1. CALL TO ORDER
Mayor Sheehy called the meeting to order at 4:30 p.m.
2. PLEDGE OF ALLEGIANCE
The Mayor led in the Pledge of Allegiance.
3. ROLL CALL
Present: 7- Mayor Cal Sheehy, Councilmember Nancy Campbell,
Councilmember Michele Lin, Councilmember Cameron Moses,
Councilmember Jeni Coke, Vice Mayor David Lane and
Councilmember Jim Dolan
4. VOTE TO ADJOURN TO EXECUTIVE SESSION
EXECUTIVE SESSION PURSUANT TO A.R.S. § 38-41.03(A)(1)&(3):
1.) Discussion or Consideration of Employment, Assignment, Appointment, Promotion,
Demotion, Dismissal, Salaries, Disciplining, or Resignation of a Public Officer, Appointee
or Employee
1.1) City Magistrate Annual Evaluation, Reappointment, and Employment
Contract Negotiations
1.2) City Manager Annual Evaluation, Reappointment, and Employment Contract
Negotiations
1.3) City Attorney Annual Evaluation, Reappointment, and Employment Contract
Negotiations
The public body shall provide each appointee with written notice of the executive session
as is appropriate, but not less than twenty-four hours for each appointee to determine
whether the discussion or consideration should occur at a public meeting. Except for salary
discussions, each appointee may demand the discussion or consideration to occur in
public.

Any records or documents distributed to the City Council or any conversations occurring
during executive session shall be kept confidential. Legal action involving a final vote or
decision shall not be taken at an executive session.
Vice Mayor Lane moved to adjourn to executive session, seconded by
Councilmember Moses, and carried by the following vote:
Aye: 7 - Mayor Sheehy, Councilmember Campbell, Councilmember Lin,
Councilmember Moses, Councilmember Coke, Vice Mayor
Lane and Councilmember Dolan
5. ADJOURN TO EXECUTIVE SESSION
The City Council adjourned to executive session at 4:32 p.m.
6. RECONVENE TO SPECIAL MEETING
The City Council reconvened to special meeting at 8:03 p.m.
7. PUBLIC HEARINGS
7.1 ID 23-3819 Discussion and possible action, if necessary, to comply with Arizona Open Meeting Law
following the executive session regarding:
1.1) City Magistrate Annual Evaluation, Reappointment, and Employment Contract
Negotiations
1.2) City Manager Annual Evaluation, Reappointment, and Employment Contract
Negotiations
1.3) City Attorney Annual Evaluation, Reappointment, and Employment Contract
Negotiations.
Possible actions include, but are not limited to, finding of satisfactory or
unsatisfactory performance, salary adjustment, or any direction or action necessary
to place an item on a future agenda relating to the City Manager and City
Attorney’s evaluation, salary adjustment, or employment agreement.
Mayor Sheehy stated that the City Council met regarding the annual evaluations and
contract negotiations with the city’s three appointed positions. He said a favorable review
was given at the last City Council meeting on May 23, 2023.
Mayor Sheehy opened the public hearing. There being no comments, he closed the public
hearing.
Vice Mayor Lane moved to direct staff to draft employment contracts for the City
Manager, City Attorney, and City Magistrate for consideration at a future council
meeting as discussed in executive session, seconded by Councilmember Moses, and

carried by the following vote:

Upon motion by Vice Mayor Lane, and seconded, the meeting adjourned at 8:06 p.m.
