CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT Lake Havasu City Page 1 Printed on 2/14/2024 City Council Minutes - Final January 23, 2024 6.1 ID 24-4097 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions (Kelly Williams) City Clerk Kelly Williams announced the current vacancies on various Lake Havasu City Boards, Committees, and Commissions. She added that applications are available at City Hall and on the City’s website at www.lhcaz.gov. 6.2 ID 24-4096 City Manager’s Report (Jess Knudson) City Manager Jess Knudson reported on the following: • The Lake Havasu Police Department cadets and advisors participated in the Chandler Tactical Competition earning fourth place in the narcotic raid and first place in the axe throwing. • Havasu Stitchers quilt display in the Lake Havasu City Hall lobby. • The Lake Havasu City Fire Department received new Lucas 3 chest compression devices that allows for hands-free compression and delivers up to 60 percent more efficient compressions to the patient. • Lake Havasu City will be holding an Open House 2nd Bridge Feasibility Study on Monday, January 29, 2024, from 5:30 p.m. to 7:30 p.m. at the Lake Havasu Aquatic Center. 7. PUBLIC HEARINGS 7.1 ID 23-4067 Approve Change Request No. 1 to Teller Software as a Service Agreement with Can/Am Technologies Inc. for Implementation, Licensing, and Support of Teller Cash Receipting Software (Trinna Ware) Administrative Services Director Jill Olsen advised that this item is for approval of a change request for an amendment to the Teller Cash Receipting Software approved in July 2023. Ms. Olsen explained that the change request is to address the online payment portal and cash receipting for several new software additions including the Police Department records request software (Granicus) and permit/business licensing software (MaintStar). She noted that the total additional cost for this fiscal year is $20,600. Vice Mayor Moses opened the public hearing. There being no comments, he closed the public hearing. Councilmember Lane moved to approve Change Request No. 1 to Teller Software as a Service Agreement with Can/Am Technologies Inc. and authorize the City Manager to execute the Change Request on behalf of the City, seconded by Councilmember Campbell, and carried by the following vote: Aye: 7 - Mayor Sheehy, Councilmember Campbell, Councilmember Lin, Councilmember Coke, Councilmember Dolan, Councilmember Lane and Vice Mayor Moses Lake Havasu City Page 2 Printed on 2/14/2024 City Council Minutes - Final January 23, 2024 7.2 ID 24-4095 Approve Use Agreement with the Lake Havasu Metropolitan Planning Organization for Office Space in the Transit Building (Anthony Kozlowski) Assistant to the City Manager Anthony Kozlowski advised that this item is requesting approval of a three-year use agreement with the Lake Havasu Metropolitan Planning Organization (LHMPO) to utilize office space within the Transit facility. Vice Mayor Moses opened the public hearing. There being no comments, he closed the public hearing. Councilmember Dolan moved to approve the Use Agreement with the Lake Havasu Metropolitan Planning Organization for use of office space within the Transit Building at 900 London Bridge Road, seconded by Councilmember Coke, and carried by the following vote: Aye: 7 - Mayor Sheehy, Councilmember Campbell, Councilmember Lin, Councilmember Coke, Councilmember Dolan, Councilmember Lane and Vice Mayor Moses 8. CALL TO THE PUBLIC Mr. Sergi Heideman, citizen, addressed the council and thanked them for their efforts in trying to control short-term rentals in Lake Havasu City. He handed out an article regarding a short-term rental incident in Texas, and said some of the drawbacks of living near a short-term rental is the lack of notification and the use of the property in a residential area. He suggested the council look into trying to make changes to state law requiring applicants to have signage notifying neighboring properties of the short-term rental and contact information. Mr. Don Wisdom, citizen, addressed the council concerning the recent water and sewer utility rate increases that cost his Homeowner’s Association approximately $10,000 out of reserves causing them to put several projects on hold. He also spoke on street markings that are used in Hawaii for traffic calming. Mr. Doug Carr, Ambassador of the Pickleball Association, invited the council to attend their Pickleball Tournament next month. He said the Pickleball Association has approximately $50,000 that they would like to give to the city for lighting at the pickleball courts and asked the council to consider identifying funding this next fiscal year. 9. CURRENT EVENTS Councilmember Campbell provided an update from the Chamber of Commerce, Arizona@Work, and the Rural Transportation Advocacy Council (RTAC).
