CALL TO ORDER Mayor Sheehy called the meeting to order at 6:00 p.m. 2. INVOCATION: Pastor Katy Scott, Lake Havasu Church of the Nazarene Pastor Katy Scott with Lake Havasu Church of the Nazarene gave the invocation. 3. PLEDGE OF ALLEGIANCE: Marine Corps League Detachment #757 Mayor Sheehy introduced The Marine Corps League Detachment #757 who led in the Pledge of Allegiance. Mr. Russ Mascari with The Marine Corps League Detachment #757 stated they support active military veterans and are involved with a variety of services and organizations. 4. ROLL CALL Present: 6- Mayor Cal Sheehy, Vice Mayor David Lane, Councilmember Jeni Coke, Councilmember Gordon Groat, Councilmember Donna McCoy and Councilmember Jim Dolan Absent: 1- Councilmember Michele Lin 5. CALL TO THE PUBLIC Mr. Steve Irwin, American Red Cross in Lake Havasu City, addressed the Council regarding the launch of an initiative in Lake Havasu City called “Sound the Alarm. Save a Life” campaign. He said they partnered with the Lake Havasu City Fire Department to install free smoke alarms in homes, replace batteries in existing alarms, and educate families about fire prevention safety. He said since July they have installed 175 alarms and 103 batteries in 141 homes. He said April 27, 2019, through May 12, 2019, the American Red Cross has a nationwide program with a goal to install 100,000 smoke alarms. He urged residents to install smoke alarms, create a home fire campaign, and fire escape plan for their family. Mr. Irwin said residents are invited to contact the American Red Cross at (928) 779-0568, or visit their office at The Shops at Lake Havasu, Suite #416, or online at www.redcross.org. Lake Havasu City Page 1 Printed on 4/25/2019 City Council Minutes - Final March 26, 2019 Dr. Lorraine Byrd, More MD, addressed the Council and spoke about quality and accessible care in Lake Havasu City. She said the accessibility of care in Lake Havasu City is lacking as many adult providers are retiring and moving away, specifically in pediatrics. Dr. Byrd said that More MD is a new medical practice that opened in Lake Havasu City in January. She said Dr. Raghav Mohindra, owner of More MD, has practices in Surprise, Prescott, Prescott Valley, and now in Lake Havasu City. Dr. Byrd said More MD is a family practice and said due to the lack of specialty care here, Dr. Mohindra will arrange for an Infection Disease Specialist, a Neurologist, and an Endocrinologist to travel to Lake Havasu City approximately once a month depending on the need. Dr. Byrd stated that they have established a new pediatric clinic and are accepting children from newborn to eighteen years old to provide immunizations and well-child and medical care visits. Ms. Lisa Krueger, President of the Lake Havasu Area Chamber of Commerce, addressed the Council and introduced new chamber members from Amazing Oils, Hava Smash, Global Stone Imports, and More MD. 6. CONSENT AGENDA 6.1 ID 19-1936 Approve the March 12, 2019, City Council Regular Meeting Minutes (Kelly Williams) 6.2 ID 19-1934 Call for Executive Session Pursuant to A.R.S.§ 38-431.03(A) 5:00 p.m. Tuesday, April 9, 2019 (Kelly Williams) Councilmember Coke moved to approve the Consent Agenda as presented, seconded by Councilmember McCoy, and carried by the following vote: Aye: 6 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember McCoy and Councilmember Dolan Absent: 1 - Councilmember Lin 7. CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT 7.1 ID 19-1937 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions (Kelly Williams) City Clerk Kelly Williams announced the current vacancies on various Lake Havasu City Boards, Committees, and Commissions. 7.2 ID 19-1935 City Manager’s Report (Jess Knudson) City Manager Jess Knudson reported on the following: • Former Mayor Mark S. Nexsen was awarded the Unified Arizona Veterans Copper Lake Havasu City Page 2 Printed on 4/25/2019 City Council Minutes - Final March 26, 2019 Star Award. • US Army Private Jacob Woodward was presented with a Key to the City at the Patriot Guard Riders Mission event. • The Lake Havasu City Police Department and the Western Arizona Law Enforcement Association held an Open House at the new training facility featuring the VirTra 300 training simulator. • Mayor Sheehy and Vice Mayor Lane proclaimed March 22, 2019, as the Inaugural Dunham Magical Night of Music. • Vice Mayor Lane presented a proclamation