1. CALL TO ORDER
Chairman Harris called the meeting to order at 9:00 a.m.
2. PLEDGE OF ALLEGIANCE
Chairman Harris led the Pledge of Allegiance.
3. ROLL CALL
Present: 9- Jim Harris, Lucas Still, Mychal Gorden, Doug Hardy, Donald
Bergen, Dan McGowan, Chad Nelson, Suzannah Ballard and
Kevin Murphy
Absent: 1- Danny White
4. MINUTES
Mr. Still, made a motion to approve the minutes of the last meeting, seconded by
Mr. Hardy. The motion carried by the following vote:
Aye: 7 - Harris, Still, Gorden, Hardy, Bergen, McGowan and Nelson
Absent: 1 - White
Approval of Regular Meeting Minutes from August 7, 2019.
5. CORRESPONDENCE AND ANNOUNCEMENTS
Mr. Morris stated that as Mr. Schmeling stated at the last meeting, there has been a
change in the structure of the City. Mr. Schmeling is now the Development Services
Director and is taking a back seat to Planning and Zoning Commission meetings. Mr.
Morris will be presenting most items from now on.
6. PUBLIC HEARING
ID 19-2115 A Request to Rezone a 1,736 Square Foot Portion of Golf Course Parcel
1, That Was Added to Tract 134, Block 6, Lot 7, as Shown On Parcel Plat
37-10, From GC (Golf Course) District to R-E (Residential Estates) District
Mr. Morris thanked the Chairman and presented a PowerPoint slideshow and narrative

including some of the following key points:
• Rezone request from GC (Golf Course) to RE (Residential Estates).
• Property located on south part of town, west side of golf course.
• Property recently purchased from golf course. Subject property zoned RE .
• Purchase does not change zoning so now property has two different zones.
• Two different zonings for one property- not a common occurance.
• Applicant plans to demolish existing residence and rebuild, adding an accessory structure
near the rear.
• Proposed structures are limited to setbacks for RE portion.
• Rezone will allow RE setbacks to be applied to whole property.
• Denial of request would limit construction in purchased GC property to landscaping,
grading, and retaining walls, items allowed in GC.
Mr. Still stated this is happening to a lot of properties, as far as the acquisition of additional
land from the golf course; however this is the first one coming before the Commission for
zoning change. Mr. Morris affirmed and stated the Commission may see similar requests.
The rezone process will be be same procedure for future similar items.
Mr. Still asked if there has been any opposition to the other properties being sold and if
Staff foresees any potential objections as this goes down the road. His concern with
approving this item is for it to create a precedence moving forward for any future itmes.
Mr. Morris stated he understands Mr. Still's concern; however each rezone will be treated
on a case by case basis. At this point this item has gone through the full notification
process and has received no opposition from any neighboring properties.
Chairman Harris stated that this parcel was available and the same proportion might be
available to adjacent parcels. If someone else is concerned over any site impairments,
they can go through the same process. Mr. Morris affirmed.
Mr. Morris clarified that the first step is to combine the golf course portion that the
applicant purchases with their property through a Lot Alteration process, approved by the
Zoning Administrator. The next step is to rezone the property which is recommended for
approval by the Planning Commission and ultimately approved by City Council.
Chairman Harris opened the Public Hearing, hearing none, he closed the Public Hearing.
Mr. Morris stated that Staff finds that the proposed Zoning Map Change meets all the
requirements set forth in Section 14.05.04(K)(6). Based on the findings, the Development
Review Committee recommends that the Planning Commission recommend approval
rezoning the 1,736 Square Foot Portion of Golf Course Parcel 1, that was added to Tract

134, Block 6, Lot 7, as shown on Parcel Plat 37-10, from GC (Golf Course) to R-E
(Residential Estates) District.
Mr. Nelson made a motion to recommend approval of land use action No. 19-2115,
rezoning the 1,736-Square Foot Portion of Golf Course Parcel 1, that was added to
Tract 134, Block 6, Lot 7, as shown on Parcel Plat 37-10, from GC (Golf Course)
District to R-E (Residential Estates) District., seconded by Mr. McGowan, and
carried by the following vote:
Aye: 7 - Harris, Still, Gorden, Hardy, Bergen, McGowan and Nelson
Absent: 1 - White
7. CALL TO PUBLIC
None.
8. FUTURE MEETING
The meeting scheduled for September 4, 2019 has been canceled. The next Regular
meeting is scheduled for September 18, 2019.
9. ADJOURNMENT
Chairman Harris adjourned the meeting at 9:16 a.m.
