CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT 7.1 ID 17-1076 FY 2016-2017 2nd Quarter Grant Agency Reports Mayor Nexsen noted that this was for informational purposes only. 7.2 ID 17-1091 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions City Clerk Kelly Williams announced the current vacancies on various Lake Havasu City Boards, Committees, and Commissions. 7.3 ID 17-1088 City Manager's Report City Manager Charlie Cassens reported on the following: Lake Havasu City Page 2 Printed on 3/15/2017 City Council Minutes - Final February 28, 2017 • A ribbon cutting and opening ceremony will be held on Wednesday, March 1, 2017, at 10:00 a.m. for the new pickleball courts at Dick Samp Memorial Park. The four courts are available on a first-come-first-serve basis. The courts have been in full use since completion and a tournament has already been scheduled for the first weekend in March. • Lake Havasu City has launched a new water conservation recognition program in which community members can be nominated and awarded a certificate of recognition for their water conscious efforts. The City’s first award winner for water conservation is Beachcomber Estates for their removal of an extraordinarily large amount of Oleander off of their property. With these plants, Beachcomber Estates was using, on average, 200,000 cubic feet of water per month or 1,496,000 gallons. After the removal of the Oleander, the average water use for the property has dropped to 70,000 cubic feet per month on average or about 523,600 gallons. For such a large property, this reduction in water use is tremendous and highly commendable. Every quarter of the year, a new award will be given to a person or group who has accomplished some sort of water saving activity. For more information contact Lake Havasu City’s Water Conservation Specialist, Briana Morgan, with nominees that you think should be awarded in the future at (928) 855-2618. • On Friday, March 3, 2017, at 11:30 a.m., the Lake Havasu City Police Department’s N.O.V.A. program will be holding a graduation ceremony for approximately 500 fifth grade students from the school districts six elementary schools and local charter schools. N.O.V.A. Principles assists parents, families, and the community in protecting youth from the potentially devastating effects of illegal drugs, violence, bullying, and negative media exposure. The mission of N.O.V.A. Principles is: “Nurturing youth to seek out positive Opportunities, internalize good Values, and to accept Accountability for their choices in life.” The graduation ceremony will take place at the Community Center located at 100 Park Avenue. • Code Enforcement updates. PUBLIC HEARINGS 8.1 ID 17-1083 Approve Expenditures for Professional Legal Services to Gust Rosenfeld, P.L.C., Anticipated to Exceed $50,000 Related to the Water Quality Assurance Revolving Fund Registry Notice from the Arizona Department of Environmental Quality City Attorney Kelly Garry advised that the City’s Procurement Code requires the council’s approval for expenditures that exceed $50,000. Ms. Garry said the Water Quality Assurance Revolving Fund (WARF) matter has been going on for some time and she anticipates that the expenditures will reach $50,000 in the next few months. Mayor Nexsen opened the public hearing. There being no comments, he closed the public hearing. Councilmember Sheehy moved to approve expenditures for professional legal services to Gust Rosenfeld, P.L.C., anticipated to exceed $50,000 in relation to the Water Quality Assurance Revolving Fund Registry notice, seconded by Vice Mayor Coke, and carried by the following vote: Aye: 6 - Mayor Nexsen, Vice Mayor Coke, Councilmember Sheehy, Councilmember Lin, Councilmember Lane and Councilmember Groat Absent: 1 - Councilmember McCoy 8.2 ID 17-1055 Approve Amendment No. 1 to the Solid Waste Facilities Operation Agreement with Allied Waste Transportation, Inc. Councilmember Lane moved to approve Amendment No. 1 to the Solid Waste Facilities Operation Agreement with Allied Waste Transportation, Inc., seconded by Councilmember Groat, and carried by the following vote: Aye: 6 - Mayor Nexsen, Vice Mayor Coke, Councilmember Sheehy, Councilmember Lin, Councilmember Lane and Councilmember Groat Absent: 1 - Councilmember McCoy 8.3 ID 17-1077 Adopt Ordinance No. 17-1172 Approving a Request to Rezone Tract 2271, Block 10, Lots 12-14 From C-1 (Limited Commercial District) to R-3 (Limited Multi-Family District) Zoning Administrator Stuart Schmeling advised that the property is located at 2878 Jamaica Boulevard, on the corner of Jamaica Boulevard and Chemehuevi Boulevard, and is a 1.3 acre parcel comprised of three lots tied together. Mr. Schmeling said the surrounding properties are mostly zoned multi-family and C-1 (Limited Commercial District), and added that the General Plan Land Use intends for these properties to eventually become residential. He said in this case R-3, Multi-Family District, is the most appropriate use with the primary surrounding properties also zoned R-3. Mr. Schmeling added that the Planning and Zoning Commission unanimously recommended approval of this request. Mayor Nexsen opened the public hearing. Vice Mayor Coke moved to adopt Ordinance No. 17-1172 rezoning Tract 2271, Block 10, Lots 12-14 from C-1 (Limited Commercial District) to R-3 (Limited Multi-Family District), seconded by Councilmember Lane, and carried by the following vote: Aye: 6 - Mayor Nexsen, Vice Mayor Coke, Councilmember Sheehy, Councilmember Lin, Councilmember Lane and Councilmember Groat Absent: 1 - Councilmember McCoy 9.
