Vice Mayor Sheehy called the meeting to order at 6:00 p.m.
2. INVOCATION: Pastor Jon Maki, Havasu Alliance Church
Pastor Jon Maki with Havasu Alliance Church gave the invocation.
3. PLEDGE OF ALLEGIANCE
The Vice Mayor led in the Pledge of Allegiance.

seconded by Councilmember Groat, and carried by the following vote:

7.1 ID 18-1606 Investment Report as of March 31, 2018 (Rob Sweeney)
Vice Mayor Sheehy noted that this item was for informational purposes only. There were
no questions from the Council.
7.2 ID 18-1617 Announce Vacancies on Lake Havasu City Boards, Committees, and
Commissions (Kelly Williams)
City Clerk Kelly Williams announced the current vacancies on various Lake Havasu City
Boards, Committees, and Commissions.
7.3 ID 18-1616 City Manager’s Report (Jess Knudson)
City Manager Jess Knudson reported on the following:
• On April 25, 2018, 5th Grade volunteers from Oro Grande Elementary School
celebrated Arbor Day by planting 41 trees. Ms. Kathy Weber’s 7th Grade
science class from Thunderbolt Middle School also planted 52 desert adopted
plants to celebrate Earth Day.
• Lake Havasu City Police Department participated in the Torch Run from
SARA Park to Anderson Toyota to raise awareness for Special Olympics.
• 49th Annual Municipal Clerks Week – May 6-12, 2018
• Lake Havasu City named one of 15 satellite cities poised to thrive in 2018
• Upcoming Events:
o Saturday, May 19, 2018, from 11:00 a.m. to 6:00 p.m., the Lakeview
Community Church Come Alive 2 Concert.
o Saturday, May 19, 2018, from 8:00 a.m. to 10:00 p.m. the Spring
Round PWC US Freestyle Championship.

8.1 ID 18-1604 Series #06 Bar Liquor License, Black Bridge Brewery - LHC, 91 London
Bridge Road, Suite #103/Schritter (Kelly Williams)
Ms. Williams advised that Mr. Timothy Blake Schritter has applied for a Series #06, Bar,
Liquor License for Black Bridge Brewery – LHC, located at 91 London Bridge Road,
Suite #103. Ms. Williams noted that all requirements have been met, all fees were paid,
and no objections were received. She added that the location is properly zoned for a Series
#06 liquor license.
Vice Mayor Sheehy opened the public hearing.
Mr. Jeremy Fass said he is one of the members of the Black Bride Brewery LLC. He
stated that they also have a Black Bridge Brewery in Kingman, Arizona, and are looking
forward to having a nice establishment in Lake Havasu City. Mr. Fass added that dealing
with the City has been a pleasure as everyone has been very helpful.
There being no further comments, Vice Mayor Sheehy closed the public hearing.
Councilmember Lane moved to recommend that the Arizona Department of Liquor
Licenses and Control approve a Series #06 liquor license for Black Bridge Brewery –
LHC, 91 London Bridge Road, Suite #103, seconded by Councilmember Coke, and
carried by the following vote:
Aye: 4 - Councilmember Coke, Councilmember Groat, Councilmember
Lane and Vice Mayor Sheehy
Absent: 3 - Mayor Nexsen, Councilmember Lin and Councilmember
McCoy
8.2 ID 18-1620 Adopt Ordinance No. 18-1198 Amending City Code Chapter 5.12,
Alcoholic Beverage License, To Delegate Approval for Acquisition of
Control and Agent Change Liquor Licenses to Reduce Processing Time
(Kelly Williams)
Ms. Williams advised that this item was introduced at the last City Council meeting and
amends City Code Chapter 5.12, Alcoholic Beverage License, delegating approval of
Acquisition of Control and Agent Change Liquor Licenses to a designee, the City
Manager, in lieu of a public hearing before the City Council, to reduce processing time.
Ms. Williams noted that there were no suggested changes from the Council.
Councilmember Groat said at the last meeting another councilmember raised questions
regarding the proceeds that non-profits receive under special events and asked for
clarification if this amendment addresses those concerns, to which Ms. Williams stated
that this ordinance amends the City Code to reduce processing time for Acquisition of
Control and Agent Change Liquor Licenses, and does not change what was previously

adopted for special events. Vice Mayor Sheehy added that the City Council previously
adopted an ordinance which reduced the processing time for Special Events, and there was
previous discussion about the proceeds for non-profits under special events.
Vice Mayor Sheehy opened the public hearing. There being no comments, he closed the
public hearing.
Councilmember Coke moved to adopt Ordinance No. 18-1198 amending Lake
Havasu City Code Chapter 5.12 to delegate approval for acquisition of control and
agent change liquor licenses to reduce processing time, seconded by Councilmember
Lane, and carried by the following vote:
Aye: 4 - Councilmember Coke, Councilmember Groat, Councilmember
Lane and Vice Mayor Sheehy
Absent: 3 - Mayor Nexsen, Councilmember Lin and Councilmember
McCoy

conclusion of the open call to the public, individual members of the council may respond to criticism made
by those who have addressed the council, may ask staff to review a matter or may ask that a matter be put
on a future agenda. However, members of the council cannot discuss or take legal action on matters not
already on the agenda.
