CALL TO ORDER Mayor Nexsen called the meeting to order at 6:02 p.m. 2. INVOCATION: Chaplain Bea Evans, City On A Hill International Church Chaplain Bea Evans with City On A Hill International Church gave the invocation. 3. PLEDGE OF ALLEGIANCE The Mayor led in the Pledge of Allegiance. 4. ROLL CALL Present: 7- Mayor Mark S. Nexsen, Councilmember Donna McCoy, Vice Mayor Jeni Coke, Councilmember Cal Sheehy, Councilmember Michele Lin, Councilmember David Lane and Councilmember Gordon Groat 5. CALL TO THE PUBLIC Ms. Nicole Norona with the Norona Effect, Inc. stated she wanted the ability to address her missed opportunities in regards to her presentation to the Council on May 4th. She added that she wanted to clarify a couple of inaccuracies discussed during the Council deliberations after her presentation was given and state a few additional facts. She said first, in those deliberations, Councilmember Sheehy said awarding grant funds at this time would not have a beneficial impact to taxpayers unless the funds would push the Norona Effect over the finish line in reaching its funding goal and allowing the clinic to open for service. Ms. Norona stated that she believed the $10,000 in grant funding would be beneficial now as the Norona Effect is currently providing support services and resources through referrals that are given to them by Ms. Sue Walter-Meier, Certified Child Life Specialist at Children’s Specialty Service of Nevada for families in Mohave County. She added that the Norona Effect also has local scheduled support group meetings for parents and guardians who travel outside of Mohave County for their child’s medical needs. Ms. Norona stated, in addition, being awarded City grant funding in any amount would demonstrate city and taxpayer support. 6. CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT 7.1 ID 17-1161 Investment Report at March 31, 2017 Mayor Nexsen noted this was informational purposes only. 7.2 ID 17-1168 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions City Clerk Kelly Williams announced the current and upcoming vacancies on various Lake Havasu City Boards, Committees, and Commissions. 7.3 ID 17-1169 City Manager's Report Mayor Nexsen read a proclamation into the record recognizing the week of May 7 through May 13, 2017, as Municipal Clerks Week and presented City Clerk Kelly Williams and City Clerk Assistant Sacia Graber with a proclamation. City Manager Charlie Cassens reported on the following: • March 2017 Sales Tax Updates Lake Havasu City Page 2 Printed on 5/24/2017 City Council Minutes - Final May 9, 2017 • Paving has been completed at the SARA Park Trailhead • Construction is currently being done by the London Bridge to prepare for the in Pavement Lighting Warning System and installation of crossing signs with LED lighting for two crosswalks; one on the east and one on the west side of the Bridge. There will also be aerial lighting installed. • Code Enforcement Updates. There are currently 49 open cases. • Building Permit Updates • The City’s On-Line Surplus Property Auction began May 9, 2017. For more information visit www.publicsurplus.com or contact purchasing@lhcaz.gov for general auction information. • To date, 154 Veterans have been admitted into the Veterans Treatment Court with 51 Veterans still being monitored and treated through the courts. The length of involvement in the Treatment Court ranges on average from 9 to 18 months depending on the Veteran’s individual needs. The Lake Havasu City Veterans Treatment Court has a sobriety rate of 91 percent and all Veteran participants undergo extensive drug/alcohol monitoring and treatment to address any substance abuse and/or mental health concerns. Additionally, six veterans graduated on April 28, 2017, for a total of 77 graduates with a 3.9 percent recidivism rate. The national recidivism rate average for treatment courts is 25 percent. • The Community Services Aquatic and Recreation Division will begin registration for all summer programs, Monday, May 15, 2017. All program registration is limited and accepted on a first come, first served basis. • With so much controversy regarding the City’s trash service and the size of the containers, a 96 and 64 gallon trash container and a recyclable container have been delivered to City Hall for those that are interested in viewing the containers. Mayor Nexsen reminded the public that if they cannot handle the cans they can continue the current practice of trash pick-up. Mr. Cassens added that was correct and stated hopefully over time, we will end up with a much better system than we have today. 