CALL TO ORDER Mayor Nexsen called the meeting to order at 5:00 p.m. 2. PLEDGE OF ALLEGIANCE The mayor led in the Pledge of Allegiance. 3. ROLL CALL Present 7- Mayor Mark S. CALL TO THE PUBLIC There were no requests to address the Council. 5. PUBLIC HEARING 5.1 ID 14-0605 Presentation and Discussion of the Findings from the Wastewater System Expansion Program Finalization Tasks Project Manager Jeremy Abbott thanked the Council for allowing staff to present the findings from the Wastewater System Expansion Program finalization of tasks. He noted that the Council approved the scope to move forward with Carollo Engineers to finalize these tasks in October 2013 and present their findings to the Council in December. Mr. Abbott introduced Ms. Keli Callahan and Mr. Richard Humphreys with Carollo Engineers. Ms. Callahan thanked the Council for the opportunity to share their findings and stated that she served as project manager and Mr. Humphreys served as project engineer. She also thanked Mr. Abbott, the Operations Division staff, and staff in other divisions for their assistance in completing this task. Lake Havasu City Page 1 City Council Work Session Work Session Minutes - Final December 9, 2014 Mr. Humphreys stated that the Wastewater System Expansion Program represents the culmination of projects staff has been working on for the past several years to implement a wastewater collection system in Lake Havasu City. He said Lake Havasu City’s wastewater model provides a plan for wastewater infrastructure and growth through capital improvements and operational recommendations. Mr. Humphreys presented the following to Council: Presentation Outline Follows Model Study Processes: o Wastewater Generation Estimates o Develop Growth Projections o Update Validate Model o GIS, Operations Data o Evaluate Existing, Future Infrastructure o Prepare CIP o Allocate Costs Wastewater Generation Estimates Identify Location and Amount of Additional Wastewater Flow Contributions to System: o Water billing records o Wastewater flows o Developed and undeveloped parcels o Zoning, land use o % wastewater factors o Wastewater Model created in previous studies were updated with the City’s latest data o Field testing was conducted to determine actual conditions o Model was calibrated by comparing measured flows to modeled flows Mr. Humphreys explained that they analyzed all the data and identified the outcomes in the areas that could develop in the future, particularly in the next ten years. He said the flow projection work forms the foundation for the master plan and once they know where all the flows are today and in the future, they can plan the infrastructure to serve those flows. Mr. Humphreys stated that the wastewater generation for undeveloped lands was based on the same zoning and land use plan information in the General Plan and assumed undeveloped areas would have similar types of wastewater flow generation per land use category as the developed areas. He said the next step was to take the wastewater collection system model that was previously developed and update it with the latest data provided by the City to determine actual conditions. He added that Lake Havasu City is unique among cities where there are higher flows on the weekends and holidays and it is important to be able to capture that high flow condition and reflect it in the model to represent worst case conditions when sizing pipes and infrastructure. Mr. Humphreys reviewed the following: Models Can Save Money and Improve Service By: Lake Havasu City Page 2 City Council Work Session Work Session Minutes - Final December 9, 2014 o Planning for growth by sizing infrastructure correctly o Finding under-utilized capacity in existing infrastructure o Identifying capacity limitations in current infrastructure o Optimizing efficiency by reducing operations and energy costs o Avoiding regulatory compliance violations Ms. Callahan stated that with this project Carollo Engineers developed the following for Lake Havasu City: 5 and 10 year CIP Program to Serve New Developments: o Existing system adequate for future conditions o New collection mains to serve development o Improved lift station safety and efficiency Benefits: o Continued environmental protection from wastewater o Regulatory compliance o Renewable water resource Wastewater Capital Improvement Program Through 2024: $10,842,000: o Gravity Sewer - $5,024,000 o Force Main - $1,863,000 o Lift Station - $3,955,000 Ms. Callahan noted that the construction, equipment and engineering costs associated with those capital improvements projects is $7,471,000 for new infrastructure driven by development, $584,000 for new lift station infrastructure driven by development, and $3,371,000 for rehabilitation and upgrades of the existing lift station. The Infrastructure Improvement Plan Identifies New Infrastructure Needs to Serve Future Development: o North end of town by the North Regional Plant o Havasu 280 project o Island development o Foothills Estates – existing infrastructure is able to serve development for the next ten years The Project Findings Reflect the City’s Commitment to Collection System Management: o Existing system is operating effectively – Ability to divert flows provides additional flexibility o Existing system is able to handle future growth o New wastewater infrastructure triggered by development o Adequate wastewater treatment plant capacity well beyond 2024 Lake Havasu City Page 3 City Council Work Session Work Session Minutes - Final December 9, 2014 Lake Havasu City’s Path Forward From Here: o Refine triggers for new infrastructure (68% of proposed CIP) associated with new development opportunities as they arise o Implement the lift station rehabilitation/upgrade projects scheduled in the CIP as needed o Continue use of the wastewater model to improve operations o Continue collection system condition assessment and asset management program Mayor Nexsen thanked Carollo Engineers for their presentation, and added that he was thankful that he insisted the City not do the second phase of the North Wastewater Treatment Facility because there is obviously not a demand for it, with more capacity right now than is really needed. Mayor Nexsen asked, based on the flow and modeling, if there was any area in question or wondered if a backup could possibly occur in ten years where the City would need to consider upsizing any of the lines. Mr. Abbott replied that he did not believe there were any areas currently that get anywhere close to 75 percent that were not already addressed with the Wastewater Sewer Expansion Program. Mr. Humphreys said Mr. Abbott was correct as they too looked at the unutilized capacity in the collection system and there is room to grow, and added that there were no areas where the City would need to worry about in the near term. Mayor Nexsen asked if there were any area collection points where pipes join and become a bottleneck, to which Mr. Humphreys replied that some of the model simulations they did assumed that all of the existing areas were completely built out, and the pipes were okay for that condition. Councilmember Barlow said a few years ago there was discussion about this particular modeling and the area to be covered and some of the projections covered a large amount of the land. Mr. Abbott said the model is based on the 208 Boundary Plan which is the most extensive boundary line. Councilmember Callahan said he thought the information presented tonight was very valuable. Mayor Nexsen added that the City built out the sewer based on what the voters agreed to in 2001 and there were specific areas that were never intended to be on sewer. He asked what percent of total possible connections were never intended to be on sewer, to which Mr. Abbott said he estimated about 15 percent by area. Mayor Nexsen said by his calculations he thinks that percentage would be less with around 28,000 connected to sewer and about 4,000 currently not on sewer, to which Mr. Abbott clarified that the percentage was probably closer to seven or eight. 6.
