1. CALL TO ORDER
Chairman Harris called the meeting to order at 9:00 a.m
2. PLEDGE OF ALLEGIANCE
Chairman Harris led the Pledge of Allegiance.
3. ROLL CALL
Present: 6- Jim Harris, Lucas Still, Donald Bergen, Dan McGowan, Chad

Absent: 4- Mychal Gorden, Doug Hardy, Danny White and Kevin Murphy
Alternate Member Ballard was seated.
4. MINUTES
A motion was made by Member Still, seconded by Member McGowan, that this be
Approved. The motion carried by the following vote:
Aye: 5 - Harris, Still, Bergen, Nelson and Ballard
Absent: 5 - Gorden, Hardy, McGowan, White and Murphy
Approval of Regular Meeting Minutes from November 20, 2019.
5. CORRESPONDENCE AND ANNOUNCEMENTS
Mr. Morris updated the Commission in regards to the Conditional Use Permit approved
for Yard City. One of the conditions placed by the Commission was that, prior to their
December First Friday event, the parking lot was to be cleaned and cleared from debris. A
picture taken two days prior to the event was shown, noting the big rocks have been
removed and people can now park there.

Business, art, or vocational schools; Medical offices and clinics; Research
and development laboratory; Indoor recreation or entertainment; Outdoor
recreation or entertainment; Studio; Theaters and auditorium; Alcohol

Mr. Morris thanked the Chairman and stated that the Development Code was adopted in
2016 and over the past three years, minor issues have been identified and revised. In
November of 2017, a dozen changes were made and in August of 2018, ten additional
changes were made to the Code.
While applying the Permitted Use Table (Table 3-1) since its 2016 update, it has come to
staff’s attention that some of the uses and their allowed zoning districts need revision.
Specifically, adding Medical Offices & Clinics to the MU-UMS District; separating Animal
Boarding and Animal Care; adding Alcohol Beverage Sales in the C-CHD District; and
potentially adding Caretaker/Watchman Quarters as an Accessory Use.
The Commission’s recommendation from this meeting will go to the City Council for their
review and action.The Commission and Staff deliberated in detail to potential changes to
the Code and Staff offered the following:
Staff recommends that Item No. 19-2229, amending Lake Havasu City Code Title 14,
Zoning (Development Code), Section 14.03.02, Permitted Use Table, Table 3-1,
including, but not limited to, the following uses:

office.
And any additional amendments necessary to City Code Section 14.03.03, Use-Specific
Standards, and City Code Section 14.06.03, Definitions, as a result of changes to Table
3-1, per the Commission’s discussion, be forwarded to the City Council.
See Attachment A for changes as proposed by the Commission.
Mr. Still made a motion to recommend approval of Item 19-2229 with all changes
discussed in today's meeting, seconded by Mr. Nelson. The motion carried by the
following vote:
Aye: 6 - Harris, Still, Bergen, McGowan, Nelson and Ballard
Absent: 4 - Gorden, Hardy, White and Murphy
7. CALL TO PUBLIC
There were no speakers at Call to the Public; however, Mrs. Gary thanked the
Commissioners and Staff for their hard work and deliberation with all the changes to the
Code.
8. FUTURE MEETING
The January 1, 2020 meeting has been canceled due to the New Year's Holiday. The next
regular meeting is scheduled for January 15, 2020 and five items have been submitted.
9. ADJOURNMENT
Chairman Harris adjourned the meeting at 10:42 a.m.