8. PUBLIC HEARINGS 8.1 ID 17-1162 Introduce Ordinance No. 17-1177 Amending Lake Havasu City Code Section 2.62.020, Employee Groups, to Amend Eligible Position Classifications City Attorney Kelly Garry stated this is an introduction of an ordinance that removes specific eligibility classifications and only referencing those in the City’s OPP 3.24 which is the City’s operating policies and procedures that list all of the eligible position classifications. Lake Havasu City Page 3 Printed on 5/24/2017 City Council Minutes - Final May 9, 2017 Vice Mayor Coke moved to introduce Ordinance No. 17-1177 amending City Code Section 2.62.020 Employee Groups, to amend eligible position classifications, seconded by Councilmember Sheehy, and carried by the following vote: Aye: 7 - Mayor Nexsen, Councilmember McCoy, Vice Mayor Coke, Councilmember Sheehy, Councilmember Lin, Councilmember Lane and Councilmember Groat 8.2 ID 17-1170 Approve the 2017-2018 Memorandum of Understanding with the Lake Havasu Police Officers Association Police Chief Dan Doyle stated this is the annual MOU with the Police Officer’s Association. He said this year they added a few positions and had some wording changes to bring it in line with the Lexipo policies as well as some verbiage change on certain sections. Councilmember Sheehy moved to approve the Memorandum of Understanding with the Lake Havasu Police Officers Association for a term of July 1, 2017, to June 30, 2018, and authorize the City Manager to execute the MOU on behalf of the City, seconded by Councilmember Groat, and carried by the following vote: Aye: 7 - Mayor Nexsen, Councilmember McCoy, Vice Mayor Coke, Councilmember Sheehy, Councilmember Lin, Councilmember Lane and Councilmember Groat 8.3 ID 17-1150 Approve the 2017-2018 Memorandum of Understanding with the Lake Havasu Professional Firefighters Fire Chief Brian Davis addressed the Council and stated in the Fire Department’s MOU, there was one date change and one small language change removing the voice pager because those are being phased out. Councilmember McCoy moved to approve the Memorandum of Understanding with the Lake Havasu Professional Firefighters for a term of July 1, 2017, to June 30, 2018, and authorize the City Manager and Fire Chief to execute the MOU on behalf of the City, seconded by Councilmember Lane, and carried by the following vote: Lake Havasu City Page 4 Printed on 5/24/2017 City Council Minutes - Final May 9, 2017 Aye: 7 - Mayor Nexsen, Councilmember McCoy, Vice Mayor Coke, Councilmember Sheehy, Councilmember Lin, Councilmember Lane and Councilmember Groat 8.4 ID 17-1155 Adopt Ordinance No. 17-1176 Approving a Request to Rezone Tract 2253, Block 2, Lots 12-13 From C-1 (Limited Commercial District) to R-2 (Two-Family Residential District) Zoning Administrator Stuart Schmeling stated the property is located at 4148 Arizona Boulevard and is at the corner of Arizona Boulevard and Highlander Avenue. He said this was platted as a neighborhood commercial district by the original developer and the applicant is asking that the property be re-zoned to R-2. Mr. Schmeling stated that both the General Plan and Future Land Use Map suggests that would eventually be residential and the policies in the General Plan supports the rezoning. He said the Planning Commission voted 5-0, a unanimous approval of this request, and asked the Council to adopt the ordinance. Mayor Nexsen opened the public hearing. There being no comments, he closed the public hearing. Councilmember Lane moved to adopt Ordinance No. 17-1176 rezoning Tract 2253, Block 2, Lots 12-13 from C-1 (Limited Commercial District) to R-2 (Two-Family Residential District), seconded by Vice Mayor Coke, and carried by the following vote: Aye: 7 - Mayor Nexsen, Councilmember McCoy, Vice Mayor Coke, Councilmember Sheehy, Councilmember Lin, Councilmember Lane and Councilmember Groat 9. CURRENT EVENTS Councilmember Sheehy reported on the following: • Upcoming Chamber Events: o May 12, 2017 at 7:00 a.m., Golf Through the Ages Golf Open o May 19, 2017, Up With Women Summit o June 9, 2017, Annual Meeting and Awards Dinner.
