CALL TO ORDER Mayor Sheehy called the meeting to order at 6:00 p.m. 2. INVOCATION: Dr. David Bybee, Community Presbyterian Church Pastor David Bybee, Community Presbyterian Church, gave the invocation. 3. PLEDGE OF ALLEGIANCE: Young Adult Development Association of Havasu (YADAH) The Young Adult Development Association of Havasu (YADAH) led in the Pledge of Allegiance. 4. ROLL CALL Present: 7- Mayor Cal Sheehy, Vice Mayor David Lane, Councilmember Jeni Coke, Councilmember Gordon Groat, Councilmember Michele Lin, Councilmember Donna McCoy and Councilmember Jim Dolan 5. CALL TO THE PUBLIC Ms. Patricia Perez, citizen, addressed the Council and said she participates in a group that meets at the Mohave County Library to discuss the challenges as a disabled community with accessibility, with a focus on handicapped parking, enforcement, and transportation challenges with shuttles. She said their group is very excited about the progress that the Metropolitan Planning Organization (MPO) is making with future public transportation. She said at their last meeting, visitors from the Chamber of Commerce and Go Lake Havasu attended to discuss transportation challenges in attending community events. Ms. Perez thanked Lake Havasu Mobility for transporting several disabled and senior citizens to the Winterfest event. She also thanked the City for installing automatic doors at the Police Facility. Ms. Perez said she also wanted to address a second topic concerning cameras. She said her new neighbors installed cameras on their roof and in doing research, she has learned that there is no City ordinance that addresses this. Mr. Travis Ramsey, citizen, addressed the Council concerning human trafficking in the Lake Havasu City Page 1 Printed on 2/26/2020 City Council Minutes - Final February 11, 2020 United States. He said he feels it is important that Arizona receive Federal funding and entitlements to enforce human trafficking operations and suggested that the city have a LHC Human Trafficking Federal State Law Enforcement Bureau to show support to the United Nations. 6. CONSENT AGENDA 6.1 ID 20-2283 Approve the January 28, 2020, City Council Regular Meeting Minutes (Kelly Williams) 6.2 ID 20-2282 Adopt Resolution No. 20-3375 Ratifying the Submission of a Grant Application with the Arizona Criminal Justice Commission for the E-Warrant Expansion Project (Chief Doyle) 6.3 ID 20-2278 Adopt Resolution No. 20-3376 Authorizing the Submission of an Application for a Grant with the Arizona Supreme Court, Juvenile Crime Reduction Fund, to Enhance the Youth Court Program (Mitchell Kalauli) 6.4 ID 20-2284 Call for Executive Session Pursuant to A.R.S.§ 38-431.03(A) 5:00 p.m. Tuesday, February 25, 2020 (Kelly Williams) Councilmember Coke moved to approve the Consent Agenda as presented, seconded by Councilmember McCoy, and carried by the following vote Aye: 7 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember Lin, Councilmember McCoy and Councilmember Dolan 7. CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT 7.1 ID 20-2281 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions (Kelly Williams) City Clerk Kelly Williams announced the current vacancies on various Lake Havasu City Boards, Committees, and Commissions. 7.2 ID 20-2285 City Manager’s Report (Jess Knudson) City Manager Jess Knudson reported on the following: • Reported on various proclamations, awards and special recognitions. • Lake Havasu High School Student Council, City Council, City Staff and the London Bridge Women’s Day Club participated in this year’s Student Government Day. • On January 31, 2020, the Lake Havasu City Police Department became the fourth police department in Arizona to receive their accreditation. • City offices will be closed on Monday, February 17, 2020, in observance of Lake Havasu City Page 2 Printed on 2/26/2020 City Council Minutes - Final February 11, 2020 Presidents’ Day. 8. PUBLIC HEARINGS 8.1 ID 20-2277 Approve Amendment No. 1 to As-Needed Water System Design Services with Jacobs Engineering Group, Inc. (Greg Froslie) Public Works Director/City Engineer Greg Froslie addressed the Council and said this is an amendment to an existing contract with Jacobs Engineering Group, Inc. (Jacobs) for on-call water support. He said the amendment includes several important components, including: the ability for the City to continue utilizing Jacobs to assist with new development of hydrologic modeling and plan review, technical support for the investigation of the Horizontal Collector Well pumps while the City continues exploring for a second water source, SCADA system support with new servers and programming, and, through a local firm sub-consultant, providing part-time support for the Capital Improvement Plan (CIP). Mayor Sheehy opened the public hearing. There being no comments, he closed the public hearing. Councilmember Dolan moved to approve Amendment No. 1 to As-Needed Water System Design Services with Jacobs Engineering Group, Inc., seconded by Councilmember Coke, and carried by the following vote: Aye: 7 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember Lin, Councilmember McCoy and Councilmember Dolan 9. CURRENT EVENTS Councilmember McCoy reported that a Vietnam Veteran’s Day brunch will be held on Sunday, March 29, 2020. 10. CALL TO THE PUBLIC There were no requests to address the Council. 11. FUTURE MEETINGS Tuesday, February 25, 2020 @ 6:00 p.m. – Regular Meeting Tuesday, March 10, 2020 @ 6:00 p.m. – Regular Meeting 12. FUTURE DISCUSSION ITEMS There were no requests from Council for future discussion items. 13.
