1. CALL TO ORDER
Chairman Diaz called the meeting to order at 11:00am.
2. PLEDGE OF ALLEGIANCE
Chairman Diaz led the Pledge of Allegiance.
3. ROLL CALL

Alternate members, Commissioners Stevenson and Thornton, were seated.
4. CORRESPONDENCE AND ANNOUNCEMENTS
Planning Division Manager Chris Gilbert gave an update from the August 22, 2023
Regular City Council Meeting, noting the ordinance for the final plat for 24 additional units
in the Trinity Development in the Havasu Foothills was approved.
6. PUBLIC HEARING
Chairman Diaz provided an overview of the Public Hearing Process.
ID 23-3930 A Request for a Planned Development Rezone Amending the Approved
Development Plan of PD-19-1222 for 3180 & 3190 McCulloch Boulevard
N., Tract 125, Parcel H and Tract 123, Block 8, Lot 1, in the
Single-Family Residential/Planned Development (R-1/PD) District to Allow
Four Accessory Buildings Consisting of Two at 25-Foot, One at 20-Foot,
and One at 16-Foot Building Height, Measured From Each Building’s
Grade, in Addition to the Previously Approved 30-Foot Main Sanctuary
Building (Chris Gilbert)
Mr. Gilbert explained this was originally presented to the Commission on August 2, 2023,
but due to some incongruencies with the building heights, the item was continued. The

Special Meeting and Public Hearing were re-noticed for the public. He reviewed the Staff
report. [Displayed PowerPoint.]
Mr. Gilbert explained this property previously underwent a Planned Development/Rezone
(PD/Rezone) review in 2019, which the applicant is requesting to amend. The previously
approved concept included several proposed buildings and a playground. However, it
didn’t include much parking and had only one access point. He stated the proposed plan
has a better layout and additional parking.
Mr. Gilbert highlighted the primary changes between the previously approved and
proposed plans:
• Proposed parking includes enough spaces for all the proposed building uses
combined, with an overage of 20-30 spaces.
• Access points have been improved. Instead of one access point, they will have
two off McCulloch Blvd.
• The layout and heights of the proposed buildings have changed.
Referencing the Site Section View at the bottom of the Proposed Site Plan, Mr. Gilbert
explained the proposed sanctuary on the far right, which was approved under the 2019
PD/Rezone, would be 30 feet high. The proposed church office building next to it would
be 16 feet over the approved grade, which is 1-foot over the height limit for the zoning
district. The proposed buildings on the left side of the lot would be 25 feet and 20 feet
high, which is under the max grade as extended out over the site. So although those
buildings will be taller, the only building that requires an additional height allowance is the
office building, and only by 1-foot. Mr. Gilbert concluded the Staff presentation.
Chairman Diaz asked if the Commission had any questions for Staff. As there were none,
he invited the applicant to speak.
Rob Sampson, Selberg Associates Inc., thanked everyone present for accommodating a
special meeting, as he knows a lot of work and planning went into it.
He explained that Hilltop Church is looking to expand over a period of time to allow them
to raise funds. The first building to be constructed would be the proposed interim
sanctuary on the far left, so they would have a gathering place while they work towards
their goal. In 5-10 years, they hope to be able to construct the proposed sanctuary on the
far right, which would be the primary sanctuary location.
Mr. Sampson stated he is here today with the Pastor and two members of Hilltop's
Building Committee and they are happy to answer any questions.

Chaiman Diaz asked how many people attended the public input meeting and what kind of
feedback they received.
Mr. Sampson stated they had two attendees: one realtor representing a nearby property
owner and one property owner. He explained that their concerns were minimal. They
wanted to know what the proposal was and what the impact and uses would be. Once
they reviewed the plan and proposed uses, they didn’t receive any objections.
Commissioner Stevenson asked if the existing building would remain during construction
of the first building and eventually be taken down. Mr. Sampson responded affirmatively.
Commissioner Stevenson asked if the existing building was at the existing 115.50 pad
height and if they are asking for an additional 1-foot of height over that existing grade.
Mr. Sampson confirmed the existing building is at 115.50 and they are requesting a 1-foot
height allowance for the proposed office building that would be located near the final
sanctuary.
Chairman Diaz opened the Public Hearing. Seeing no comments, he closed the hearing.
Mr. Gilbert advised that based on the findings, the Development Review Committee
recommends the Planning Commission forward a recommendation of approval to the City
Council for Land Use Action 23-3930, for a Planned Development Rezone amending the
approved development plan of PD 19-1222 for 3180 McCulloch Boulevard N., Tract 125,
Parcel H and Tract 123, Block 8, Lot 1, in the Single-Family Residential/Planned
Development (R-1/PD) District to allow four accessory buildings with building heights as
shown in the development plan, in addition to the previously approved 30-foot main
sanctuary building, with the following conditions:
1. The development shall substantially match the Development Plan provided with
the request,
2. The site is limited to those buildings shown on the Development Plan, unless
additional public hearings are held and public notice given,
3. The two properties in the planned development shall be combined into one
property,
4. The sanctuary building shall be no taller than 30 feet from the maximum grade of
115.50’that has been established for the property,
5. Except for the proposed sanctuary building, all other buildings will be limited to
the 16-foot, 20-foot, and 25-foot building heights from the pad elevations as
shown on the development plan, and
6. Design Review for compliance with the Development Code and the conditions of
this approval shall be required for the project prior to building permit issuance.

Chairman Diaz asked the applicant if he understand the conditions or if they have any
questions. Mr. Sampson confirmed he understands and has no questions.
Commissioner Harris moved to recommend approval of PD 23-3930 with Staff's
recommendations.
The motion was seconded by Commissioner Ballard. The motion carried by the
following vote:
Aye: 7 - Ballard, Lehr, Wilson, Stevenson, Thornton, Harris and Diaz
7. CALL TO PUBLIC
Chairman Diaz explained the Call to Public is an opportunity for the public to address the
Commission on items not on the agenda. He opened Call to Public. Seeing no comments,
he closed Call to Public.
8. FUTURE MEETING
Mr. Gilbert stated that today's agenda item will make the agenda for the September 12,
2023, City Council Meeting as planned and the applicant will not be delayed.
The Regular Meeting of the Planning & Zoning Commission scheduled for Wednesday,
September 6, 2023 has been cancelled.
The next Regular Meeting is scheduled for Wednesday, September 20, 2023 at 9:00am.
9. ADJOURNMENT
Chairman Diaz adjourned the meeting at 11:17am.
