CALL TO ORDER Vice Chairman Gorden called the meeting to order at 9:00 a.m. 2. PLEDGE OF ALLEGIANCE Vice Chairman Gorden led the Pledge of Allegiance. 3. ROLL CALL Present: 5- Lucas Still, Mychal Gorden, Donald Bergen, Chad Nelson and Suzannah Ballard Absent: 5- Jim Harris, Doug Hardy, Dan McGowan, Matthew Mitchell and Sam Levin Alternate Member Ballard was seated. 4. MINUTES Mr. Nelson made a motion to approve the minutes of the last meeting, seconded by Mr. Still, and carried by the following vote: Aye: 5 - Still, Gorden, Bergen, Nelson and Ballard Absent: 5 - Harris, Hardy, McGowan, Mitchell and Levin Approval of Special Meeting Minutes from July 22, 2020. 5. CORRESPONDENCE AND ANNOUNCEMENTS None. 6. PUBLIC HEARING ID 20-2527 A Request to Rezone 2305 Victoria Farms Road, APN 120-03-046, a 10-acre Portion of Planned Development No. 07-00200005, from LI/PD (Light Industrial/Planned Development District) to LI (Light Industrial District) Mr. Morris thanked the Chairman and presented a PowerPoint slideshow and narrative including some of the following key points: Lake Havasu City Page 1 Printed on 11/5/2020 Planning and Zoning Commission Minutes - Final September 23, 2020 • Background information of property provided.- 10 acre parcel. • North part of town- south of airport. • No access through Chenoweth Road, access to be through Victoria Farms Rd. • Zoned LI/PD, Light Industrial Planned Development. • Havasu RV Resort LI/PD for RV Park part of original project. • 120 acre expansion of Havasu RV Resort approved in 2007; however project has not come to fruition. • Rezone request to remove from PD and go back to LI, Light Industrial District. • Original 40 acres have been developed. Almost 80 acres have been previously removed from RV Park PD. • Storage units proposed. Mr. Still asked if cement recycling is approved in LI District. Mr. Morris stated proposed uses are all allowed in LI District. Mr. Troy Wilde, applicant stated they want to put canopy storage out there. He said he is in the paving and excavation business and sees all the asphalt going into our landfills; he feels this is a good opportunity to take the asphalt and crush it, then it be reused back to subgrades on roads. Vice Chairman Gorden opened the Public Hearing. Hearing none, he closed the Public Hearing. Mr. Morris stated that based on the findings, the Development Review Committee recommends the Planning & Zoning Commission forward a recommendation of approval to the City Council to rezone 2305 Victoria Farms Road, APN 120-03-046, a 10-acre portion of Planned Development No. 07-00200005, from LI/PD to LI. This item is scheduled to be heard by the City Council at their October 27, 2020 meeting. Mr. Still made a motion to recommend approval to the City Council of land use action #20-2527, rezoning 2305 Victoria Farms Road, APN 120-03-046, a 10-acre portion of Planned Development No. 07-00200005, from LI/PD to LI. The motion was seconded by Mr. Nelson and carried with the following vote: Aye: 5 - Still, Gorden, Bergen, Nelson and Ballard 7. CALL TO PUBLIC None. 8. FUTURE MEETING The meeting scheduled for October 7, 2020 has been canceled. The next Regular meeting is scheduled for October 21, 2020. 9.
