5 Tree Board Members present: Victoria Kutasz, Stacey Spain, Richard Saunders, Kyle Gati, Mark
6 Phillips, Doug Sprugel, and Minda Martin (via Zoom)

15 Call to order: 7:00 PM

17 Short Reflection: Vice Chair Spain gave a reflection on the book, When the Forest Breathes by
18 Suzanne Simard. Board member Phillips also gave a short reflection on a quote by Bill Vaughn.

20 Introduction: The Tree Board Members, staff, and members of the public introduced themselves.

22 Approval of Meeting Agenda: Board Member Phillips motioned to approve the agenda; Board
23 member Sprugel seconded. The agenda was approved unanimously.

25 Approval of Minutes:
26 March,04, 2026 Meeting Minutes
27 Board member Phillips motioned to approve with amendments; Board Member Saunders seconded.
28 The minutes were approved unanimously.

30 Public Comment: Mr. Mead gave a public comment on mitigating ivy at Grace Cole Park and the
31 Yamaguchi RUE.

33 Next meeting: The next meeting occurs on May 6, 2026.

35 Reports and Announcements:
36 Councilmember Goldman gave an update that the city council is working on the budget.

38 Ms. Talavera gave a report on article requests for content for the LFP Times.

41 Vicky Scuri - Sound Transit Presentation
42 Ms. Scuri gave a presentation on concerns of her property and other properties in regard to the
43 Sound Transit project.

45 Tree Equity Plans & Policies Workshop - May 19, 2026
46 Ms. Talavera showed the flyer for the workshop and gave a brief explanation of the event.

1 Old Business:
2 Finalizing plans for Green Fair and Arbor Day
3 Board member Gati presented the flyer he designed for Arbor Day. The Tree Board members also
4 discussed shift assignments for both events. Board member Phillips mentioned that he would reach
5 out to the Shoreline Area News to promote the Arbor Day event. Chair Kutasz volunteered to MC
6 the event and discussed the set-up time of 10:00 am.

8 Updates on Communication materials
9 The Communications subcommittee announced that they met to discuss materials to appeal to
10 younger folks. Vice Chair Spain and Board member Phillips volunteered to write an article for the
11 LFP Times about Ivy. Board member Gati also volunteered to write an article about tree care.

13 Tree Plantings/ Giveaway
14 Vice Chair Spain announced that she is meeting with KCD later this week. Board member Phillips
15 and Ms. Bishop volunteered to assist with the coordination with KCD and tree giveaway event.

17 City Event Calendar
18 Chair Kutasz went over the city events for the year, and the Tree Board decided to join and booth 3
19 events.

21 Updates on SFI Grant and KCD Grant
22 Tabled for next meeting.

24 Agenda for Next Meeting:
25 May 6th agenda items will include KCD and SFI grants updates, Work Plan Check-In, Event recap
26 for Arbor Day and Green Fair, updates on articles.

28 Adjournment: Board member Sprugel motioned to end the meeting and board member Saunders
29 seconded.

The Tree Board is providing opportunities for public comment by attending in person to provide oral public
comment.
HOW TO PARTICIPATE WITH ORAL COMMENTS:
If you are attending in person, there is a sign-in sheet located near the entrance to the room. Fill out the
form and the presiding officer will call your name at the appropriate time. Oral comments are limited to
3:00 minutes per speaker. Oral comments are not being accepted via Zoom.

The Board is not accepting online public comments. This portion of the agenda is set aside for
the public to address the Board on agenda items. However, the Board may not respond to
comments from the public. If the comments are of a nature that the Board does not have influence
over, then the Chair or presiding officer may request the speaker suspend their comments.
Comments are limited to a three (3) minute time limit.
