Trust 31 group. Ms. Yamasaki spoke of her group wanting a Main St. for Lake Forest Park. Ms. Hawkey 32 spoke about the need for cottage housing and middle housing. Mr. Troyer spoke about the need for 33 affordability in housing. 34 35 City Council Liaison Report: Mr. Hofman stated that a city council liaison has not been appointed 36 yet but city council is close to assigning a liaison for the planning commission. 37 38 Old Business: 39 Planning Commission 2026 Work Plan Discussion 40 Mr. Hofman gave an overview of the comprehensive plan updates. Mr. Hofman also discussed the 41 exploration of hiring a consultant to update the Shoreline Master Program and the Critical Area 42 Ordinance, especially the science portion. 43 The Planning Commission members discussed the meeting with city council members and the 44 prioritization of certain issues. The commissioners discussed wanting to focus on housing 45 affordability, transportation, and safe streets. 46 The commissioners also discussed the items for the 2026 Work Plan. 47 48 1 1 Planning Commission Meeting Frequency Discussion 2 The commissioners discussed creating work groups in the form of subgroups to meet in the off 3 weeks to work on work plan items. 4 5 New Business: 6 7 Reports and Announcements: No reports or announcements. 8 9 Agenda for Next Meeting: Discussion on work groups, 2026 Work Plan. 10 11 Adjournment: Vice Chair Kaje made a motion to adjourn the meeting, Cmr. HOW TO PARTICIPATE WITH ORAL COMMENTS: If you are attending the meeting in person, there is a sign-in sheet located near the entrance to the room. Fill out the form and the presiding officer will call your name at the appropriate time. Oral comments are limited to 3:00 minutes per speaker. Oral comments are not being accepted via Zoom. The meeting is being recorded. HOW TO SUBMIT WRITTEN COMMENTS: Written comments for public hearings will be submitted to Planning Commission if received by 5:00 p.m. on the date of the meeting; otherwise, they will be provided to the Planning Commission the next day. Because the City has implemented oral comments, written comments are no longer being read under Public Comments. This portion of the agenda is set aside for the public to address the Commission on agenda items. However, the Commission may not respond to comments from the public. If the comments are of a nature that the Commission does not have influence over, then the Chair or presiding officer may request the speaker suspend their comments.
