CALL TO ORDER Mayor Sheehy called the meeting to order at 6:00 p.m. Mayor Sheehy announced that due to the COVID-19 pandemic, public attendance is suspended and the council meeting is being held through technological means. He said public participation is encouraged through several options, including viewing the meeting on Channel 4, live stream on the City’s website, or by calling in to listen by telephone. 2. INVOCATION: Suzanne Waldron, Mount Olive Lutheran Church Ms. Suzanne Waldron, Mount Olive Lutheran Church, gave the invocation. 3. PLEDGE OF ALLEGIANCE: Lake Havasu City Students Working Against Tobacco (SWAT) Lake Havasu City Students Working Against Tobacco (SWAT) led in the Pledge of Allegiance. 4. CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT 7.1 ID 20-2353 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions (Kelly Williams) Ms. Williams announced the current vacancies on various Lake Havasu City Boards, Committees, and Commissions. She added that applications are available on the City’s website at www.lhcaz.gov. 7.2 ID 20-2364 City Manager’s Report (Jess Knudson) City Manager Jess Knudson reported on the following: • A COVID-19 testing blitz will be held in Lake Havasu City on Saturday, May 16, 2020, from 6:00 a.m. to 11:00 a.m. at the Aquatic Center, located at 100 Park Avenue. • Mayor Sheehy proclaimed May 3rd through May 9th as Professional Municipal Clerks Week. • Mayor Sheehy proclaimed May 10th through May 16th as National Police Officers Week. • Acknowledged Havasu Youth Advisory Council (HYAC)/2020 Lake Havasu High School (LHHS) Graduates. PUBLIC HEARINGS 8.1 ID 20-2360 Adopt Resolution No. 20-3393 Appointing Alternate Member(s) to the Lake Havasu City Planning and Zoning Commission (Kelly Williams) Ms. Williams advised that the City received two applications requesting consideration as alternate members to the Planning and Zoning Commission. She said the appointments are needed to fill two alternate member vacancies with terms expiring on June 30, 2022. Ms. Williams noted that both applications were provided to Council as part of the agenda packet. She stated that earlier today, the City received an email from Mr. Chip Campbell, applicant, formally requesting to withdraw his application. Ms. Williams noted that Mr. Matthew Mitchell, applicant, was joining the meeting through remote conferencing to give a brief presentation and answer any questions from the Council. Mr. Matthew Mitchell, applicant, gave a brief introduction and said he is looking to get involved in the community and would like to serve on the Planning and Zoning Commission. There were no questions from the Council. Mayor Sheehy opened the public hearing. He noted that no public comments were received, and closed the public hearing. Vice Mayor Lane moved to adopt Resolution No. 20-3393 appointing Mr. Matthew Mitchell as an alternate member to the Lake Havasu City Planning and Zoning Commission with a term ending June 30, 2022, seconded by Councilmember Dolan, and carried by the following vote: Aye: 7 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember Lin, Councilmember McCoy and Councilmember Dolan 8.2 ID 20-2321 Adopt Ordinance No. 20-1231 Declaring Lake Havasu City Code 5.16, Video Services, a Public Record and Amending the City Code by Repealing Chapter 5.16, Cable Television System, and Adopting by Reference a New Chapter 5.16, Video Services (Kelly Garry) City Attorney Kelly Garry advised that this ordinance was introduced at the April 28, 2020, meeting. She said the proposed ordinance complies with changes made to state law that preempts the City from further regulating video services. Ms. Garry stated that the proposed ordinance outlines the process to apply for and receive a uniform video service license from the City. He noted that no public comments were received, and closed the public hearing. I move to adopt Ordinance No. 20-1231 declaring Lake Havasu City Code Chapter 5.16, Video Services, a public record and amending the City Code by repealing Chapter 5.16, Cable Television System, and adopting by reference a new Chapter 5.16, Video Services. 8.3 ID 20-2370 Adopt Ordinance No. 20-1232 Declaring Lake Havasu City Code 3.10, Procurement, a Public Record and Amending the City Code by Repealing Chapter 3.10, Procurement, and Adopting by Reference a New Chapter 3.10, Procurement (Jill Olsen) Administrative Services Director Jill Olsen advised that this ordinance was introduced at the April 28, 2020, meeting. She said the proposed ordinance repeals and replaces City Code Chapter 3.10, Procurement, and removes the procedural language from the City Code and places it into an Operation, Policy, and Procedure (OPP) document that can be managed more effectively by the City Manager. Mayor Sheehy opened the public hearing. He noted that no public comments were received, and closed the public hearing. Councilmember Coke moved to adopt Ordinance No. 20-1232 declaring Lake Havasu City Code 3.10, Procurement, a Public Record and amending the City Code by repealing Chapter 3.10, Procurement, and adopting by reference a new Chapter 3.10, Procurement, seconded by Councilmember McCoy, and carried by the following vote: Aye: 7 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember Lin, Councilmember McCoy and Councilmember Dolan 9. CURRENT EVENTS Vice Mayor Lane gave an update on the Lake Havasu Resource Alliance. He said relief and grant assistance is still available for local businesses. Councilmember McCoy reported on the Western Arizona Council of Governments (WACOG) Mohave County Committee of Council. She said Mohave County has been affected greatly by COVID-19 with shelters reaching maximum capacity. She said WACOG is continuing to conduct wellness checks and offer meal programs. 10.
