CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT 7.1 ID 18-1477 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions City Clerk Kelly Williams announced the current vacancies on various Lake Havasu City Boards, Committees, and Commissions. 7.2 ID 18-1478 City Manager’s Report 7.2 City Manager’s Report City Manager Jess Knudson reported on the following: • Introduction & welcome by new City Manager Jess Knudson. • On Sunday, January 7, 2018, Captain Troy Stirling departed for Quantico, Virginia, where he will be attending the FBI National Academy for Command Officers. The FBI National Academy is a professional course of study for U.S. and international law enforcement managers. The 10-week program provides coursework in terrorism, management science, law, behavioral science, communication, forensic science, and more. We are proud of Captain Stirling and look forward to realizing the benefits of his FBI training here in Lake Havasu City. • On January 4, 2018, the local Kiwanis group recognized Sergeant Tyler Tribolet of the Lake Havasu City Police Department as the Kiwanis Police Officer of the Year. Sergeant Tribolet was selected based on the performance of his duties which comprise of supervising a patrol shift, SWAT Team, and the department’s Field Training Program. Sergeant Tribolet’s dedication to duty is reflected in the morale of his officers and his support of the Lake Havasu City Police Department mission. Congratulations to Sergeant Tribolet. • As a result of Jeremy Abbott’s leadership and his staff’s hard work in the Community Investment Department, Lake Havasu City was recently awarded the “Silver Level in Innovation and Project Management” Phase II Award by the Water Environment Federation for Lake Havasu City’s Municipal Separate Stormwater Sewer Systems program. Lake Havasu City’s Stormwater Management Program has made great strides during the 2017 calendar year. Congratulations to Jeremy and his staff. • Trash and Recycling Update - Residents living in the Monday service area received their trash and recycling bins. The new bins are being delivered in the order their service is usually picked up and are taped shut as they will not have the new trash trucks in place until February 5th. There is a yellow door hangar with instructions on the bin. One (1) Mayor and three (3) Councilmember positions will be on the ballot in the Fall Primary Election scheduled for August 28, 2018. All properly-executed documents must be returned to the City Clerk’s office no earlier than April 30, 2018, and no later than May 30, 2018. PUBLIC HEARINGS 8.1 ID 18-1473 Series #07 Beer and Wine Bar Liquor License, That Dane Bar, 2213 Acoma Boulevard West #101/Benz Ms. Williams advised that Lisa Marie Benz has applied for a Series #07, Beer and Wine Bar, Liquor License for That Dane Bar, located at 2213 Acoma Boulevard West #101. Ms. Williams stated that all posting requirements have been met, all fees have been paid, and no objections were received. She said the location is properly zoned for a liquor license. Mayor Nexsen opened the public hearing. There being no comments, he closed the public hearing. Councilmember Lane moved to recommend that the Arizona Department of Liquor Licenses and Control approve a Series #07 liquor license for That Dane Bar, 2213 Acoma Boulevard West #101, seconded by Councilmember McCoy, and carried by the following vote: Aye: 6 - Mayor Nexsen, Councilmember Coke, Councilmember Groat, Councilmember Lane, Councilmember McCoy and Vice Mayor Sheehy Absent: 1 - Councilmember Lin 8.2 ID 18-1476 Adopt Ordinance No. 18-1190 Rezoning a 29.35-Acre Portion of APNs 110-05-003, 110-05-023, 110-05-025, and 110-05-027 Adjacent to Window Rock Road; From RA (Residential Agricultural) to RE (Residential Estates) and R-1 (Single-Family Residential) Zoning Administrator Stuart Schmeling stated that the subject parcels are located far east, just north of Window Rock Road and Horizon Six. He said the parcels, 80-arcres in total, were annexed into the city in June 2016 and are currently zoned RA (Residential Agricultural) with a surrounding zoning of R-1 (Single-Family Residential) and County Lake Havasu City Page 3 Printed on 1/24/2018 City Council Minutes - Final January 9, 2018 zoning to the east. Mr. Schmeling added that in September 2017 the Planning & Zoning Commission approved the preliminary plat for the area. He said the 40 lots (identified in green on the plat) are proposed to be zoned R-1, and the 36 lots (identified in red on the plat) are proposed to be zoned RE (Residential Estate), and added that both are low-density single-family districts. He explained the difference between the two is that the R-1 lots are smaller and allow for a 15-foot maximum building height, and the RE lots are larger and allow for a 30-foot maximum building height. Mayor Nexsen said the staff report indicated that City services, including sewer and water, will have to be extended to serve the newly created properties, and asked if that would be done by the developer, to which Mr. Schmeling replied yes. He added that they are currently discussing the best way to serve those properties. Mayor Nexsen asked if the developer would then put the services in and dedicate them to the City, to which Mr. Schmeling replied yes. Mayor Nexsen opened the public hearing. There being no comments he closed the public hearing. Councilmember Coke moved to adopt Ordinance No. 18-1190 rezoning approximately 29.35-acre portion of APNs 110-05-003, 110-05-023, 110-05-025, 110-05-027 from RA (Residential Agricultural) to RE (Residential Estates) and R-1 (Single-Family Residential), seconded by Councilmember Groat, and carried by the following vote: Aye: 6 - Mayor Nexsen, Councilmember Coke, Councilmember Groat, Councilmember Lane, Councilmember McCoy and Vice Mayor Sheehy Absent: 1 - Councilmember Lin 9. CURRENT EVENTS Councilmember Lane reported that he will be traveling with the Lake Havasu Marine Association to Phoenix, Arizona, where they will be receiving an award from the Arizona Game and Fish Department at the Governor’s Dinner. Mayor Nexsen reported that the Clean Colorado River Sustainability Coalition (CCRSCo) has begun the project of mapping the bottom of the lake to better understand the maturing of the lake and why it is changing. He noted that they will share the data with everyone; however, any tribal artifacts that are discovered will only be shared with the tribe. He added that the project will take approximately three to five months. 10. CALL TO THE PUBLIC Mr. Jim Mengelkoch, resident at 3298 Thunderbird Drive, addressed the Council regarding his high water bills from October 2017 through January 2018. He said the meter Lake Havasu City Page 4 Printed on 1/24/2018 City Council Minutes - Final January 9, 2018 reading in October was 12,141 gallons and in November was 26,852 gallons. He said the City came out to check his meter and area for leaks but did not find any issues or problems, and since then the only response he receives from the City is: 1) he has a leak, 2) someone is stealing his water, 3) the City is going to disconnect his water if it is not paid. He said it is very clear to him that there is an indexing problem with his water meter. Mr. Mengelkoch said he would like to resolve this problem and suggested that the City Council do the following: 1) Use the historical water usage values for October 2017 through January 2018 and credit him for the payments made in October and November 2017. 2) Use the same historical values to calculate the sewer rates for 2018. 3) Reinstall a new meter and send the old meter to the vendor to determine the reason for the failure. 4) Reimburse him for the expense of a leak analysis ($124.00) and cancellation of a bank fee for automatic payments ($34.00). 11.
