CALL TO ORDER Mayor Sheehy called the meeting to order at 8:30 a.m. 2. PLEDGE OF ALLEGIANCE The Mayor led in the Pledge of Allegiance. 3. ROLL CALL Present: 7- Mayor Cal Sheehy, Councilmember Nancy Campbell, Councilmember Jeni Coke, Councilmember Jim Dolan, Councilmember David Diaz, Councilmember Cameron Moses and Vice Mayor Michele Lin 4. VOTE TO ADJOURN TO EXECUTIVE SESSION EXECUTIVE SESSION PURSUANT TO A.R.S. § 38-431(A): 1) Discussion or Consideration of Employment, Assignment, Appointment, Promotion, Demotion, Dismissal, Salaries, Disciplining, or Resignation of a Public Officer, Appointee or Employee of any public body. (A.R.S. § 38-431(A)(7)). 1.1) City Manager Annual Evaluation 1.2) City Attorney Annual Evaluation 2) Discussion or Consideration of Employment, Assignment, Appointment, Promotion, Demotion, Dismissal, Salaries, Disciplining, or Resignation of a Public Officer, Appointee or Employee of any public body. (A.R.S. § 38-431(A)(7)); Discussion or Consultation with an Attorney for the City in order to consider its position and instruct the attorney for the City regarding the public body’s position regarding contracts that are the subject of negotiations. (A.R.S. § 38-431(A)(4)); and Discussion or consultation for legal advice with an attorney for the City, if necessary (A.R.S. § 38-431(A)(3)). (A.R.S. § 38-431(A)(4)); Discussion or Consultation for legal advice with the attorney or attorneys of the public body. (A.R.S. § 38-431(A)(3)). 3.1) Development Agreement for Parcel A at the Municipal Airport Any records or documents distributed to the City Council or any conversations occurring during executive session shall be kept confidential. Legal action involving a final vote or decision shall not be taken at an executive session. Councilmember Diaz made a motion to adjourn to executive session. 5. ADJOURN TO EXECUTIVE SESSION The City Council adjourned to executive session at 8:32 a.m. 6. RECONVENE TO SPECIAL MEETING The City Council reconvened to special meeting at 12:54 p.m. 7. PUBLIC HEARING 7.1 ID 25-4798 Discussion and Possible Action, if Necessary, to Comply with Arizona Open Meeting Law following the Executive Session Regarding: 1) City Magistrate Annual Evaluation, Reappointment, and Employment Contract Negotiations Mayor Sheehy stated that the City Council met in executive session regarding the Development Agreement for Parcel A at the Municipal Airport. Mayor Sheehy opened the public hearing. Ms. Bonny Toy, citizen, addressed the council and asked what was discussed during the executive session, to which Mayor Sheehy explained that the item was regarding the development agreement for Parcel A at the Municipal Airport. There being no further comments, Mayor Sheehy closed the public hearing. Councilmember Coke moved to direct city staff to draft an employment contract for Lake Havasu City Page 2 Printed on 6/11/2025 City Council Minutes - Final May 27, 2025 the City Magistrate position as discussed in executive session and present it at the June 10, 2025, City Council meeting, seconded by Councilmember Moses, and carried by the following vote: Aye: 7 - Mayor Sheehy, Councilmember Campbell, Councilmember Coke, Councilmember Dolan, Councilmember Diaz, Councilmember Moses and Vice Mayor Lin 7.2 ID 25-4799 Discussion and Possible Action, if Necessary, to Comply with Arizona Open Meeting Law following the Executive Session Regarding: 1) Development Agreement for Parcel A at the Municipal Airport Mayor Sheehy stated that the City Council met in executive session regarding the Development Agreement for Parcel A at the Municipal Airport. Mayor Sheehy opened the public hearing.
