CALL TO ORDER Chairman Harris called the meeting to order at 9:00 a.m. 2. PLEDGE OF ALLEGIANCE Chairman Harris led the Pledge of Allegiance. 3. ROLL CALL Present: 5- Jim Harris, Donald Bergen, Dan McGowan, Gabriele Medley and David Diaz Absent: 5- Doug Hardy, Chad Nelson, Suzannah Ballard, Matthew Mitchell and Sam Levin 4. CORRESPONDENCE AND ANNOUNCEMENTS Correspondence and Announcements will be moving up on the agenda for this and future meetings to allow for housekeeping items. 5. MINUTES Approval of Regular Meeting Minutes from August 18, 2021. Mr. Bergen made a motion to approve the minutes of the last meeting, seconded by Mr. McGowan and carried by the following vote: Aye: 5 - Harris, Bergen, McGowan, Medley and Diaz 6. PUBLIC HEARING ID 21-2949 A Request for a Preliminary Subdivision Plat for Desert Kearsage Condos, 3430 Kearsage Drive, Tract 2217, Block 18, Lot 10, Creating a 6-Unit Residential Condominium Subdivision in the Residential Southgate District (R-SGD). Mr. Morris thanked the Chairman and presented a PowerPoint slideshow and narrative including some of the following key points: • The .57-acre property is located on south side of town on Kearsage Drive. • Existing multiple family and single family developments nearby. Lake Havasu City Page 1 Printed on 9/15/2021 Planning and Zoning Commission Minutes - Final September 1, 2021 • Subject and adjacent properties are zoned Residential Southgate District (R-SGD). • Properties to south, across alley are Commercial Southgate District (C-SGD). • Design Review has been completed, building permits issued, and the development is under construction. • The complex is comprised of three duplex units which includes a total of 6 residential units with attached garages, Parcel A, and common area. • The owner proposed a condominium plat in order to sell each of the residential units. • All on-site sewer and water services will be privately owned. • The project will have a property owners association to manage and maintain the private drives and improvements. Lee Johnson, applicant, present and available for questioning; however, there were none. Chairman Harris opened the Public Hearing, hearing none, he closed the Public Hearing. Mr. Morris stated that based on the findings, the Development Review Committee recommends approval of land use action ID #21-2949, a preliminary subdivision plat for Desert Kearsage Condos, 3430 Kearsage Dr, Tract 2217, Block 18, Lot 10, creating a 6-unit residential condominium subdivision in the Residential Southgate District (R-SGD). Mr. Diaz made a motion to approve ID #21-2949, a preliminary subdivision plat for Desert Kearsage Condos, 3430 Kearsage Dr, Tract 2217, Block 18, Lot 10, creating a 6-unit residential condominium subdivision in the Residential Southgate District (R-SGD). The motion was seconded by Mr. Bergen. The motion carried with the following vote: Aye: 5 - Harris, Bergen, McGowan, Medley and Diaz 7. CALL TO PUBLIC None. 8. FUTURE MEETING The next Regular meeting is scheduled for September 15, 2021 and two items will be presented. 9.