to the Lake Havasu Little League Baseball Board at the Little League Opening Day Ceremony on March 23, 2019. • Mayor Sheehy participated in the Share the Road Memorial Bicycle Ride. • A Public Information Workshop will be held at the Lake Havasu Municipal Airport on March 28, 2019, at 5:30 p.m. • A Vietnam Veterans Breakfast will be held at the London Bridge Resort Convention Center on March 29, 2019, at 8:30 a.m. • The Havasu Youth Advisory Council and Havasu Community Health Foundation will be hosting a workshop to increase mental health awareness and suicide prevention at the Lake Havasu Aquatic Center on April 2, 2019, at 6:00 p.m. • The next Coffee with the Mayor and City Manager will be held at the Lake Havasu City Aquatic Center on April 5, 2019, at 8:30 a.m. 8. PUBLIC HEARINGS 8.1 ID 19-1932 Adopt Ordinance No. 19-1214 Amending Lake Havasu City Code Chapter 2.04, City Administration and City Council, Regarding Meetings, Future Agenda Items, Requests, Call to the Public, Ordinances, and Boards and Commissions (Kelly Williams) Ms. Williams advised that at the Council Planning Session in January 2019, staff sought direction from the Council regarding the processes for future agenda items, council requests, public requests, call to the public, and boards and commissions. She said the proposed ordinance makes the following changes necessary to carry out the direction received, along with a couple of other proposed revisions. Ms. Williams added that this ordinance was introduced on March 12, 2019, and there were no suggested changes or revisions from the Council. Mayor Sheehy noted that one major change to this chapter of the City Code is call to the public, which is an opportunity for citizens to address the Council on any matter within the Council’s jurisdiction. He said currently the call to the public is five minutes; however, it is a one-way conversation which does not allow for the Council to give any feedback. Mayor Sheehy said City staff researched other communities in Arizona and the average time for call to the public is three minutes; therefore, Council will be reducing the time to three minutes; however, the time limitation for public hearing items will remain five minutes. He further added that the reason for the change is to improve efficiency and said during the Council Planning Session in January, the Councilmembers and City Manager were given an opportunity to discuss procedures and what is best for the community. Mayor Sheehy opened the public hearing. There being no comments, he closed the public hearing. Councilmember Dolan moved to adopt Ordinance No. 19-1214 amending Lake Havasu City Code Chapter 2.04, Administration and City Council, regarding meetings, future agenda items, requests, call to the public, ordinances, and boards and commissions, seconded by Vice Mayor Lane, and carried by the following vote: Aye: 6 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember McCoy and Councilmember Dolan Absent: 1 - Councilmember Lin 8.2 ID 19-1933 Adopt Ordinance No. 19-1215 Amending Lake Havasu City Code Chapter 11.06, Parks and Recreation, Regarding Student Member, Board Requests, and Community Services to Parks and Recreation (Kelly Williams) Ms. Williams advised that this is a companion item to the previous item that amended City Code Chapter 2.04, adding 2.04.610, General, relating to board requests. Ms. Williams said with that change, revisions to Chapter 11.06 are also necessary as well as some additional clean-up items. Ms. Williams stated this item was introduced on March 12, and there were no suggested changes or revisions from the Council. Mayor Sheehy said in reviewing the proposed ordinance, it brought to mind the duties of the boards and commissions and what the Council instructs them to do. He said the boards are an outreach group directed by the Council to do the detailed work in certain areas and after looking at the City Code he would like to discuss with the Council having the City staff bring back something that allows the Council the opportunity to give the boards some definitive direction on what the Council would like to see or be advised on. Mayor Sheehy stated if Council is in agreement then City staff can review and present it to Council at a future date. There was consensus and agreement from the Council. Mayor Sheehy opened the public hearing. There being no comments, he closed the public hearing.
