CALL TO ORDER Mayor Sheehy called the meeting to order at 4:30 p.m. 2. PLEDGE OF ALLEGIANCE The Mayor led in the pledge of Allegiance. Mayor Sheehy announced that the City Council has resumed in-person attendance at public meetings. He said members of the public can attend in-person or watch or listen to the meeting on Channel 4, or live stream on the City’s website. He added that public comments are also being accepted by emailing the City Clerk at cityclerk@lhcaz.gov at least one-hour prior to the posted start time of the meeting. 3. ROLL CALL Present: 7- Mayor Cal Sheehy, Vice Mayor David Lane, Councilmember Jeni Coke, Councilmember Gordon Groat, Councilmember Michele Lin, Councilmember Donna McCoy and Councilmember Jim Dolan *Councilmember Donna McCoy was present via remote conferencing. 4. CALL TO THE PUBLIC Mr. Tyler Zink, Lake Havasu Professional Firefighters Association, addressed the Council and read the following into the record: “To the Lake Havasu City Council: Thank you for your continued effort and support for bringing Lake Havasu City employees to comparable market wages. We arrived at grossly underpaid employees over the course of a decade, and the problem is unfortunately yours to inherit although not created. We have waited patiently year after year for economic downturns to pass and Proposition 409 hurdles to end all while being vested and contributing members of the City and our department. Two simple questions I hope guides us tonight: what was the desired outcome, and have we arrived? We strongly urge you to reconsider the original proposal for awarding years in rank as this would work against the desired goal. Awarding for years in service as Baker Tilly recommended is a much more effective solution. Years in service brings us to a good starting point. We must emphasize starting point because Baker Tilly identified most of our employees are more than 10 percent out of market and that is not including compression. We understand budgetary circumstances and priorities change, but moving forward we must remind us all a comprehensive “apples-to-apples” comparison and solution was the end goal. This would include a compression/compaction, out of market pay scale, and direct employee comparisons with the comparable cities. Two simple questions have two simple answers we believe. The desired outcome answer: to directly compete with our comparable cities compensation to include tenured employees. Have we arrived? That depends on a lot of decisions going forward and we do not envy you being in those positions. In closing, thank you for your time and consideration on the matter. We look forward to a decision and hopefully a resolution to a long standing and very repetitive problem.” Mayor Sheehy noted that no written public comments were received. 5. VOTE TO ADJOURN TO EXECUTIVE SESSION EXECUTIVE SESSION PURSUANT TO A.R.S. § 38-41.03(A)(1)&(3): 1.) Discussion or Consideration of Employment, Assignment, Appointment, Promotion, Demotion, Dismissal, Salaries, Disciplining, or Resignation of a Public Officer, Appointee or Employee 1.1) Evaluation of City Manager 2.) Discussion or Consultation with designated representatives of the public body in order to consider its position and instruct its representatives regarding negotiations with employee organizations regarding the salaries, salary schedules or compensation paid in the form of fringe benefits of employees of the public body. 2.1) Positional Analysis 3.) Discussion or Consultation for legal advice with an attorney for the City, if necessary. 3.1) Discuss or consult for legal advice with an attorney for the City regarding Evaluation of City Manager and/or Positional Analysis. Any records or documents distributed to the City Council or any conversations occurring during executive session shall be kept confidential. Vice Mayor Lane moved to adjourn to executive session, seconded by Councilmember Dolan, and carried by the following vote: Aye: 7 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember Lin, Councilmember McCoy and Councilmember Dolan 6. ADJOURN TO EXECUTIVE SESSION The City Council adjourned to executive session at 4:35 p.m. 7. RECONVENE TO SPECIAL MEETING Councilmember Coke moved to reconvene to Special Meeting, seconded by Councilmember Dolan. The Special Meeting reconvened at 6:16 p.m. 8.
